About this file
This document is a set of Questions and Answers related to Solicitation No. FA500024Q0055 for the 673CS R1 NORTH UPS project. The key details are:
The government intends to establish a firm-fixed price contract to replace end-of-life batteries supporting the R1 North ALMR site, which provides critical communications capabilities to DoD and state agencies at Joint Base Elmendorf-Richardson (JBER) in Alaska. The contractor will be required to remove and dispose of the current batteries, and provide and install 24 new sealed VRLA batteries. Additional services include visually inspecting the UPS components, performing cleaning and inspections, and providing reporting on the battery replacement and UPS condition. The government confirmed this is a new requirement and does not have a recommended battery replacement, but the new batteries must be comparable to the current batteries within a +/- 10% Amp hour tolerance. The solicitation provides the exact location of the UPS at Building 16322 on Dena'ina Rd at JBER.

Solicitation No: FA500024Q0055 Project: 673CS R1 NORTH UPS Subject: Amendment for Questions and Answers
Questions / Answers:
The purpose of this amendment is to clarify and answer the questions submitted by the contractors.
Q1: Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need?
A1: This is a new requirement.
Q2: If there is an incumbent, can the government please provide the most recent contract award number & contract value?
A2: This is a new requirement.
Q3: PWS Section 1.2.1.b. Provide and install 48 sealed VRLA batteries, utilizing proper torque values (where applicable).
A3: There are only 24 batteries.
Q4: When we did the site walk earlier this year there appear to only be one (1) 24-cell string of batteries so we should be replacing these one for one, correct? Please see attached photos. Can the Government clarify the battery quantity for us?
A4: There are only 24 batteries.
Q5: The existing GNB Absolyte 100A15 appears to be a single 48VDC (24 cells) system. However, the provided photos (from attachment Investigation+R1north_UPS_2024-07-02) do not show 2 strings (48 cells).
A5: There are only 24 batteries.
Q6: The wiring diagram (from attachment Wiring+Diagram+LB1738024C1-02) is for a C&D MSE 100LF- 17 (24cells). Is this the recommended replacement battery?
A6: No, we do not have a recommended battery. However, the replacement must be comparable to current batteries with a +/- 10% Amp hour tolerance.
Q7: The PWS states the following: "Provide and install 48 sealed VRLA batteries..." (PWS Para 1.21 b).
A7: There are only 24 batteries
Q8: The investigation report also states, "current batteries have been replaced with GNB Absolyte GP battery". What is the recommended replacement battery?
No, we do not have a recommended battery. However, the replacement must be comparable to current batteries with a +/- 10% Amp hour tolerance.
Q9: Can you please confirm the site location of the current unit so that we can provide accurate labor/freight cost?
A9: Building number 16322 Dena’ina Rd JBER. GPS coordinates 61°15'38.9"N 149°49'52.1"W
Q10: The Eltek V-Series in the photo is moving towards End-of-Life. With that said, are you wanting just a new BC2000 controller and rectifiers to keep you running for a few more years? Or would you prefer I quote the current DC Power Shelf replacement?
A10: We are looking to get the batteries replaced and preventative maintenance done on the system to identify any other issues.
Q11: Could I get the part number of the batteries to be replaced? A picture of the batteries (esp name plate) and nameplate of the UPS would be helpful. Apparently the GNB Absolyte IIP batteries were discontinued in 2008 and replaced by the GP series. However, there are at least 30 different part numbers for the GP series with differing capacities and voltages.
A11: Pictures are included in the investigation report.
