About this file

This document contains questions and answers related to a federal solicitation for exterior painting services on Building 5257. The solicitation requires the contractor to remove and dispose of lead-based paint from various exterior surfaces, including metal siding, concrete, masonry, hollow metal doors and frames, wood siding, sheet metal trim and louvers. The surfaces must be prepared according to coating manufacturer's guidance and industry standards before applying one primer coat and two finish coats of paint in the specified colors of Rock Tan and Sorrel Brown. The intent is for the contractor to remove existing coatings and repaint deteriorated wood doors, frames and trim, rather than replace the materials. The contractor must determine the presence of lead-based paint and asbestos-containing materials through testing, and dispose of any hazardous waste in accordance with state and federal regulations. The solicitation was issued by the Department of the Air Force Pacific Air Forces for FXSB 21-1051 Maintain Paint Exterior B5257.

FXSB 21-1051 Maintain Paint Exterior B5257 22 Jun 21

Contractor questions:

1. In the SOW, Existing Conditions section 2.1.1 states to “Remove and dispose of lead based paint …” while the Concrete, Masonry, and Finishes sections imply removal of all existing coatings; Finishes section 2.5.1 states “Remove all coatings from substrates (concrete, CMU, metal, and wood).” Please clarify if removing only the LBP prior to repainting is intended or if all exterior coatings must be removed.

ANSWER: Only remove existing coatings from substrate if the existing coating(s) are found to be contaminated with LBP and or ACM. Remove existing coatings if the new coating(s) system has requirement from the Manufacturer instructions or the Warranty requires that all existing coating must be removed prior to application of new coating system.

2. Based upon the provided sampling (attachment 10) LBP is identified on a “Doorway” and “Bay door frame” with no specific locations provided. Please specify where the contractor should anticipate LBP to be present.

Answer: Contractor is required to determine through testing if LBP and ACM is present (see Section 1.3, SOW Amendment 001 (dated 16JUN2021).

3. The wooden doors/frames/trim that likely have LBP are badly weathered. Is the intent to replace these deteriorated materials or simply to remove existing coatings and repaint?

Answer: The intent is to remove existing coatings and repaint.
