STATEMENT OF WORK
MAINTAIN ‐ INSPECT REPAIR
EXTERIOR TANK E‐43 B.13272
FXSB 17‐4051
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: Joint Base Elmendorf‐Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at
Boniface Parkway. The project location is on the Elmendorf side of the installation at
Bldg. 13272. Refer to site plan for location.
1.2 UNIQUE REQUIREMENT: Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. The Contractor staging areas will be identified by the Facility Manager, Fire Department and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor.
1.3 PROJECT DESCRIPTION: Project consist of the removal of the existing coatings and application of new three coat system to the exterior of Tank E‐43 at building 13272.
Use sandblasting for all exterior tank surfaces, then clean all exterior surfaces of tank.
Surfaces then to receive a three coat system. Dispose of all hazardous waste in accordance with Local, State and Federal regulations. (Reference Sections 1500, and Section1600 of the Open Market General Specifications and Contract Provisions; and also supplemental Haz-Mat specifications: 01120 and 01121).
1.4 PROJECT DURATION: The Contractor shall have 90 days to complete the project from the Notice to Proceed date.
SECTION 2: GENERAL REQUIREMENTS
2.1 Existing Conditions.
2.1.1. The exterior paint of Tank E-43 is badly deteriorated and corroded due to combination of age and outdoor environment. The following tasks will need to be done in accordance with the attached specifications section 09910 Field Painting Structural Steel:
2.1.2. All material/surface preparations, installation procedures, product compatibility, safety/handling procedures, and material assemblies must be approved by each individual product manufacturer and done so in accordance with each manufacture’s installation & handling instructions.
2.2 Finishes.
2.2.1. Strip all existing finishes from the exterior of tank to SSPC-SP10 Near-White Blast Cleaning standard. If coating manufacturer allows a lower SP rating, then their recommended rating shall be sufficient.
2.2.2. Guard all lock hardware, hinge hardware, piping, Ladder rung surfaces, and vent openings from sand blasting media injection. Following blast cleaning of surfaces, The Contractor must visually inspect all members and welds for defects. If any components appear to be damaged or inoperable the Contractor must immediately notify the Government
2.2.3. Following blast cleaning of exterior of the tank, The Contractor must visually inspect all members and welds for defects. If any components appear to be damaged or inoperable the Contractor must immediately notify the Government.
2.2.4. Apply a new three-coat system to exterior of the tank (See Supplemental
Specifications, Specification 09910 Field Painting Structural Steel, 2.2. Paint).
Coating system shall consist of the following: Prime Coat: Epoxy polyamide, MIL- DTL-24441/19 (Formula 159, Type III), Intermediate Coat: Epoxy polyamide, MIL- DTL-24441/31 (Formula 152, Type IV, White (Tinted)), Top Coat: Polyurethane coating topcoat of MIL-PRF-85285, Type II. Each coat must be contrasting colors in order to determine 100% coverage was achieved. Top coat color selection, provide physical samples to project manager for selection.
2.3 PROJECT WORKING HOURS: Project hours are standard work hours
2.4 QUALITY CONTROL: Refer to attached Specifications Section 1400.
2.4.1. Superintendence by the The Contractor: The The Contractor shall provide full-time on site supervision in accordance with FAR clause 52.236-6. This FAR clause shall be strictly enforced.
2.4.2. FAR 52.236-6: At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
2.4.3. All demolished materials shall be disposed of according to Local, State & Federal regulations.
2.5 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. The Contractor shall field verify all measurements, quantities, or values stated by the Government.
2.6 WORKSITE: The Contractor shall limit the work to the areas indicated by the The
Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all time during the construction project. The Contractor to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs, barriers for safety.
2.7 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The
Contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.8 DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. The Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the Government.
2.9 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and
Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.
The Contractor shall minimize storage of materials and equipment on site. The
Contractor staging areas to be identified by building occupants.
2.10 GREEN PROCUREMENT: The Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.
2.11 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project. Consideration shall be given to the sequence of phases (including review periods and meetings), standard construction/repair activities, and duration of tasks, submittal and procurement of materials. The schedule shall include material submittal dates coordinated with the
AF Form 66, and allow for review periods prior to material procurement. (Including identification of items with long lead times), and climatic conditions (including seasonal periods for roof work, site work, etc.).
2.11.1. The project schedule shall be in the form of a computer‐generated bar chart, using industry standard software. The schedule shall include major design and construction milestone dates, breakdown the project into distinct tasks, show which tasks will be accomplished simultaneously, and indicate the critical path.
2.11.2. The initial baseline schedule shall be available for review at the “kick‐off” meeting with stakeholders. The schedule shall be updated at monthly intervals or when the schedule has been revised. The updated schedule shall reflect actual activity progress and plan for completing the remaining work, and reflect any changes to critical path or final completion date. All schedule updates shall be provided to the Government.
2.12 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the
Contracting Officer, project status/scheduling meetings may be held at a mutually agreed upon day, time and location on JBER.
2.13 WASTE MANAGEMENT: Dispose of all hazardous waste in accordance with Local, State and Federal regulations; Reference Section 1500 Environmental Controls, Section 01600 Management of Hazardous Waste, and Section 01700 Hazardous
Materials usage Tracking form instructions Section 01120 Environmental
Protection/Hazardous Materials and Section 01121 Accumulation and Disposal of
Hazardous Waste‐JBER. Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal.
Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on Joint
Base Elmendorf‐Richardson (JBER) will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the Contractor on JBER will be managed by the
Contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW. All waste will be managed in accordance with 40 CFR, attached Specification Section 01600 Hazardous Waste Management.
2.14 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40
CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40
CFR 745.
2.15 STAGING/MATERIAL STORAGE: Reference attached Specification, Section 01100
General Site Requirements & Section 1500 Environmental Controls, Paragraph 2
Hazardous Material Submittal Requirements. The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project. Coordinate areas with
673 CES/CENM and 673 CONS/PKA.
2.16 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract.
