SUMMARY OF QUESTIONS AND ANSWERS
RFP No. FA520522R0005
Airfield/Pavements IDIQ Contract, Misawa AB, Japan 19 Jul 22
Questions Submitted by 12 Jul 22 IAW RFP Atch1 L001(c):
Q1: RFP, Pg.34, Sec L, L100
Please clarify which part shall copy of JV Agreement be bound?
A1: K-002 of the RFP Attachment 1, “Other Contract Requirements” should be used. Thus, it is proposal Part I Summary and Misc Data.
Q2: RFP, Pg.35, Sec L, L-100, Para.4(b)
May we use CPARS instead of Performance Surveys/Questionnaires?
A2: Offerors are required to send Past Performance Questionnaire (PPQ) to the customer or agency. PPQ is however not a part of the proposal. A copy of CPARS can be included in five (5) pages per contract listed in the proposal Part IV Past Performance.
Q3: RFP, Pg.35, Sec L, L-100, Para.4(b)
If CPARS is not acceptable instead of Performance Surveys/Questionnaires after question submission due date, we will need to request questionnaires to Japanese Government. In that case, it is too short to request and get correspondence from them. We would like to request 2 weeks extension for the bid closing date.
A3: In case of no response to the PPQ, the Government will contact the customer or agency and extension of the offer due date is not necessary.
Q4: RFP, Pg.35, Sec L L-100, Para.4 (b), Atch7
If we request Performance Surveys/Questionnaires (Attachment 7) to the Japanese Government, they will not correspond in English form. Therefore we are considering to translate the Attachment 7 in Japanese by ourselves and request to the Japanese Government to fill in that translated form in Japanese. Is it acceptable sending the translated form in Japanese to your office?
A4: We understand that the customer or agency in Japan would not be able to respond in English.
Their response to the PPQ in Japanese is acceptable this time.
Q5: RFP, Pg.35, Sec L L-100, Para.4 (b), Atch7
We are going to use Past Performance ordered by Local Government, however they are not able to correspond individual request. Therefore they declined fill-in and submit Questionnaire with Attachment 7. We, Contractor, need to submit disclosure request for administrative document (takes about 3-4 days), then they will provide us construction evaluation sheet with their specified format. Does the construction evaluation sheet provided by Local Government satisfy requirements as Past Performance Questionnaire? If it's available, is this construction evaluation sheet required to translate in English by
A5: Construction evaluation sheet provided by the Local Government with your English translation on it can be included in five (5) pages per contract listed in the proposal Part IV Past Performance.
