About this file
This document is a Questions and Answers (Q&A) summary from a site visit held on 7 April 2026 for the 732 AMS Airfield CCTV Camera Upgrade project. The RFQ deadline was extended to 22 April 2026. The project involves upgrading an existing analog Bosch CCTV system to a digital network-based system across multiple buildings at Joint Base Elmendorf-Richardson (JBER), including Buildings 15380, 15431, 15510, and 10364 (terminal).
Key technical requirements include: four fixed indoor surveillance cameras with minimum 5.0 megapixel resolution and 32× optical zoom capability with 300-meter infrared illumination; indoor/outdoor PTZ cameras with minimum 8 megapixel resolution and minimum 30× optical zoom (updated from 36×); outdoor PTZ cameras requiring arctic-rated conditions with 4000-foot recognition distance; and a 32-channel Network Video Recorder (NVR) with capacity for 16 additional cameras. All cameras must utilize Power over Ethernet (PoE) connectivity. The vendor is responsible for removing all existing analog equipment and disposing of it in Room 207, Building 15380, and must provide all tools and equipment for installation, including outdoor lifts. Cabling must be arctic-rated, and vendors must use existing conduit where possible without creating new penetrations without facility manager coordination. The existing fiber optic connections between buildings are Government-controlled; the vendor must connect to fiber at building points but is not responsible for fiber installation or repair. All network management equipment must be located in communication rooms within each building, pointing to the main server in the AMCC operations room (Building 15380, Room 202). The CCTV system operates as a standalone network without integration into Government systems but requires security force approval before award. Vendors must be escorted during all installation work, with normal hours Monday through Friday, 7:00 AM to 5:00 PM, though times may be adjusted to accommodate the project. The Government will provide indoor and outdoor storage for equipment and coordinate equipment staging, passes, and base access procedures post-award.

47. Will the Government provide Pics/technical specs for building 15380 fiber entrance?
a. Answer: See Attachment 6 – Airfield CCTV Upgrade Building As-Builts.
48. For Item A – Indoor Surveillance Cameras, (the specification lists the following minimum characteristics:• Minimum 5.0 megapixel resolution; • Minimum 32× optical zoom capability; • Integrated infrared (IR) illumination with a minimum range of 300 meters; • Power over Ethernet (PoE) compatibility). The combination of ≥5MP resolution, ≥32× optical zoom, and 300-meter IR illumination appears to correspond primarily to long-range PTZ platforms typically used for exterior perimeter or airfield surveillance, rather than indoor camera deployments. Most interior dome cameras have a 2x-4x optical zoom with a 40m (130ft) ir range. Again these are the 4 fixed interior dome cameras. Was it the Government’s intent to use these long-range exterior surveillance cameras?
a. Answer: Yes, that was the Government’s intent.
49. What does the Government mean by »Must.support.minimum.❶6↘ .additional.camera.
capacity‹ ¡ . Network Video Recorders (NVR) typically come in 8, 16, 32, 64,128 sizes. If we were to spec for a 50% addition that brings us to 33 cameras which means we would need a 64 channel NVR vs a 32 channel NVR.
a. Answer: The Government updated the Salient Characteristics. 32 Channel NVR is sufficient.
50. The bid documents do not detail how the building network is connected to each other. Is the vendor using existing fiber optic cabling?
a. Answer: Yes.
51. Is the vendor installing fiber optic connectivity in existing conduits?
a. Answer: Vendor is not required to run or install fiber optic. The fiber that is run is controlled by the Government and will be used to connect the buildings. The Vendor is responsible for the connection to the fiber at the building for the CCTV system.
52. Is vendor expected to trench and install conduit pathway with fiber optic cabling?
53. Can we use wifi connectivity?
54. Will the camera system be connected to NIPR network?
55. We are showing that the Airfield purchased our (Hirsch Secure) Access Control software(Velocity) back in 2016. Can you please confirm if this is still in place?
a. Answer: This is a different system and not the system we are replacing.
56. A little more clarification is needed for Items B. and C. the Indoor/outdoor PTZ cameras. Based on current manufacturer product specifications, PTZ cameras with 8 MP resolution typically provide optical zoom in the 30x–31x range, while long-range PTZ cameras offering zoom levels above 36× are generally available with lower resolution sensors. Could you confirm whether cameras in the 30x–31x zoom class would meet the intent of the requirement?
a. Answer: Confirming minimum 30x zoom is acceptable. Salient Characteristics have been updated.
File details come from the government source that posted it. Updated .
