Performance Work Statement Summary

This Performance Work Statement (PWS) establishes requirements for a firm fixed-price, multiple-award Blanket Purchase Agreement (BPA) to provide hotel lodging services for the 356th Expeditionary Theater Support Group (ETSG) on Tinian Island, Commonwealth of the Northern Mariana Islands (CNMI). The Government seeks to establish a non-personal services contract with multiple hotel facilities to accommodate military personnel and authorized government staff, as no single facility on Tinian can meet the full projected occupancy needs. The contractor must furnish all personnel, materials, equipment, supervision, and hospitality services necessary to deliver safe, clean, and fully functional lodging accommodations.

The contract requires a combined minimum capacity of 120 beds across one or more awarded facilities, with single and double occupancy room configurations available. Each room must meet comprehensive facility standards including 120-volt electrical power with minimum six receptacles, continuous hot and cold water (minimum 120°F), air conditioning capable of maintaining 65°F–75°F temperatures, high-speed Wi-Fi supporting 120 simultaneous users, flat-screen smart television, shared microwave and mini-fridge, and individual clothing storage. Facilities must provide at least one community kitchen area per two bed spaces with full-size refrigerator (20+ cubic feet), microwave, stove, and electric kettle; two dedicated office rooms with three desks and three chairs each; one common room (200+ square feet) with couch, chairs, table, and 65-inch television; outdoor space (500+ square feet) capable of accommodating four 10-foot containers; and daily provisions of nine five-gallon filtered water containers and ten seven-pound ice bags. The contractor is responsible for twice-weekly housekeeping, 24/7 maintenance with one-hour emergency response times, backup generator capability, typhoon shutters and storm-resistant doors, comprehensive fire suppression systems, and emergency relocation of guests to equal-or-better quality facilities at no cost if utility failures exceed four consecutive hours.

1.10 GOVERNMENT FURNISHED ITEMS AND SERVICES

1.GENERAL:

This is a non-personal services contract to provide hotel lodging services on Tinian Island CNMI.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Description of Services/Introduction:

The Contractor shall furnish all personnel, supervision, labor, materials, equipment, tools, parts, transportation, accommodations, and hospitality services necessary to deliver and maintain safe, clean, and fully functional lodging accommodations for military personnel and authorized government staff on Tinian Island CNMI in accordance with the requirements specified under each Contract Line-Item Number (CLIN).

1.3 Background:

To support the growing lodging requirements for the 356th Expeditionary Theater Support Group (ETSG) on Tinian Island CNMI, the Government intends to establish a multiple-award Blanket Purchase Agreement (BPA). This approach is necessary due to the limited number of hotels on Tinian and the fact that no single facility can consistently accommodate the full scope of personnel projected for future rotations.

1.4 Objectives:

The Contractor shall furnish short-term long-term lodging accommodations for authorized Government personnel. All services and amenities shall be equivalent to those customarily offered to the general public, and compliant with applicable health, safety, and accessibility standards.

1.5 Scope:

This contract is for non-personal services to provide short-term long-term accommodation for authorized Government personnel. The Contractor shall ensure all accommodations are safe, clean, functional, and fully equipped in accordance with the specifications outlined under each Contract Line-Item Number (CLIN). Services include, but are not limited to, facility management, housekeeping, maintenance, emergency response, and the provision of furnishings, utilities, and amenities. Lodging must meet or exceed standards typically offered to the general public and comply with all applicable health, safety, and accessibility regulations. The Contractor is responsible for delivering a turnkey lodging solution that supports the operational needs of the Government while maintaining a high standard of comfort and reliability.

1.7 GENERAL INFORMATION

1.7.1 Claims and Liability:

The Government shall not be held liable for incidental charges or damages incurred by individual travelers. The Contractor shall notify each Government tenant that personal charges such as room service, meals, telephone usage, pay-per-view entertainment, smoking violations, and facility damages are the sole responsibility of the tenant and are not covered under this contract.

1.7.3 Place of performance:

The work to be performed under this contract will be performed at Camp Tinian, Northern Mariana Islands Tinian, CNMI.

1.7.4 Type of Contract:

The government will award a firm fixed price contract.

1.8 FACILITY STANDARDS AND ROOM REQUIREMENTS

This section outlines the minimum standards for all lodging accommodation provided under this contract. Each room and facility must meet the specifications detailed below to ensure safety, comfort, and operational readiness for Government personnel.

1.8.1 Lodging Requirements:

The Contractor shall provide lodging facilities with the following minimum guaranteed capacity:

• Total Capacity: A combined total of at least 120 beds must be available, which will be met through one or more awards.

• Single Occupancy Rooms: Shall contain a minimum of one (1) bed.

• Double Occupancy Rooms: Shall contain a minimum of two (2) beds and must consist of two separate, fully enclosed rooms to ensure occupant privacy.

If a hotel does not offer double-occupied rooms with two separate, fully enclosed rooms, the hotel may instead provide pricing for single occupancy rooms. The Government may utilize single occupancy rooms to meet mission requirements. Lack of double occupancy room configurations will not render a hotel non‑compliant.

1.8.2 Electrical:

Each lodging room shall be equipped with a standard 120-volt, 60-hertz electrical power supply.

To ensure adequate access to electricity, each room must contain a minimum of six electrical receptacles distributed across at least three separate outlets. All electrical outlets shall be installed and maintained in full compliance with National Electrical Code (NEC) 210.8 standards to ensure safety and reliability.

1.8.3 Plumbing:

Each lodging room shall be equipped with a continuous supply of both hot and cold water, with hot water maintained at a minimum temperature of 120°F. Every room must include a fully functional sink, toilet, and either a shower or bathtub to ensure sanitary and comfortable accommodation for all occupants.

1.8.4 Potable Water:

All potable water provided within the lodging facility shall meet the requirements of the Safe Drinking Water Act (SDWA) and comply with all applicable standards established by the U.S.

Environmental Protection Agency (EPA) to ensure safety and quality for human consumption.

1.8.5 Privacy:

Rooms containing multiple bedspaces shall be equipped with permanent physical dividers to ensure adequate privacy for each occupant. In cases where such dividers are not present or insufficient, the Government reserves the right to install temporary or portable partitions to maintain acceptable privacy standards.

1.8.6 Furnishings

Each lodging room shall be furnished with a flat screen smart television, shared microwave, and shared mini fridge. There must be individual clothing storage such as a closet, wardrobe, or dresser for each occupant. Beds must be equipped with a full-size mattress and box spring, fitted and flat sheets, pillow(s) with pillowcase(s), and a comforter or duvet to ensure a comfortable and restful stay.

1.8.7 Climate Control:

Each contract lodging room shall be equipped with individually controlled air conditioning units capable of maintaining indoor temperatures between 65°F and 75°F. Adequate ventilation must be provided to ensure continuous comfort for all occupants. In the event of a utility failure excluding area wide outages lasting more than four (4) consecutive hours, the Contractor shall relocate all affected guests to a lodging facility of equal or higher quality at no additional cost to the Government or the occupants. If the installed air conditioning system does not include dehumidification capabilities, the Contractor shall provide portable dehumidifiers upon request.

Government personnel will be responsible for emptying the dehumidifier units.

1.8.8 Internet

Each lodging room shall be equipped with high-speed, stable wireless internet (Wi-Fi), defined as a network capable of supporting simultaneous use by up to 120 personnel for common government and personal activities, including video conferencing, email, and secure network access. The connection must be reliable and consistently available. The Contractor shall be responsible for all maintenance and the prompt resolution of any reported outages or performance issues. The Government will report any service degradation that fails to meet this performance standard, and the Contractor shall be required to take corrective action within a reasonable timeframe. The Government reserves the right to install its own networking or cybersecurity equipment as needed to meet operational requirements.

1.8.9 Security:

Each lodging room shall be equipped with secure locking mechanisms to ensure the safety and privacy of occupants. Room access shall be strictly limited to assigned Government personnel and authorized facility staff. The Contractor must implement procedures to prevent unauthorized entry and maintain accountability for all issued keys or key cards throughout the duration of the guest’s stay.

1.8.10 Furniture Rearrangement:

The Government reserves the right to rearrange furniture within individual rooms or between rooms to meet operational or occupancy needs. All furnishings will be returned to their original configuration and condition upon completion of the contract period. The Contractor shall ensure that furniture is durable and capable of withstanding reasonable repositioning without damage.

1.8.11 Outdoor Space:

The facility must include at least 500 square feet of outdoor space designated for Government recreational activities and temporary storage. This area must be capable of accommodating the delivery and placement of up to four (2) 10-foot by 10-foot containers. The Government reserves the right to secure this space from public access to ensure the safety and privacy of its personnel and property.

1.8.12 Kitchen Facilities:

The Contractor shall provide at least one community kitchen area measuring at least 5 feet by 5 feet for every two bed spaces. Each kitchen must be equipped with a separate sink (distinct from any bathroom fixtures), a refrigerator with a minimum capacity of 1.5 cubic feet, a full-size refrigerator with a minimum capacity of at least 20 cubic ft, a microwave oven, electric kettle, sufficient cabinetry for food and utensil storage, and a stove. All appliances and fixtures must be clean, fully functional, and maintained in good working order to support basic meal preparation by occupants.

Some hotels may offer kitchen access as part of their lodging services. While kitchen access is preferred when available, it is not a mandatory requirement for eligibility. Hotels that do not provide kitchen facilities will not be considered non‑compliant. The Government may utilize rooms without kitchen access to meet mission requirements.

1.8.13 Office Space:

The Contractor shall provide a minimum of two (2) dedicated office rooms per facility, each with a floor area of no less than 100 square feet. Each office room shall be furnished with three (3) desks and three (3) chairs to support administrative tasks, mission planning, or other operational needs of Government personnel. All furnishings must be clean, functional, and arranged to facilitate efficient workspace use.

1.8.14 Common Area:

Each facility shall include one (1) common room with a minimum floor area of 200 square feet.

This space must be furnished with one (1) couch, four (4) chairs, one (1) table, and one (1) flat screen smart television no smaller than 65in. The common area should be clean, comfortable, and suitable for informal gatherings, relaxation, or mission-related collaboration among Government personnel.

1.8.15 Filtered Water and Ice:

The Contractor shall provide daily access to nine (9) five-gallon containers of filtered potable water and ten (10) seven-pound bags of potable ice. All water and ice must be sanitized using ultraviolet treatment or EPA-approved filtration methods to ensure safety and compliance with health standards.

1.8.16 Bathroom Equipment:

Each bathroom shall be equipped with one (1) plunger and one (1) toilet scrubber to support basic sanitation and maintenance needs.
