About this file
This document contains a summary of questions and answers from a pre-proposal conference and site visit for an indefinite-delivery/indefinite-quantity airfield and pavements contract at Misawa Air Base in Japan. The contract has a guaranteed minimum amount of 300,000 Japanese Yen and maximum limit of 5.2 billion Yen over its five-year period including a one-year base and four one-year options. Task orders under the contract will be for repair, maintenance, and construction of airfield pavements, roads, parking lots and associated incidental work. The summary clarifies that while the maximum order amounts in the solicitation refer to single and multiple work item task orders, tasks orders will likely contain multiple work items due to the nature of the work. It also confirms work at the Draughon Range site may take place during daytime hours only and a contractor storage yard can be coordinated on location.

Questions and Answers at Conference held on 7 Jul 22
Q1: RFP, Clause at FAR 52.216-19 Order Limitations.
What are the difference between para. (b)(1) and (2) of maximum order where both of them are ¥600,000,000?
A1: (b)(1) is the maximum amount for a task order having a single work item of ELINs, and (b)(2) is for a task order having multiple work items of ELINs. While a single item task order can be technically issued, all task orders are most likely to have multiple items due to the nature of repair, maintenance and construction of the airfield and Draughon Range.
Questions and Answers at Site Visit to Airfield None.
