Q1: Given that the work will be performed in the fall when temperatures will most likely go below the minimum application temperatures required for the mil spec coatings, will alternate “low temperature” coating systems be allowed?
A1: Yes.
Q2: After viewing site conditions, it appears there is intact mill scale under the existing paint at areas where paint is peeling. Mill scale takes considerably more effort to remove in addition to the paint removal. If intact mill scale is in fact present under the existing paint, would this be considered a change condition or should the contractor assume it’s there for bidding purposes.
A2: The contractor should assume it’s there for bidding purposes.
Q3: Given that the tank is a double walled and that there is limited time allowed for the project, would the owner consider leaving the tank in place (no lifting) and allow the contractor to paint only those surface that are accessible for the work (the bottom side surfaces that are accessible from the perimeter of the tank only)?
A3: No.
Q4: If the tank is to be lifted for the work, Please provide the dry weight of the tank. Please provide the weight of the deicing fluid and the estimated quantity of deicing fluid to remain in the tank during the work.

The fluid weighs 8.7 pounds per gallon. Current quantity in tank is 6893 gallons and we use approximately 114 gallons a week (dependent on the work load).
Q5: If the tank is to be lifted for the work, will the contractor be required to replace the grout at the gaps between the bottom side of the skid and the concrete slab?
A5: Yes.
Q6: Please define the extend of the painting scope. It is assumed all tank surfaces will be painted out to the first flange where piping connects and no “yard piping” is included in the painting scope.
