Consolidated Questions for Solicitation FA500020R0015 - Grounds Maintenance Services

1. What is the boundaries for mowing near the flight line?

A. Boundaries for mowing near flight line can be found in the PWS on Appendix B Elmo Mowing map. Mowing will only be done on the outside of the flight line to the fence; flight line access is not required.

2. What is the required fertilizer to use on Distinguisher Visitor (DV) Grounds?

A. Fertilizer used on DV Grounds will be based on the sample and testing results IAW

1.1.9.1 of the PWS and Appendix J and K.

3. What species of grass are located on base?

A. There are many different species of grass located on the base, the most common located in the improved grounds area are, but not limited to, Fescue, Kentucky Blue grass and Rye.

4. What are the weight and width restrictions on bridges?

A. The safe operating limit for bridges located on the base is 20,000 pounds max and 10 feet in width.

5. What are the specifications of back flow devices for water hoses regarding maintaining DV grounds?

A. Back Flow Preventer Device’s (BFPD’s) used in the irrigation of DV Grounds will be coordinated with Doyon Utilities annually. BFPD’s will meet all local and federal guidelines. Doyon can establish a seasonal connection for irrigation complete with a furnished BFPD.

6. Can fuel (gasoline & diesel) be stored at GFP facilities?

A. Yes, fuel can be stored at Government Furnished Property facilities with prior authorization from 673 CES/CEIEC and 673 LRS/LGRF fuels management IAW 8.3 of the

PWS.

7. How often is brush cutting?

A. Brush cutting is performed (1 time) annually IAW 1.4 of the PWS.

8. Are the new ASP sites included in this contract?

A. No, only areas, facilities, and roadways identified on the Maps in the PWS are included in this contract.

9. What are the approved facilities or stores available to use during the performance of this contract?

A. Facilities or storage for use during the performance of this contract are identified in Appendix G of the PWS. The Commissary and Exchange privileges are not authorized for contractor use.

10. How far is it to malamute drop zone?

A. It is approximately 14 miles to malamute drop zone from the intersection of Otter Lake Rd and D St.

11. Is it possible to get a breakdown for all of the quantities listed on Appendix A – Grounds Description/Workload Estimates? As they are listed now, there is no way for us to check the quantities listed. If there is a provided list of how long/wide each road is and the area of each parking lot, we would be able check the Workload Estimates and determine our costs to perform the requested services.

A. The bulk data listed in appendix A is from trusted mapping software. We do not currently have individual breakdowns of roads.

12. On the Snow Removal map, is it possible to get the Priority 2 (Yellow) roads and Priority 3 (green) roads highlighted with a thicker strip like the Priority 1 (Red) roads? The priority on some of these areas are not visible unless you have the map zoomed way in.

A. The mapping system we use is currently down.

13. Can you provide a copy of JBER’s Snow Plan?

A. JBER’s Snow Plan is not referenced in the PWS. Snow removal will be performed IAW

1.7 of the PWS.

14. Can you provide the environmental requirements for any de-icing chemical and materials (i.e. storage, application rates and record keeping)?

A. Environmental requirements can be found in IAW Appendix K paragraph 2.2 of the

PWS.

15. PWS 1.7.1.18 – lists “Snow shall be removed to within twenty four (24) inches of all obstruction or permanent structures within the snow removal area. Fire hydrants shall be completely exposed within a five (5) foot radius and accessible to vehicles and firefighting equipment”. Can you provide a quantity of permanent structures and fire hydrants that will fall under this requirement?

A. Unknown.

16. The running trail does not seem to be highlighted on the snow removal map. Is the running trail included in the snow/ice removal requirements?

A. Yes, the running trails are include in snow and ice removal and is identified in the PWS in paragraph 1.7.1.6 as “running surface of the road pavement”. Running trails are paved surfaces and are identified as Priority 3 snow removal. Appendix A has total square feet of area.

17. In section 1.7.2.2.5 of the PWS, JBER Approved Sand, Gravel, and Chemical Mixture – Does the government have an estimated quantity of sand/sodium chloride that will be used per year?

A. Quantity of sand/sodium chloride will be dependent upon weather conditions.

Appendix A, Priority 1-3 of snow/ice removal has quantity of each surface area.

18. In PWS section 1.7.2 Ice Control – What is the list of approved chemicals used as pre-treat or anti-icing? Part b) What is the estimated annual quantity of these materials?

A. See PWS paragraph 1.7.2.2.8, annual quantity depends on weather. A. The list of approved chemical used as pre-treat or anti-icing can be found in the PWS Paragraph

1.7.2.2.4. Part B. Quantities used will be dependent upon weather conditions.

19. In PWS 1.7.1.20 – This section allows spring cleanup between March 1st and May 31st.

Section 1.7.2 states spring cleanup by 15 April. Please define the required date for this service requirement.

A. 1. Section 1.7.1.20 does not reference spring cleanup between March 1st and May 31st. 2. The required date for the service requirement of Spring Cleanup as reference in paragraph 1.7.2 will be dependent upon weather with a completion date of 15 April.

This date will flex to fifteen days after the end of a snow event. This is to allow cleanup to take place in the event snow falls after 15 April.

20. PWS 1.7.2 Ice Control – Does the referenced spring cleanup require street sweeping on all priority areas or only on paved surfaces?

A. Spring cleanup requires street sweeping on all paved surfaces only.

21. PWS 1.7.2.2 Street Sand – This section calls out that sand will be applied to “ streets”, PWS section 1.7.2.2.6 calls out the sanding of intersections, railroad grade crossings, emergency access ramps and curves. Will all surfaces be required to be sanded or will it only be the intersections, curves and special areas?

A. As stated in the referenced PWS paragraphs, all surfaces such as parking lots, sidewalks, roadways will require sanding with emphasis on intersections, railroad crossings, emergency access ramps and curves.

22. Appendix A – Grounds Description/Workload Estimate 1.1.1 Mow, 1.1.3 Trim, 1.1.12 Prune,

1.1.7 Remove Debris – Lists 377.09 Acres for the quantity of Improved Grounds. JBER-R Map indicates 16,425,993 sf (377.09 Acres) of improved grounds and JBER-E Map indicates 4,183,574 sf (96.04 Acres) of improved grounds. This gives a total of 473.13 Acres of Improved Grounds, which does not match the total listed on the Appendix A – Workload Estimates.

A. This is a correct statement. There are 473.13 acres of improved grounds across the installation. Reference revised PWS dated 24 March 2020, Appendix A.

23. Appendix A – Grounds Description/Workload Estimate 1.7.1.5 Perform Snow/Ice Removal Hauling – Lists 16,447.239 CY of snow/ice. How is this quantity calculated? Section 1.7.1.5 states that “100% of temporarily stored snow in all priority areas is to be removed and hauled away”. The average annual snowfall is listed at 75.61 inches. The Priority 1 and Priority 2 areas add up to 10,380,746 sf. This gives an average of 2,422,494 CY of snow falling on the Priority 1 and Priority 2 areas each year that would need to be hauled off. This also does not include any of the snow/ice from priority 3 parking lots that have to be hauled off.

A. Most of the snow that requires hauling will be in parking areas. Most of the roadways have a fair amount of curbside storage and do not require hauling. There are roadways within the cantonment area that do not have enough curbside storage and will require hauling. Please use best practices and experience for this area of the contract.

24. PWS 1.1.1 Mow – Can you provide a copy of the “base’s solid waste management plan”?

A. JBER solid waste is managed through a contract. The applicable portion of the “Base solid waste management plan” that is important to this contract is that debris picked up prior to mowing will be disposed of in the nearest waste receptacle.

25. PWS 1.1.5 Munition Storage Area – Is there a weight limit for equipment that is operating on top of the igloo/bunker/magazines? This section calls out maintaining the grass on top of the igloo/bunker/magazines, but the buildings are not colored for improved grounds on the JBER-R map, only the areas around the bunkers are colored. Please clarify the requirement.

A. The weight limit for equipment operating on top of the igloo/bunker/magazines is 2,000 lbs. The coloring on the maps is to identify the object as a facility and that facility is accessible with a mower not more than 2,000 lbs. See first line of 1.1.5 of the PWS.

The software cannot identify the facility as a bunker and improved grounds.

26. Section 1.2.3 Interior and Exterior Perimeter Fence Line – The JBER-R and JBER-E maps both show fences throughout the base (including housing fences). Can you clarify which fences are included in the requirement? Also, a list with the length of each required fence line, so that we are able to calculate the required areas.

A. All fence lines identified on the maps are included in this contract at the standards IAW 1.2.3 of the PWS. The estimated length of fence line can be found on Appendix A as 27.14 miles of fence line. Base housing is not part of this contract. However, the outside and inside of the base perimeter fence line is included.

27. Appendix K – Management of Hazardous Waste – JBER, are the hazardous waste items (light bulbs, oil/water separator, etc.) that are part of the Government Furnished Facility, the liability of the contactor or the government’s?

A. Hazardous waste pertaining to the government furnished products will be disposed of through the Government. Reference section 2.1 for questions regarding hazardous waste accumulation.

28. Does the migratory bird window cutting restrictions apply to the brush cutting requirements on this contract?

A. Yes, all brush cutting will be coordinated with Environmental.

29. Does Post Road gate remain the only commercial vehicle entrance to the base for this contract?

A. Yes, the Post Rd. gate is the only official commercial vehicle entrance to the installation. All proposals should reflect this as the only commercial vehicle entrance.

30. Section 1.7.1.3 – This section calls out different time restrictions than section 4.6 - Hours of Operation. Please clarify the time restrictions for snow removal operations. These sections both call out restriction for residential or hospital facilities, please clarify which area can’t be serviced during quite hours of 2200-0500.

A. Snow removal time restrictions are between 0630-0730 and 1600-1700 to avoid peak traffic hours. The following areas can’t be serviced during quiet hours, IAW 4.6 of the PWS: “Streets bordering residential areas, housing and dormitories, during quiet hours between the hours of 2200-0500 shall be restricted from operations.” Reference revised PWS dated 24 March 2020, Section 4.6.

31. Since the site visit was blanketed with snow, is there a known quantity of shrubs and trees in the improved area?

A. Unknown

32. ATCH 1. PWS 1.8.4 SPECIAL CUTS. Under these issuance of work tasks are these a set prices or are they to be bid items?

A. The special cuts will be issued using the special maintenance project procedures and be negotiated (with awarded contractor) prior to performance and a modification issued on CLIN X008.

33. Since there is significantly more mowing acreages than the previous contract, are these areas considered "Improved" by current standards in regards to previous condition?

A. All new mowing areas listed as improved areas were previously improved areas.

34. Is there a known mileage count for the exterior/base perimeter fences? Please define "fabric" in regards to the exterior fence provision 1.2.3. Is this detailing the wire mesh of the chain-link fence?

A. Fabric defines both chain link and welded wire mesh. We are currently listing 27.14 miles of perimeter fencing as per Appendix A of the PWS. Reference Revised PWS dated 24 March 2020, Appendix A.
