About this file
This document is Attachment 1 to a federal contract solicitation detailing salient characteristics for an Airfield Camera Upgrade project at a military installation. The system will be centrally managed in Building 15380, Room 202, with cameras distributed across airfield poles and four 732 AMS buildings (15380, 15431, 15510, and 10364). The surveillance system must provide continuous video coverage of aircraft parking areas, building access points, airfield equipment staging areas, and perimeter zones while minimizing blind spots and enabling personnel and vehicle identification.
The procurement requires the following equipment and services: three indoor surveillance cameras (minimum 5.0MP, 30x optical zoom, infrared illumination to 200 feet, Power over Ethernet compatible); six indoor panoramic or PTZ cameras (5.0MP minimum, 30x optical zoom, 360-degree field of view, 200-foot range); twelve outdoor PTZ cameras (8MP minimum, 36x optical zoom, 4000-foot visible range, -40°F to +122°F operating temperature, 100 mph sustained wind resistance); one FIPS-validated Network Video Recorder (64TB minimum storage, 32-channel minimum, 30-day continuous recording capacity); video management software with per-channel licensing and role-based access control; a DISA-approved managed Gigabit PoE+ switch with 24 ports minimum; 21 IEEE 802.3bt (90W) PoE injectors; and mounting and accessory components including replacement of damaged mounts and arctic-rated cabling (minimum -40°F) for exterior runs, particularly for Building 15431 which currently lacks arctic-rated wiring. Installation and configuration services must be performed by certified technicians and include physical installation, system commissioning, firmware updates for five years, manufacturer warranties of minimum five years, technical support during commissioning, and administrator training for eight personnel. The system must support future expansion to 50 percent additional camera capacity and be fully operational by September 1, 2026.

• Integrated infrared (IR) illumination with a minimum range of 200 feet
• Compatible with Power over Ethernet (PoE)
• Supports encrypted video streams and centralized management
• Justification: Essential for indoor security, asset monitoring and maintaining full situational awareness in high-traffic or secure locations.
B. 6 ea Panoramic or PTZ Cameras for indoor use
• Salient Characteristics:
• Minimum 5.0 megapixel resolution
• 30x optical zoom minimum capability
• 360-degree field of view
• Wide Dynamic Range (WDR)
• Minimum range of 200 feet
• low-light optimization
• Glare/AC Reflective handling and Automatic exposure control for high-glare reflective surfaces
• Compatible with Power over Ethernet (PoE)
• Supports encrypted video streams and centralized management
• Justification: This technology reduces the total number of cameras required while maintaining full situational awareness in high-traffic or expansive locations.
C. 12 ea Outdoor PTZ Cameras
• Salient Characteristics:
• Minimum 8MP resolution
• 36x optical zoom minimum capability
• Integrated illumination Day/Night operation capable
• Provide visible capability at distances up to 4000 feet
• Low-light sensitivity
• Operating temperature range must be -40°F to +122°F or greater
• Wind resistance minimum 100 mph sustained/ 120 mph gusts
• Corrosion-resistant/weather resistant
• Integrated heater or self-regulated heating element to prevent ice accumulation
• Compatible with Power over Ethernet (PoE)
• Supports encrypted video streams and centralized management
• Glare/AC Reflective handling and Automatic exposure control for high-glare reflective surfaces
• Justification: Provides high-detail recording suitable for identification purposes in fixed exterior locations exposed to harsh environmental conditions.
D. 1 ea Network Video Recorder
• Salient Characteristics:
• System must be FIPS-validated
• Minimum of 64TB usable storage
• Rack-mountable
• Supports centralized video recording and playback
• Compatible with Windows Server
• Must support all camera types simultaneously
• Storage must support minimum 30 continuous days recording at camera resolution
• Must allow export of video in standard formats (MP4/AVI)
• Must allow timestamp and watermarking for evidentiary use
