Attachment 1 – Airfield Camera Upgrade Salient Characteristics
1. The following items are needed to install the camera system which will be located in Bldg 15380 Rm 202, with cameras located on airfield poles, and 732 AMS buildings 15380, 15431, 15510, and 10364.
2. The surveillance system must provide continuous video coverage of aircraft parking areas, building access points, airfield equipment staging areas, and surrounding perimeter zones associated with Bldg 15380 operations. Camera placement must minimize blind spots and provide sufficient resolution to identify personnel and vehicles within the monitored area.
3. The items listed below are deemed essential for meeting the government's minimum needs.
A. 3 ea Surveillance Cameras for indoor use
• Salient Characteristics:
• Minimum 5.0 megapixel resolution
• 30x optical zoom minimum capability
• Wide Dynamic Range (WDR)
• Glare/AC Reflective handling and Automatic exposure control for high-glare reflective surfaces
• Integrated infrared (IR) illumination with a minimum range of 200 feet
• Compatible with Power over Ethernet (PoE)
• Supports encrypted video streams and centralized management
• Justification: Essential for indoor security, asset monitoring and maintaining full situational awareness in high-traffic or secure locations.
B. 6 ea Panoramic or PTZ Cameras for indoor use
• Salient Characteristics:
• Minimum 5.0 megapixel resolution
• 30x optical zoom minimum capability
• 360-degree field of view
• Wide Dynamic Range (WDR)
• Minimum range of 200 feet
• low-light optimization
• Glare/AC Reflective handling and Automatic exposure control for high-glare reflective surfaces
• Compatible with Power over Ethernet (PoE)
• Supports encrypted video streams and centralized management
• Justification: This technology reduces the total number of cameras required while maintaining full situational awareness in high-traffic or expansive locations.
C. 12 ea Outdoor PTZ Cameras
• Salient Characteristics:
• Minimum 8MP resolution
• 36x optical zoom minimum capability
• Integrated illumination Day/Night operation capable
• Provide large detection/general observation of aircraft (not identification) at distances up to 4000 feet
• Low-light sensitivity
• Operating temperature range must be -40°F to +122°F or greater
• Wind resistance minimum 100 mph sustained/ 120 mph gusts
• Corrosion-resistant/weather resistant
• Integrated heater or self-regulated heating element to prevent ice accumulation
• Compatible with Power over Ethernet (PoE)
• Supports encrypted video streams and centralized management
• Glare/AC Reflective handling and Automatic exposure control for high-glare reflective surfaces
• Justification: Provides high-detail recording suitable for identification purposes in fixed exterior locations exposed to harsh environmental conditions.
D. 1 ea Network Video Recorder
• Salient Characteristics:
• System must be FIPS-validated
• Minimum of 64TB usable storage
• Rack-mountable
• Supports centralized video recording and playback
• Compatible with Windows Server
• Must support all camera types simultaneously
• Storage must support minimum 30 continuous days recording at camera resolution
• Must allow export of video in standard formats (MP4/AVI)
• Must allow timestamp and watermarking for evidentiary use
• Minimum 32 channel NVR
• Justification: DoD cybersecurity policies mandate FIPS compliance for the storage and processing of surveillance data.
E. Video Management Software
• Salient Characteristics:
• Per-channel camera licensing
