1. Specification section 101400.20 – Interior Signage describes the general requirements. This section does not give specific details or sizes for interior signage. The drawings do not have a signage schedule or signage details. Please provide an interior signage schedule and details. Will a signage schedule be issued for bidding?
A: Interior design and signage was not included in the SOW. Section 101400.20 was provided as a convenience to the AF and can be removed at their direction.
2. Specification 22 00 00-3.1.7.1 states “Piping subject to vertical movement when operating temperatures exceed ambient temperatures shall be supported by variable spring hangers and supports or by constant support hangers.”
Please identify a) locations where these hangers are required and b) selections for these hangers.
A: This section does not apply to this project because domestic water piping is less than 2 inches in size.
3. Please clarify the requirements for air compressor AC-4.
Specification 22 15 14.00 40-2.2.2 states that the air compressor shall be rotary-screw type.
Sheet P-601 indicates that the air compressor shall be a simplex unit with two 15 hp motors.
a. A rotary screw air compressor would have only one motor.
b. The Schedule may be describing a two-stage reciprocating air compressor in order to achieve 100 cfm @ 150 psig.
A: Provide a 30 HP Rotary screw compressor with a single motor.
4. On drawing A-106, at rooms Bay 1-101 and Bay 2 – 102, indicates the floor finish as EPX-1. On drawing A-602, under the Interior Materials Legend Abbreviations, it lists EPX as Epoxy Paint. However, in the finish schedule on drawing A-602, it lists the floor finish for rooms 101 and 102 as Conc-1, which is identified as Exposed Concrete. Which is the correct floor finish for rooms 101 and 102? And does the existing need to be removed and prepped for recoating?
A: Provide epoxy finish for Bay 1 and Bay 2. Prepare in accordance with specification 09 67
23.15.
5. The project specifications include the section 321311 – Concrete Pavement For Airfields and Other Heavy-Duty Pavements. The specification section describes the requirements for concrete Airfield and apron paving. The project drawings do not include any civil drawings and the drawings included do not indicate any work outside of the exterior wall of the building. Is there any work required outside of the exterior walls of the building?

A: Any new concrete floors inside the building within 10’ of the wheel lines of the aircraft are considered airfield pavement per 32 13 11.
6. The project drawings do not include any civil drawings and do not include a vicinity map showing the location of this building. Please provide a site plan showing the project location and the approved haul routes from the base main gate to the project site.

7. On drawing A-101, demolition note D20 calls for the demolition of a portion of the concrete floor slab. From the architectural building sections, it appears that the existing floor slab on grade in the hangar bay is thicker that the slab in other areas between grid lines 1 and 2. What is the existing floor slab thickness in the hangar bay? What it the required reinforcement for the replaced slab on grade areas in the hangar bay?
A: AF to provide original drawings to determine thickness and reinforcing.
AF A: The concrete slab is an unknown thickness.
8. On drawing D-102. Demolition note D13 calls for; “Demo platform, disconnect and remove mechanical equipment”. There are three platforms indicated on this drawing. Please provide details / as-built drawings of the construction for these platforms.

9. On drawing A-141, demolition note D33 calls for the removal of a parapet along grid line A. The note describes the removal of C channels between columns and to cut down and remove 5 ea. steel columns. The demolition note does not state what the parapet framing is sheathed with, and there is no detail section cut indicated thru this parapet. What is the height of this parapet? Please provide further information concerning the construction of this parapet such as a section detail cut, or as-build drawings and details.
A: AF to provide original drawings to allow contractor to determine existing construction.

10. On drawing A-501, detail A1 shows column corner guards, CG-1 typical, see A-601. On drawing A-601, there is no reference to “CG-1”. Please clarify.
A: Revise the detail reference to “A-602”.

11. On drawing A-401, the enlarged toilet rooms and vest. Plan B1, shows wall type 2 on grid line A at Office 120. However, wall section A4/A-303 shows wall type 3 at this location. Which is correct?
A: Wall Type 2 is correct.
12. On drawing A-103, at Storage Room 103, a new wall is shown with note #2 and identified as 8” CMU. Note #2 calls for infilling an existing wall opening and to match existing construction. This work is not shown on structural drawing S-101. Is there an existing footing at this location to support the new CMU wall, or is a new footing required per detail A1/S-501?
A: Footing is existing.
13. On drawing A-101, at grid line 1 between grids A.3 and A.6, it shows demolition note D25. This note calls for the demolition of a sectional door, track, motor and hardware. On drawing A-103, at the location described above, it shows sheet note #02, which calls for “Infill wall opening, match existing wall construction”. On drawing A-401, floor plan B1 shows detail C4/A-501 at the edge of the wall opening to be infilled. This detail shows the existing vs. new wall construction at an exterior wall infill. However, it does not show the structural framing for the wall infill. All that is shown is a full thickness wall of rigid insulation. What is the required wall structural framing at an exterior wall infill location?
A: 13. The existing wall framing is C8x11.5 perimeter framing around the existing opening (AF-
39-04-35, sheet 17 of 47, ref S-4, NORTH ELEVATION). Infill to consist of (2) new horizontal
C8x11.5 to match the existing girt elevations (4’-0” & 7’-9” AFF). Connect the new C8 girts to the existing C8 jamb posts with an L5x3x5/16 x 0’-4” long, welded to each piece with 3/16” fillet all around (AF-39-04-35, sheet 19 of 47, ref S-6, DETAIL 6). Provide blocking as needed to connect exterior and interior finishes to girts (AF39-04-35, sheet 10 of 47, ref A-5, SIDING
JOINT DETAIL 4). Infill spaces between girts and exterior studs with rigid insulation per C4/A-
14. There are wood doors listed on the door schedule (sheet A603), but there is no spec section for wood doors. No spec section for wood doors is even listed in the table of contents. Please advise
A: Concur. Add Specification Section 08 14 00 – Wood Doors (forthcoming).
15. Specification 22 00 00 Table II allows galvanized steel, black steel, or copper tube piping systems.
Specification 22 15 40.00 40-2.3.1.1 requires either black steel or galvanized steel piping systems.
a. Is a copper tube piping system acceptable?

Specification 22 00 00-2.3 requires ball valves to conform to MSS SP-110.
Specification 22 15 40.00 40-2.2.3.1 does not reference MSS SP-110.
One sentence states that ball valves will have “stainless ball and stem”. The next sentence states that ball valve balls and stems will have “hard chrome plating finish”. Which is correct?
A: Copper tube is acceptable for compressed air. Provide ball valves with stainless steel ball and stem.
16. Please clarify the following: Sheet M-602, Steam Safety Relief Valve Schedule:
a. SV-1 setpoint should be 30 psig.
b. SV-1 capacity should be at least as great as the maximum capacity of the two pressure reducing valves; this results in a size of 4” x 6”.
c. SV-2, SV-3, SV-4 are unnecessary; these valves are not required by Code and are a waste of money. Valve size for the scheduled capacity would be 4” x 6”. Note that there is no connection on the shell of the heat exchanger for this valve.
A: New HXs and piping accessories are rated at 125# or higher. 100 psi set pressure at SV-1 results in a smaller valve. Since SV-1 also serves the existing HX-2 and its associated piping and we don’t know what pressure class all those components were rated at. To be conservative, revised SV-1 to 30 psi set pressure, 4070 lbs/hr, valve size 3”x4” based on Spriax Sarco model
SV73. SV-2, SV-3 & SV-4 are not required and are removed from the contract requirement.
17. Please review and clarify the requirements for steam trap ST-1.
a. The Steam Trap Schedule on sheet M-602 shows ST-1 to be an inverted bucket trap.
b. Eielson AFB HVAC Standards do not allow bucket traps.
c. This trap should be either a thermodynamic steam trap or a 125 psi float & thermostatic trap.
A: ST-1 is revised to a F&T steam trap, 125 psi, minimum capacity 100 lbs/hr, drip leg height
24”, orifice size 1/8”, connection size 3/4”.
18. Section 01 11 00 1.3 states the government will occupy premises during entire period of construction. Please confirm this building will be occupied during construction.
A: AF to provide answer.
AF A: Depending on construction timeline, building may or may not be occupied.
19. On drawing S-204, the Framing Elevation Grid A appears to show new concrete footings at grid lines 4.2 and 3.2. These are not shown on the foundation plan on drawing S-101. Also, on S-204, at grid line 2, it appears to show new footings on both sides of the existing footing. However, on

S-101, it only shows a new footing on one side of the existing footing, per detail C1/S-510. Please clarify.
A: All three footings referenced are along Grid A’. All are existing.
20. On drawing S-101, 2 ea. new HSS10 x 10x ¼” columns are indicated along grid line 2 between grids B.6 to C. This drawing does not indicate new footings for these columns. Please clarify.
A: Ref C3/S-521 (as indicated in the label), which shows the footing is per A1/S-510, which shows the footing is a 2’x2’x1’ concrete footing.
21. On drawing S-102, existing and new mezzanine framing is shown between grids B.6 and C. At grid line C and approx. grid 2.7, a new HSS3 x 3 x 3/8” column is shown. This column is also indicated on drawing S-101 – Foundation plan. However, a new footing is not shown for this column. Please clarify.
A: Provide new footing per A1/S-510.
22. Specification section 026113 – Excavation and Handling of Contaminated Material, part 1.2 states, “The work consists of excavation and temporary storage of approximately 60 cubic yards of contaminated material”. The project drawings do not show any work outside of the exterior walls of the building, except a small area of new concrete sidewalk shown on drawing S-101 along grid line C. The only excavation shown on the drawings is for several new concrete footings located inside the building. Please provide a revised description of work for the above referenced specification section, or provide additional drawings which define the location and extend of this excavation work.
A: AF to determine if 60 cy is excessive and revise as necessary.
23. Please review and clarify the requirements for steam valves.
Specification 23 22 26.00 20-2.1.7 requires bronze valves or steel valves. The Eielson Air Force Base Standards require Class 150 steel valves and/or Class 800 forged steel valves for high pressure steam and condensate service. Flanged valves may be all Class 125 cast iron (all iron, no bronze trim) for low pressure steam and condensate service.
A: Delete bronze valves from Section 23 22 26. Provide steel valves only.
24. On drawing S-101 it shows 2 ea. housekeeping pads at the Fire Pump room near grid line C. On drawing A-103, it also shows 2 ea. new housekeeping pads at the Fire Pump room, but these are

Questions and Answers (answers in red) different sizes than the ones shown on drawing S-101. Which drawing has the correct sizes for the house keeping pads at the fire pump room?
A: See Sheet F-401 for housekeeping pad quantity and locations in fire pump room. Sheet A-103 references structural. Sheet S-101 references coordination with FLS.
25. On drawing S-204, between grids 2 and 3, the following note is shown; “Infill (E) door opening with metal studs.” This note is also shown on drawing S-101 at this location. On drawing A-103 at this location on grid line A, it has sheet note #02, which states to infill wall opening, match existing construction. On enlarge floor plan B1/A-401, the wall infill is drawn as a concrete wall.
Is the wall infill construction to be with metal stud framing per the notes on the structural drawings, or as concrete as shown on B1/A-401?
A: Infill with metal studs per structural drawings.
26. On drawing A-602, the finish schedule list paint P-1 as the finish for all walls in rooms 101–Bay 1 and 102–Bay 2 (hangar bays). However, for the ceiling of these two rooms, it lists EXP (Exposed Structure) as the finish. Is it the intent that the exposed roof metal decking, roof structural steel trusses and support structure and all mechanical and electrical items attached to the roof structure are not to be repainted? What are the ceiling materials for rooms 101, 102, 104, 108 and 114B?
A: Revise Finish Schedule on A-602. Exposed ceilings in Room 101 and 102 to have P-1 finish.
Delete room 104 and 108 from the schedule. Room 114B to have P-1 finish.
27. The structural drawings show multiple locations where new structural steel is welded to the existing structural steel. Has a lead paint survey been done by the Government to determine if lead based paint is present on the existing structural steel?
A: Not to our knowledge. AF to verify.
AF A: Surveys provided. Note – not all areas of the building were surveyed. If areas not surveyed and are disturbed during construction, the contractor will be required to complete survey and sampling for lead-based paint in those areas
28. The existing structural steel through the building appears to be coated with a layer of dust/dirt. Has a hazardous material survey been done by the Government to determine if this dust/dirt contains lead?
A: Not to our knowledge. AF to verify.

29. On drawing A-101, demolition note #23 states, “Demo insulation and interior metal panels…” What is the type of existing insulation at this location? Is it the intent that the existing insulation will be removed and reinstalled at this location, or is the existing insulation to be replaced with new?
A: Existing insulation is understood to be rigid. Intent is for replacement of insulation to match existing. AF to provide original drawings for as-built verification.

30. Section 00 01 15 List of Drawings paragraph 1.3.1 reference drawings lists as built drawings for the building. I am unable to find these drawings. Please direct me to these drawings or please provide.

31. Sheet A106 seems to point us towards epoxy floor (EPX-1) for the hangar bays, the finish schedule on sheet A602 has clear concrete for the floor finish. Are we just place epoxy on the areas that we place new concrete in the hangar bays? Please clarify the extents of epoxy in the hangar bay.
A: Provide epoxy finish for Bay 1 and Bay 2. Prepare in accordance with specification 09 67
23.15.
32. Please provide an anticipated NTP date so we can develop a schedule for the project to help with our pricing efforts. We need to understand what work will be taking place during what time of the year (for instance the roof) to determine if temporary heat and cover will be required.
A: AF to provide if possible.
AF A: NTP issuance can only occur after award which is dependent on when funding is received for this project.
33. Section 22 00 00 1.2 Submittals has requirements for detail drawings for the entire plumbing system. Since this is already a designed project, are these drawings required?
A: Coordinated shop drawings are required.

34. Section 22 15 14.00 2.1 System Description and 2.1.1 Design Requirements describe installation drawings and performance data. Since this is already a designed project, are these required?
A: Coordinated shop drawings are required.
35. Section 23 00 00 1.4.4 Detail Drawings has requirements for detail drawings for the entire duct system. Since this is already a designed project, are these drawings required?
A: Coordinated shop drawings are required.
36. Section 23 21 13.00 1.4.2.1 Report of Prior Installations describes backflow preventers but is listed as a subsection of 1.4.2 Welding. Is this section required?
A: Delete this requirement. It does not apply because all heating is fed from a glycol feeder.
37. Section 23 22 26.00 2.1.8.1 Steel Piping c. Butt Weld Joints calls for the use of backing rings.
Backing rings are no longer industry standard. Are backing rings required?
A: Submit alternate welding methods for approval prior to fabrication.
38. Stamped engineered drawings are provided (S-801 through S-803) detailing the seismic requirements. Is it necessary to perform these calculations a second time according to Section 22 05 48.00 1.3 System Description?
A: Yes, Provide engineered drawings based on the actual coordinated installation shop drawings.
39. Several areas are calling for vinyl wainscot per 09 70 20. This specification is missing from the project spec’s. Please provide this specification.
A: No references to 09 70 20 are intended. Specification information for fiber reinforced wall coverings can be found in specification section 10 26 00.
40. Specification section 081113 – Steel Doors & Frames, Part 2 – Products, lists 2.1 – Standard Steel Doors, part 2.1.1.1 – Heavy Duty Doors, part 2.1.1.2 – Extra Heavy Duty Doors, and part 2.1.1.3
– Maximum Duty Doors. The door schedule on drawing A-603 does not identify what door classification is required for each door. What is the required door classification for each door listed in the door schedule?
A: Section 08 11 13 – Steel Doors and Frames, make the following changes:
1. Paragraph 2.1.1.1 Heavy Duty Doors, change the last sentence to read as follows: “Provide
Level 2 doors unless noted otherwise.”
2. Paragraph 2.1.1.2, Extra Heavy Duty Doors, change the last sentence to read as follows:
“Provide Level 3 doors at new interior egress doors including stairwells, interior vestibule doors, and doors across corridors and hallways.”
3. Paragraph 2.1.1.3, Maximum Duty Doors, change the last sentence to read as follows:
“Provide Level 4 doors at new exterior doors including exterior doors to mechanical rooms.

41. On drawing A-503, detail A3 has a portion of the existing exterior wall and the existing WF beam shown with dark shading. What does this dark shaded area represent?
A: Drafting error, disregard shaded area.
42. On drawing A-503, detail A4 shows the existing exterior wall and parapet with a wood nailer under the new parapet cap. Is this wood nailer existing or new? The other parapet details on this drawing (A1, A2, A3) do not show a wood nailer like detail A4. Is this correct?
A: Provide wood nailer at all parapet conditions.
43. Please confirm if firestopping is to be applied both sides of the wall per detail C1/A-503. There may be inadequate access to effectively apply firestopping due to proximity of existing roof steel.
A: Confirmed, firestopping is to be applied on both sides.
44. On drawing A-502, detail A1 shows a suspended ceiling projector mount. The projector is identified as Government Furnished Contractor Installed (GFCI) but the projector mount is not identified. The specifications do not include a section for a ceiling projector mount. Is the projector mount GFCI? If not, please provide specifications for the ceiling mount.
A: The projector is specified in section 09 51 00, paragraph 2.7.
45. Specification section 072116 – Mineral Fiber Blanket Insulation, part 2.4, specifies the requirements for a vapor barrier. The drawing details show locations for existing and new vapor barrier. New vapor barrier is shown only at exterior wall locations where new work is occurring. The specifications also include section 072710.0010 – Building Air Barrier System. Detail C4/A-501 shows the exterior wall infill detail. This detail does not show an air barrier at the new or the existing exterior wall construction. Is a new air barrier required at the new exterior wall construction at infill locations?
A: Delete Section 07 27 10.00 10 from the Specifications.
46. Section A1/A-402 indicates a wall type 5 between the stairs and the Fan Room at the mezzanine level. Plan views of the stairs do not appear indicate any new walls at this location. Please clarify.
A: Provide Wall Type 5 as drawn in detail A1.
47. Please confirm mezzanine walls between fan room and Bays terminate and connect at bottom of existing joist structure as shown on A1/A-302 and are not required to extend to roof deck. Stair at Vestibule 107 similar.
A: Confirmed for Fan Room 127. Stair at Vestibule 107 to be constructed as drawn on sheet A- 402.

48. Please clarify 1 hour horizontal assembly indicated from grid A to A.6 + on sheet G-103. There is a one hour ceiling indicated above Hall 1148 but no other rated assembly locations in this area. Ceiling type 2 for rooms in this area is not a rated ceiling. Spray fireproofing is applied from A.6 + to west of B.3 only per A-123. Is additional type 1 ceiling required in this area or is this location not required to be rated ?
A: Detail A1 on sheet A-301 illustrates the upper existing ceilings to remain. The existing cast-in-place concrete ceiling between Grid A and the edge of Hall 114B has an equivalent fire-resistance rating as well as the upper ceiling and walls of Room 112. New penetrations through these areas must be appropriately sealed with firestopping.
Late questions
1. What is the door jamb configuration at Grid A. Is a 6 Ga trim required?
A: The drawings call for a 6 Ga trim, so yes.
2. Specification section 310000 – Earthwork, part 3.7 states, “Dispose of satisfactory material, authorized to be wasted, in designated areas approved for surplus material storage or designated waste areas as directed.” The only excavation shown on the current project drawings is for new concrete footings inside the building. The project drawings do not include any civil drawings which would show the location for the project surplus excavated material disposal. Is there an on base site for disposal of excess excavated material for this project?
AF A: Natural Resources will provide site.
3. Specification section 033000, part 3.5.2 – Vapor retarder, describes the installation of a vapor retarder under the on-grade concrete floor slab. A under slab vapor barrier is not shown on the structural or architectural drawings at slab on grade areas that are removed and replaced. What are the required vapor barrier thickness and specifications?
AF A: Should be in drawings and completed during the design phase. Refer back to designer.
A: Refer to 03 30 00, part 2.4.6 for vapor barrier thickness and specification
4. Specification section 033000, part 3.2.3 describes the capillary water barrier under interior slabs on grade.
Specification section 210000, part 2.4 describes the requirements for capillary water barrier porous fill. The structural and architectural drawings do not show a capillary water barrier under the building slab on grade. Is a capillary water barrier required under building slab on grade areas that are removed and replaced? If this is required, what is the required thickness of the capillary water barrier fill material?
AF A: Should be in drawings and completed during the design phase. Refer back to designer.
5. Please provide a signage schedule.
AF A: All schedules should be drawing set, if not then designer needs to provide.
A: An interior signage specification was provided. Signage Schedule to be included in revised sheet A-602. See A-602_R1 on FBO
6. Please indicate the desired size of the interior signs.

7. Will the waste management program apply to this project if Fairbanks does not have a recycling facility for construction debris? Or will we only be expected to recycle scrap metal and cardboard?
A: Recycle everything possible, everything else will be disposed of properly.
8. Is CAC 40 acoustic ceiling tile required in all rooms where an acoustic ceiling is called out on the Room Finish Schedule?
A: See Spec Section 09 51 00 Paragraph 2.2. States minimum CAC 35 requirement
9. The bid specifications include a specification for aluminum doors and frames but the door schedule does not indicate that we are to provide any aluminum doors or frames. Please confirm that none of the doors and frames are aluminum.
A: Spec Section 08 41 13 states you shall submit the following items in paragraph 1.3 which includes the doors themselves.
10. Please provide additional information for the 60” tub cover called out for Suite E.
AF A: Need more specifics for this question. What drawing/spec/etc. are you referring to?
11. Detail 7 on sheet S-501 seems to show channel reinforcement continuing beyond the window jambs. Is this correct?
A: Follow drawing and specs for reinforcement.
12. Please indicate if we are to coat any existing doors and provide a coating system.
A: The Spec does not call for coating of any existing doors.
13. Please provide a shade schedule.
AF A: All schedules should be drawing set, if not then designer needs to provide.
A: Provide roller window shades for W1.
14. Please provide a basis of design for the blackout shades.
AF A: Spec 12 24 13
15. The drawings note to remove all existing kitchen appliances but the new plan sheets do not show or call for new appliances (other than the range hood called out in the mechanical drawings). Since a specification was included for the kitchen appliances, please confirm that we are to provide new appliances.
AF A: Please note which drawing. No finding of kitchen appliances mentioned in drawings.
16. Sheet note 5 on A-101 says to reconfigure ceiling grids in rooms 013 & 016. RCP detail 2 on a-208 notes that the ceilings are open to the structure in both rooms. Please verify the ceiling finish in rooms 013 and 016.
AF A: There is no note 5 on sheet A101 and there is no sheet A208
17. Are we going to be expected to demo the chain link fencing for basement window access and for the new hallway Hall 022?
AF A: There is no a basement in B1340, drawings only show first floor and mezzanine.
18. Please indicate which takes precedence: floor plan sheet notes or the finish schedule?
AF A: Please explain if there is a discrepancy and is this why the question? Please indicate which sheet you are referring to specifically
19. FAA specification 52.225-11 is for Alternate 1 Buy American-Construction Materials under Trade Agreements. Individual spec sections already call for Buy-American Materials. A: Being as the project is solely completed in the United States of America; the Buy American Act applies in its entirety.
20. At Vestibule 125, Hall/Bay 1, and the stairs there are walls that do not extend to structure and support ceiling joists. See A1 & A3 / A303 and A1 & A2 / A402. Wall and ceiling framing at these areas will require engineering. Specification section 09 22 00 Support for GWB does not specify requirements for engineering. Please clarify who has the design responsibility for the items listed above and how to proceed.
AF A: Any design work needs to be accomplished by the designer of record A: No additional engineering is required, simply selection of appropriate materials from metal stud manufacturer supplied tables. If selected Contractor would like to use an engineer to make the manufacture table selections, the Contractor is responsible for providing that engineering. The selections made by the Contractor will be reviewed by the COR in the normal submittal process.
21. I need sizes for the ducting on this project. If you can’t give me the actually dimensions, maybe if there is a CAD file for the mechanical we could get the sizing off of it. I don’t want to guess with it being S.S. ducting.

22. This just came to my attention. Self-performance of 100% of the work by the contractor for this project is not likely. Several technical subcontractors will be required for this project. Please review and confirm.

JA-1 Synopsis of Work reads: “Upgrade door access card readers as indicated in the project drawings and specification.” The specification for the card readers in Div 08 71 00 instructs the contractor to ‘coordinate access control hardware with corresponding devices and systems specified in Division 28 Electronic Security Systems’. Division 28 31 76 includes Fire Alarm and Mass Notification and does not contain a specification on Security Systems. It is the only specification in Division 28.

Are we just place epoxy on the areas that we place new concrete in the hangar bays? Please clarify the extents of epoxy in the hangar bay AF A: There is a discrepancy in each drawing and designer needs to clarify what it needed and clarify EPX-1 means epoxy. Did not see in abbreviation legend on A001.
38. Please provide an anticipated NTP date so we can develop a schedule for the project to help with our pricing efforts. We need to understand what work will be taking place during what time of the year (for instance the roof) to determine if temporary heat and cover will be required.

39. Section 01 11 00, item 1.1.2 Location. States, “The work is located at Building 1340, Eielson AFB, approximately as indicated. The exact location will be shown by the Contracting Officer.” There is no information in the documents that indicates exact location and/or access routes, or site laydown area and location. Please provide a civil drawing for these items.

40. Will Civil sheets be provided? There is a reference and line diagram to a new electrical service on sheet E111 and E211, without civil layout drawings there’s no way to understand the site conditions.

Per the solicitation, Page 10, 52.236-1 Performance of Work by the Contractor. 1984-04, States, “Performance of Work by the Contractor (Apr 1984) The Contractor shall perform on the site, and with its own organization, work equivalent to at least __ONE HUNDRED (100)__ [insert the appropriate number in words followed by numerals in parentheses] percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.”. Is this correct? Usually, there is only a 15% of self-performance requirement.
A: Has been updated to 15% with amendment 2 of this solicitation.
44. According to the SF1442 block 13.b the contractor is required to hold our offer for 217 calendar days for Government acceptance after the date offers are due. This assumes that the project would have a January 2020 start date which is in the middle of the winter. This would be an impactable time to start a project in that environment, with the earliest physical start date being late spring. Would the government consider a late spring NTP?
A: That date is to ensure full funding is received prior to project start. The building will remain heated through the winter, so work should be able to occur in the winter if its interior based construction

46. Will the contractor be provided with a laydown area for administration and material receiving, and storage? If so and where and what size?
A: Yes,
47. Section 01 14 00, item 1.2 Special Scheduling Requirements, Item (b) states, “The building heating and electrical systems will remain in operation during the entire construction period.” Does the government understand that due to the major structural upgrades, roof replacement, power service and systems upgrade this may prove to be impactable? What is expected of the contractor to achieve this?
A: Specific portions of construction that require power and heat to be out, will be coordinated through the base at that time. Primarily due to winter conditions the heat cannot be turned off throughout the entire project.
48. Section 01 14 00, item 1.2 Special Scheduling Requirements, Item (b) states, “The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.” Please define normal operations.
A: In the unlikely circumstance that any Air Force Operations have to occur in or near the construction site, the contractor needs to be able to work along side the govt. to allow for mission and work continuation.

1.3 CERTIFICATIONS
1.3.1 Certified Wood Grades
Provide certificates of grade from the grading agency on doors.
1.4 DELIVERY, STORAGE, AND HANDLING
Deliver doors to the site in an undamaged condition and protect against damage and dampness. Stack doors flat under cover. Support on blocking, a minimum of 4 inch thick, located at each end and at the midpoint of the door. Store doors in a well-ventilated building so that they will not be exposed to excessive moisture, heat, dryness, direct sunlight, or extreme changes of temperature and humidity. Do not store in a building under construction until concrete is dry. Replace defective or damaged doors with new ones.
1.5 WARRANTY
Warrant doors free of defects as set forth in the door manufacturer's standard door warranty.
PART 2 PRODUCTS
2.1 DOORS
Provide doors of the types, sizes, and designs indicated free of urea-formaldehyde resins.
2.1.1 Flush Doors
Conform to ANSI/WDMA I.S.1A for flush doors. Provide hollow core doors with lock blocks and 1 inch minimum thickness hinge stile. Hardwood stile edge bands of doors receives a natural finish, compatible with face veneer. Provide mill option for stile edge of doors scheduled to be painted. No visible finger joints will be accepted in stile edge bands.
When used, locate finger-joints under hardware.
2.1.1.1 Interior Flush Doors
Provide particleboard core, Type II flush doors conforming to ANSI/WDMA I.S.1A with faces of premium grade red oakHardwood veneers must be plain slicedbook matched. Products must contain no added urea-formaldehyde resins.

2.2 ACCESSORIES
2.2.1 Door Light Openings
Provide glazed openings with the manufacturer's standard wood moldings.
Provide moldings for doors to receive natural finish of the same wood species and color as the wood face veneers. Lip type moldings for flush doors.
2.2.2 Additional Hardware Reinforcement
Provide the minimum lock blocks to secure the specified hardware. The measurement of top, bottom, and intermediate rail blocks are a minimum 125 mm 5 inch by full core width. Comply with the manufacturer's labeling requirements for reinforcement blocking, but not mineral material similar to the core.
2.3 FABRICATION
2.3.1 Marking
Stamp each door with a brand, stamp, or other identifying mark indicating quality and construction of the door.
2.3.2 Quality and Construction
Identify the standard on which the construction of the door was based and identify doors having a Type I glue bond.
2.3.3 Adhesives and Bonds
ANSI/WDMA I.S.1A . Use Type II bond for interior doors. Provide a nonstaining adhesive on doors with a natural finish.
2.3.4 Prefitting
Provide factory finished and factory prefitted doors for the specified hardware, door frame and door-swing indicated. Machine and size doors at the factory by the door manufacturer in accordance with the standards under which the doors are produced and manufactured. The work includes sizing, beveling edges, mortising, and drilling for hardware and providing necessary beaded openings for glass. Provide the door manufacturer with the necessary hardware samples, and frame and hardware schedules to coordinate the work.
2.3.5 Finishes
2.3.5.1 Factory Finish
Provide doors finished at the factory by the door manufacturer as follows:
WDMA System TR-8 (UV cured acrylated polyester/urethane) or TR-2 (catalyzed lacquer) or TR-4 (conversion varnish) factory finish systems that utilize water-based stains and finishes with ultraviolet UV protection. The coating is NAAWS 3.1 premium, medium rubbed sheen, open grain effect. Use stain when required to produce the finish specified for color. Seal edges, cutouts, trim, and wood accessories, and apply two coats of finish compatible with the door face finish. Touch-up finishes that are scratched or marred, or where exposed fastener holes are filled, in accordance with the door manufacturer's instructions. Match color and

2.3.5.2 Color
Provide door finish colors for color verification.
2.3.6 Water-Resistant Sealer
Provide manufacturer's standard water-resistant sealer compatible with the specified finish.
2.4 SOURCE QUALITY CONTROL
a. Cycle-slam: Heavy Duty Doors: 500,000 cycles with no loose hinge screws or other visible signs of failure when tested in accordance with the requirements of ANSI/WDMA I.S.1A . Extra Heavy Duty Doors:

Hinge loading resistance: Averages of ten test samples not less than Heavy Duty doors: 475 pounds force, Extra Heavy Duty doors: 550 pounds force when tested for direct screw withdrawal in accordance with ANSI/WDMA I.S.6A using a No. 12, 1-1/4 inch long, steel, fully threaded wood screw. Drill 5/32 inch pilot hole, use 1-1/2 inch opening around screw for bearing surface, and engage screw full, except for last 1/8 inch. Do not use a steel plate to reinforce screw area.
PART 3 EXECUTION
3.1 INSTALLATION
Do not install building construction materials that show visual evidence of biological growth.
Before installation, seal top and bottom edges of doors with the approved water-resistant sealer. Seal cuts made on the job immediately after cutting using approved water-resistant sealer. Fit, trim, and hang doors with a 1/16 inch minimum, 1/8 inch maximum clearance at sides and top, and a 3/16 inch minimum, 1/4 inch maximum clearance over thresholds. Provide 3/8 inch minimum, 7/16 inch maximum clearance at bottom where no threshold occurs. Bevel edges of doors at the rate of 1/8 inch in 2 inch. Door warp must not exceed 1/4 inch when measured in accordance with
ANSI/WDMA I.S.1A .
3.1.1 Smoke Doors
Install smoke doors in accordance with NFPA 105 . Do not paint over labels.
