FIRE ALARM NARRATIVE
FIRE ALARM DESIGN APPROACH
The design scope includes replacement of the existing fire alarm systems, as necessary, for the overall facility, to provide compliance and reliability for these required systems. As part of this work, Mass Notification will be provided for this facility as one is not currently installed.
Existing fire alarm system will remain in place and functional throughout installation of new fire alarm/mass notification system.
Systems configured to provide coverage for the existing facility and include areas in outer fenced play yard areas to provide visible/audible notification for these locations.
Once new system is fully commissioned, existing fire alarm system will be demolished.
EXISTING CONDITIONS
The current Simplex Fire Alarm Control System is of initial construction and has been noted with several issues and/or violations of UFC 3‐600‐01, UFC 4‐740‐14, NFPA 72 and NFPA 101. One of the main issues was lack of notification devices for exterior spaces surrounding the building where fenced play yards are normally occupied spaces and should have notification for occupants in these areas. The existing fire panel cannot support these changes and has failed several attempts at making program changes so will require replacement. As this system will remain in place until the new system is installed, the new system will need to be located in another area of the building. Potential locations considered in later sections.
All areas of the facility main level contain smoke detection and notification devices located on walls or in ceiling spaces. There are also heat detectors in the above ceiling spaces of the facility and mechanical mezzanine space, which are difficult to access for maintenance. The preference is to have these systems removed, including conductors and devices. The conduit boxes would remain in place where devices were removed in the system and would have covers installed on them. Note: As this building is fully sprinklered, and the areas where they are installed are non‐combustible construction, these detectors are redundant and are not required by current UFC governing this type of facility.
There are graphical remote annunciator panels within the facility, one in the main entry and one in the reception area. While these panels were valuable to the first responders in the past, the current preference is to provide a remote annunciator panel(s) in similar locations where these remote annunciator panels can provide the required information needed by the first responders.

PROPOSED WORK
As the new system will include both fire alarm and mass notification functions, additional equipment, as related to voice annunciating features, will be required where the complement of these systems is larger than existing systems. Interconnection of fire alarm to the base Monaco system will be provided as well as connections to the base Whelen MNS. The location for this equipment is selected as the wall opposite of the MDP for the building, which has space available.
New area smoke detection, manual pull stations and other initiation systems are designed to provide compliant coverage for interior spaces of the building, according to UFC 4‐740‐14 and other applicable codes. Locations of these new devices will allow for them to be installed in locations so they do not impact existing systems. This will allow operation of fire alarm system in facility to remain active during installation and commissioning of new system.
Notification devices, both audible and visual, are designed to provide compliant coverage and intelligibility for mass notification alerts for interior and exterior areas as required. Text signs and other systems required for the facility will also be provided within the design. Notification device installation will be separated in to two zones; Preschool Wing and Toddler Wing. This will allow for separate notification within each wing based on the location and nature of the initiating device/event.
Additional ancillary systems, such as roll down door operators and door hold devices, which are currently part of the system, will be re‐integrated into the new fire alarm system where these systems can be tested and commissioned. Then when the new system is in place, these connections will be connected to the new fire alarm devices.
The existing Monaco transponder will remain in place throughout the new construction phase of the project and new unit will be provided and connected to the new fire alarm system. Once the new system is commissioned and operational, the old transponder unit and other related hardware equipment, such as the antenna, will be removed and turned over to the alarm shop.
LOC’s and textual signs as part of MNS system will be provided at egress locations, horizontal travel paths as otherwise required by UFC 4‐021‐01.

RATED ASSEMBLIES
Building is Single Occupancy building of Group E, Child Development Center as delineated above. Existing facility is fully sprinklered and assumed to comply with NFPA 13. Existing facility is estimated to be in compliance with Occupancy separations per IBC. Existing facility is estimated to be in compliance with additional fire rated construction separation requirements per NFPA 101, Chapter 17.
RATED ASSEMBLIES – PENETRATION PROTECTION
Scope of work does not include any modification or additional penetrations requiring protection at rated assemblies. Estimated that existing facility is in compliance.

FIRE DEPARTMENT CONNECTION
FDC will remain in the existing location on the north side of the building outside Mechanical Room 164.
FIRE SUPPRESSION SYSTEM
Limited As‐Built information is available for the building and the existing fire suppression system. Since the hazard classification for the building has not changed from the original facility, it is assumed that the sprinkler density and distribution is appropriate for the current building classification. Modifications to the fire suppression system are not anticipated to occur for replacement of the existing fire alarm system.
STANDPIPE SYSTEM
Single story building, no standpipe system required or provided.
PORTABLE FIRE EXTINGUISHERS
The building is equipped with complete automatic sprinkler protection and a fire alarm system in accordance with UFC. In accordance with UFC 3‐600‐01 Section 9‐17.1, no portable fire extinguishers will be provided. All existing fire extinguishers and cabinets will be removed.
FIRE ALARM SYSTEM
Existing fire alarm panel and system have numerous deficiencies identified by Base AHJ and the existing system is no longer supported.
The Fire Alarm Control Unit (FACU) will be specified per EAFB standards to include integrated fire alarm/mass notification control unit with addressable initiating devices and notification appliances. Unit will communicate with the existing base Monaco D‐21 Fire Alarm system and the Whelen MNS.
An autonomous control unit (ACU) and local operator console (LOC) will be provided as required by UFC 4‐021‐01, sections 4‐3.1 and 4‐3.14 respectively. Additionally, an LOC will be located on each side of the horizontal exit.
Required text signs and single clear strobe with “ALERT” printed on the box will be provided for the fire alarm and MNS system, per UFC 4‐021‐01, 4‐3.12.1 requirements.
New addressable speakers/strobes will be provided with additional strobes as required to comply with the visual coverage requirement of NFPA 72. Speakers will provide audible notification signals as well as the mass notification voice annunciation. Evacuation signals will be designed for evacuation through the horizontal exit. Whichever side of the horizontal exit receives the signal will activate all notification devices, the non‐alarming side will have no activation of notification devices.

Speakers will be provided in all areas to provide the sound levels and intelligibility requirements of NFPA 72 and UFC 4‐021‐01. Directional horns will be provided where typical speaker/strobes are not able to provide the required dB or intelligibility levels.
Additional directional weatherproof speakers will be provided to cover the exterior of the facility as required by the UFC which will also provide notification to the occupants of the outer fenced play areas.
FIRE DETECTION & INITIATION
New addressable manual pull stations will be provided with a mounting height of 48 inches. New area smoke detectors and duct smoke detectors will be provided in only those locations required by the applicable codes. UFC 4‐740‐14 requires area smoke detectors in all areas except kitchens, and spaces not climate controlled. Smoke detection will be provided at the main kitchen door in order to initiate magnetic release upon fire alarm. No heat detectors will be provided. Initiation devices will be programmed for each side of the horizontal exit in order to facilitate reporting to the D‐21 for each side of the building.
Duct mounted smoke detectors are not required by NFPA 90A as the area served by the existing air handling units over 2,000cfm are provided with full area smoke detection. The existing duct smoke detectors will be removed and the ductwork patched, no new duct smoke detectors will be installed as they are not required and this will reduce maintenance and nuisance alarms.
SMOKE MANAGEMENT
No smoke management is required or provided.
FIRE DEPARTMENT ACCESS
This building is greater than 5,000 square feet and therefore, per UFC 3‐600‐01, must provide at least one means of all‐weather ground access to allow emergency vehicles unimpeded access to the facility. This facility has existing fire department access that will remain unchanged.
AHJ APPROVED ITEMS
1. RAP/LOC Locations were approved as shown.
2. Use EIE390 RFP as direction for operational sequence for FA/MNS with respect to notification on individual sides of the 2‐hour rated wall. This approach does not match current UFC sequencing but meets the intent for the proposed direction of child care facilities based on EIE390.
3. Text sign locations were approved as shown.
4. Utilize draft version of UFC 4‐021‐01 (DRAFT, 8 FEB 2017) as governing code for Mass Notification.
