7 When will the first round of questions be answered

The first 6 questions were posted along with amendment 2 to the solicitation

Proposal Prep Instructions B(1) Part I – Price Proposal paragraph (a) requires provision of a “concise summary”. Please provide instruction as to what should be included in this summary.

Amendment 0003 removes the verbiage "A concise summary." A concise summary is not required. However, ensure the table of contents is complete.

Proposal Prep Instructions B(1) Part I – Price Proposal paragraph (a) requires a “master table of contents of the entire proposal”; however, paragraph C4(b) requires “Each Part shall contain a Table of Contents” and C4(i) requires “Each Part shall be complete in itself and shall not reference information contained in other Parts.”

Please clarify.

Amendment 0003 removes the wording "Master table of contents". Only one (1) table of contents per part is required. Each individual part shall not reference any other part. (i.e. price information should not be listed in the past performance part and past performance information should not be listed in the price part)

Proposal Prep Instructions B(2) Part II – Past Performance Proposal paragraph (a) allows inclusion of customer satisfaction letters, metrics, etc.; however, Table 1 designates a 16 page limit for that section and does not reference the documents listed in paragraph (a). Are these documents exempted from the page count?

Additionally, the Attachment 10 PPI Tool instructions requests a print out of the past performance information which includes a Business Relationship section. Is the Business Relationship section also exempted from the page count?

Amendment 0003 Clarifies Section L. - Letters, metrics, customer surveys, independent surveys, etc. are not exempt from the page count. The 16 page count can be used for submitting this information. The Past Performance Part is limited to 16 pages outside of the PPI Tool. The PPI Tool will include rationale supporting your assertion of relevance and identify aspects (scope, magnitude of effort, and complexity) of the contracts deemed relevant and how they relate to the proposed effort. Any information not supplied in the PPI Tool may be submitted but is limited to 16 total pages (including the road map).

Attachment 10 PPI Tool instructions section on Printing Reports and Submitting PPI Tool paragraph 4 references submitting hard copies under “Tab 1” of the past performance volume; however, the RFP does not reference tab labeling. Please clarify.

Attachment 10 PPI Tool Instructions has been amended. The PPI Tool does not need to be printed. The PPI Tool access database shall be submitted as part of your past performance proposal. The PPI Tool is an access database which contains sections not required for this solicitation. The instructions annotate items when they are not required (e.g. Utilization of Small Business Concerns, Subcontracting plan etc...). However, you must also confirm items to be entered with section L Proposal Prep Instructions.

12 The SF1442 Block 13A references a due time of 12:00AM; however, during the pre-bid 12:00 PM was referenced. Please clarify.

Amendment 0003 has extended the close date and time for both parts of the proposal to 24 Apr 2017 @ 1:00 PM. (future amendments may change dates or times please verify with most current amendment)

13 Amendment 0001 indicated a revision to the SF1442 Block 10. Will a revised SF1442 be provided, or shall any changes be marked on the form?

Changes are made by amendment in Block 19 of SF 1442.

Acknowledgement of amendments incorporates those changes.

14 If the fire alarm is separate from mass notification, does the fire alarm need to be voice evacuation or can it be horn strobes?

It shall be voice per paragraph 9-18.6.2 of UFC 3-600-01 28 Nov 2016. "9-

18.6.2 Where a mass notification system is required, fire alarm notification must be via a voice evacuation system and must service as the method of notification for the mass notification system."

Statement of Work part 3.6.4 indicates glazing is to be fixed unless otherwise noted.

Part 3.13.1 indicates the general areas are to be heated by a gas furnace. The International Mechanical Code chapter 4 requires that these spaces be ventilated by either mechanical ventilation or operable openings. How are the general building areas to be ventilated?

SOW 3.6.4 revised to require operable windows and meet UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, B-3.1.7 window requirements for laminated glass. Concur, the gas furnace system shall be provided with outside air required for 12 people.

Note: Refer to General Note #30 on Drawings Sht M-101.

Statement of Work part 3.13.2 requires sealed combustion unit heaters to heat the vehicle storage area. The International Mechanical Code requires vehicle storage areas to be provided with 0.75cfm per sf of floor area of exhaust activated by CO detection. Is the Wild Land Fire Center exempt from this requirement?

Concur, the vehicle storage area shall be provided with exhaust system activated with CO/NOX detection.Note: Refer to General Note #30 on Drawings Sht M-101.

The page limit listed in section L.C.4 states - 16 pages (3 pages up to 5 relevant contracts,1 page for road map), are the requirements listed in B.2.a Quality and Satisfaction Rating of Contracts, not count against the page count?

Questions and Answers (dated 12 Apr 2017)

How are we suppose to apply Section L.C.4, "Format for proposal Parts I, and II shall be as follows" to the electronic submission for Part II of the proposal when using the PPI Access database for the PPI submission?

Submit the completed PPI Tool. Electronic copies will not be required when submitting your Past Performance Proposal. You will submit a maximum of 16 pages along with the PPI Tool. The information provided in the PPI Tool shall be brief and concise to the information asked in the tool. Any information deemed necessary by the vendor may be submitted but is limited to a maximum of 16 pages.

Page 44 of the RFP, 1. (a) references a concise summary and a master table of contents. Would you please clarify the information that you would like to see in the concise summary?

Answered in question 8.

20 Are CPARS eligible to be used in place of new PPQ's, in Part II-Past Performance PPQ's have been written specifically to the JBER MACC requirement.

CPARS will be checked as part of our due diligence in the evaluation process. If PPQ's are not received the POC will be contacted to follow up.

21 Due date is 12:00 AM April 17th 2017, Should the time be 12:00 PM? Answered in question 12.

Can it be assumed that, if the SBA has been notified of a pending JVA in advance of the solicitation suspense date, and has afforded the SBA reasonable time to review the JVA, that the JV proposal shall be deemed acceptable by the contracting office staff?

No, it cannot be assumed. Please see 13 CFR 124.513 for circumstances under which a joint venture can be awarded an 8(a) contract.

23 Can it be assumed that final SBA approval of a JV, is required at time of contract award, not at time of proposal submission?

SBA must approve a joint venture agreement prior to the award of an 8(a) contract on behalf of the joint venture.

MACC Statement of Work, General Contract Provisions: FAR Clause 52.225-11 is referenced by Title. The Solicitation references 52.225-9, 52.225-10 and 52.225-11.

Please confirm which Buy American clause applies to the seed project.

52.225-10 is a provision and will not be part of any subsequent award.

52.225-9 shall apply to the seed project if awarded.

25 Which IBC, 2012 or 2015 requirements, were applied to the Building Occupancy Loads, Occupancy Separation, and Fire Barrier?

Per MACC SOW Section 01200-1.3 General Design Requirements, The Unified Facilities Criteria (UFC) 1-200-01 DoD Building Code (General Building Requirements) is the required design criteria.

26 Which IBC, 2012 or 2015 should the contractor use as basis of design for the structural design?

Per MACC SOW Section 01200-1.3 General Design Requirements, The Unified Facilities Criteria (UFC) 1-200-01 DoD Building Code (General Building Requirements) is the required design criteria.

Sheet A-0001 references IBC 2012, not IBC 2015 as the primary source of classification requirements. Will the contractor be required to verify and confirm the Seed Project design under IBC 2015?

Classification requirements shown on Sheet A-001 have been updated to reference 2015 IBC criteria. Per MACC SOW Section 01200-1.3 General Design Requirements, The Unified Facilities Criteria (UFC) 1-200-01 DoD Building Code (General Building Requirements) is the required design criteria.

28 Should the contract assume the proposed WFC site may contain any abandoned concrete debris or concrete foundations sections?

The site proposed for construction is not known to contain concrete foundation sections.

29 We understand the site is a known contaminated soil location. Please confirm and is so, please advise type and extent of the contamination.

The actual soil contamination existed 30-50' N of the Bldg 7201 fueling station (leaking fuel USTs). The site proposed for the construction is not known to be contaminated. There is a known plume of contaminated groundwater (Solvent, TCE) east of the project site.

Should the contractor include costs associated with Haz-Mat field screening during excavations efforts for the WFC building, and all utility trenching efforts? If yes, please advise to the field screening requirements to include a list of materials to be tested for, testing procedures, testing frequency, and handling procedures if HAZ MAT is encountered.

It would be prudent for Health and Safety (and environmental) reasons that the contractor screen with a PID during excavations. If any fuels or solvents are indicated by PID samples a spill report must be initiated and the soil will have to be segregated, stockpiled and sampled IAW ADEC regulations (Ref

MACC SOW).

Seed project has 240 day performance period. When should the successful contractor expect award and NTP? Should the contractor assume summer construction work for utility, foundation, and weather-in the building or assume winter work is required for this work? With 240 day performance period, award/NTP dates are critical in order to work through design, the submittal process, and still get weathered in by the end of the summer construction season.

Pricing should be based on design being completed during the winter months and all construction being completed during the summer months.

FAR 25.1102(a) Acquisition of Construction

Seed project has 240 performance period. When should the successful contractor expect award and NTP and will the gov’t allow extended work hours, rather than standard work hours as directed in the RFP? Depending on NTP date, extended work hours may be necessary in order to complete weather-in of the new building during the summer construction season.

Expected award and NTP cannot be anticipated. However, offers providing less than 90 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. (See question 31 for construction work question)

33 Please advise water table elevation at the site. Water line will be minimum 10’ deep.

Should the contractor be prepared to dewater the excavation?

Records from monitoring well # 49 WL-01 which is just SE of the project site indicate the ground water to be 14'.49' below the top of the well casing.

Ground water elevations may vary. The connection point elevation to the existing water line is unknown, and the new water line may be installed at an elevation less than 10 ft. below finished grade if insulation is used (Ref Detail 2/C-501)

34 Is there an on base gravel source that can be used by the contractor? If so, please provide proctor and gradation for the available material.

A gravel/borrow material source has been identified for contractor use and is shown on the Vicinity Map (See revised drawing G-001). The government makes no representation that this material is suitable for use on this project. It is the contractor's responsibility to sample, test, establish suitability and process for incorporation in the project.

35 Are bore logs available for the site or should the contractor assume Geotech Investigation is contractor responsibility for this task order?

There are no site specific geotechnical data/bore logs available. The contractor is responsible to perform the investigative work to support the design.

Please provide as-build information for existing water and sewer lines at tie-in locations. We desire to know sizes, slopes, and elevations of the new sewer line and size and slope of the existing water line.

Sheet C-101 shows all known utilities at the project site. The connection point for the sewage line has changed and relevant elevation data has been provided. The water service information is provided on Note #3 (C-101).

See revised drawing sheet C-101 for changes.

37 Can the onsite QC Manager and Superintendent be the same individual for this task order? Or separate individuals.

Yes. If the selected individual has the past experience to support the positions.

38 Please specify the date, time and address of where to send the original Bid Bond.

Hard copy of the Bid Bond is not required. Submit a scanned copy of the Bid Bond with the required documents as part of your Price Proposal. Only one bid bond is require for the seed project.

39 Drawing A-101- construction note No. 2. States to “see detail 3/C-503.” Please provide 3/C-503 as this was not supplied with drawings. The detail reference has been corrected on drawing A-101.

Page 44 of 50 of the Solicitation: RE: (a) Quality and Satisfaction Rating of Contracts: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) that demonstrates customer satisfaction with overall job performance and/or quality of completed and/or ongoing contracts. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems, such as cost overruns, extended performance periods, numerous warranty calls, etc. Please indicate where in the proposal the above-mentioned information should be included.

This can be completed in the Past Performance section of the PPI Tool (Step #2 Program Details). Page 6 of the Attachment 10 PPI Tool instructions states ****If applicable: Provide information on performance problems encountered on the identified contracts. At a minimum, briefly describe the problem experienced, actions taken to alleviate the problem, and whether or not the problem was satisfactorily overcome.**** You may also submit this as a separate document included in your Past Performance Volume 16 pages.

Please confirm that PPQ forms (Attachment 7) are not to be included in the proposal, rather, only sent to project POCs accordingly so they may complete and submit directly to the Government as specified in the RFP.

42 On page E-103 of the FXSB 18-1002 drawing, note #1, Building 7125 is referenced twice. Building 7125 is not labeled on the electrical or civil drawing Revised drawing sheet E-103 corrects the building number.

The solicitation states, “Past Performance Questionnaires (PPQs) shall be used by the offeror in obtaining and providing past performance information. The government requires the offeror send out a PPQ to each of the Points-of- Contact (POC) identified in the Past Performance Proposal (paragraph (c) below).” Please confirm that in lieu of using a PPQ for contracts that have current CPARs, that the CPARs may be provided in place of the PPQ

This contract is an 8(a) setaside for Alaskan companies. We have submitted our 8(a) application and are being told there is no reason we won’t be accepted, since we are an ANC, however we probably won’t be accepted until the later part of summer.

Can we still propose on this and receive an award, or do we need to wait until we are fully accepted into the program, in which case we will need to find a teaming partner or skip this opportunity?

In accordance with 13 CFR 124.507, SBA determines whether a Participant is eligible for a specific 8(a) competitive requirement as of the date that the Participant submitted its initial offer which includes price.

45 Are cross references included in the page count? Amendment 0003 has removed the term cross references. It is not required.

If submitted this will be limited by the 16 page count.

46 Is a summary and master table of contents required in the price volume? If so, what is required in the summary?

Amendment 0003 removes the wording summary and master table of contents. Neither are required. One table of contents per part is required.

Is it acceptable to provide a scanned bid guarantee as part of the Part I - Price Proposal pdf that is uploaded via AMRDEC or does the offeror need to provide a hard copy of the bid guarantee?

Yes. Amendment 0003 has added the wording to Section L for a scanned copy to be submitted as a required document with the Price Part of your proposal.

48 Should the contractor assume the new WFC building will require DDC controls and connectivity to the base wide energy management system?

DDC Controls and connectivity to the base-wide energy management system are not required. Scope of Work Note 1 revised on Sheet M-101.

49 Sheet M-101, note 1: states, “provide bracket DDC controls (Meridian) per JBER standards. Please provide this standard or specification.

What size and type of pipe is the existing water line the contractor is to tie-into? Can this pipe be isolated to cut in a branch fitting or should the contractor assume a wet tap is required?

The existing water line is a 4-inch asbestos cement (AC) pipe. This pipeline can be isolated to facilitate the service tap.

Sheet S-001, SPECIAL INSPECTION, note 1: This note instructs the contractor to secure the services of a special inspector to perform continuous or periodic inspections per the, REQUIRED SPECIAL INSPECTIONS Table on sheet S-001.

Please advise to the minimum required credentials or qualifications for each special inspector.

Reference 2015 IBC Chapter 17 for Special Inspector Qualifications.

52 Does the highlighted sentence mean that if our estimated costs for the Wildland Fire Center are greater than $1,000,000 our proposal will not be considered?

No, your proposal will still be considered. However, the funding intended to be used for the seed project is Operations and Maintenance (O&M) which has a statutory limitation of $1M for new construction. If the apparent successful offeror's price in accordance with Attachment 4 Seed Project TORFP Paragraph 13 exceeds the Statutory Limitations there are 3 possible COAs: 1) Change funding for the Seed Project 2) Reduce Scope of the Seed Project, or 3) No award is made for the seed project.

We want to make sure that a detailed breakdown is not required (a separately-priced schedule). The Price Schedule only provides for a "Unit Price" and an "Extended Total Cost" amount. Please confirm that a lump sum total is all that is required in the way of pricing.

A detailed breakdown is not required.

On sheet A-102 the wall that is at gridline 1 -4 at B.5 is shown to be in alignment, but sheet A-101 shows the wall to be staggered. Are we to assume the wall to be aligned and adjusted accordingly to keep from an offset at the mezzanine?

Drawing sheets A-101 and A-102 have been revised to show intent if the design.

Sheet A-302 Detail B indicates top of wall to terminate at bottom of metal roof. This scenario could cause a thermal gap and recommend that the wall to terminate at vapor barrier, as this would be typical at all walls and ceilings that extend to the back side of the metal siding where the vapor barrier would need cut to get the assembly in and taped back to the new substrate. Please advise.

Maintaining an effective vapor barrier and minimizing thermal gaps is the design intent and goal. Section B details on sheet A-302 have been revised to provide a solution.

SOW 3.7.1 “Provide and install wall and ceiling sound attenuation in offices and conference rooms and adjoining areas.” Please provide a basis of design (acoustic ceiling or sound attenuation panels), and with the other adjoining areas (Store Room, Locker Room, Latrines, Corridor, and Office) these are 8’ hard ceiling heights, please indicate what and where these are to be placed.

SOW Section 3.7.1 has been revised to clarify intent.

SOW 3.6.4. “Provide and install new windows that meet or exceed GSA Performance Condition 2, have thermally broken frames and are fixed, to include required mountings to meet GSA performance condition 2. Reference drawings for details/requirements”. There are no details/requirements located in the drawings for this, will these be provided? Please indicate desired window dimensions and if these windows will need to be operable with screens which may hinder the GSA performance condition 2. Please advise.

SOW 3.6.4 revised to require: operable windows with screens; meet UFC 4- 010-01 DoD Minimum Antiterrorism Standards for Buildings, B-3.1.7 window requirements for laminated glass. The window dimensions and sill height are shown on the revised drawing sheet A-201.

Are the Latrines to require an ADA bench in the shower along with the bench outside the shower area? With the 5’ radius shown on drawings the shower is assumed to be less than 36” and if the shower is required to be a minimum of 36” the toilet and sink will be crowded. Please advise if these Latrines are required to be ADA compliant which will affect the overall layout of the interior walls. An ADA bench is not required inside the shower compartment. The toilet area is required to meet ADA requirements, not the shower compartment.

59 Sheet A-101 Note 7 states FG Batt Insulation. Please clarify FG? FG = Fiberglass

60 SOW 3.7.7. states to provide acid stain floor finish with two coat clear acrylic finish on interior area floors. Is the Vehicle Bay to receive this as well?

SOW Section 3.7.7 has been revised to clarify intent. Deletes acid stain finish in all areas and requires a two-coat clear acrylic finish in all areas.

61 For ease of maintenance will the government consider just a finish over the concrete without the stain finish?

SOW Section 3.7.7 has been revised to clarify intent. Deletes acid stain finish in all areas and requires a two-coat clear acrylic finish in all areas.

62 Will the refrigerator that is GFGI require any water supply? No

What is the dimensions of the refrigerator as the SOW 3.9.2. has stated to reference drawings for cabinet size and features which are not provided in the drawings and need to assure that this will fit with what the government is intending to provide.

Provide space to accommodate a 30-inch wide refrigerator. The cabinet/refrigerator elevation shown on sheet A-401 are schematic, contractor to coordinate furnished cabinets with available space through the shop drawing/catalogue sheet submittal process.

64 SOW 4.1.7. & 4.1.8. & 4.1.9. & 4.1.10, are we to assume that these will be deleted?

If not please indicate where these are to be provided.

SOW Section 4.1 covers all Lock Standards for JBER. Reference drawing sheet A-601 Door and Frame Schedule for specific hardware group requirements to the project - where applicable provide hardware per the Lock Standard.

Sheet C-101 has a conflict with the scale, either the scale is incorrect or the information in the drawing layout is incorrect. According to the scale the foot print of the building is shown as twice the actual, additionally building bldg. 7215 is identical in size and reflects a larger foot print that actual. This skews all of the actual scope of work reflected on this sheet. Please advise.

The scale bar has been corrected and reflected in the revised drawing sheet C-101.

Sheet M-101 gives guidance as to the anticipated mechanical systems required for the facility, however fails to provide dedicated space and rated separation for the mechanical systems. Also we’ll need to consider proper ventilation and wall penetrations. Please advise.

Contractor is to design and coordinate space requirements. Refer to General Note #2 and 30 on Drawings Sht M-101.

Sheet E-101 indicates the main power entrance into the building is at the common wall of Office Room 102/Bay 101. The MDP is located in the Bay 101, is this space to be considered a dry location? Or based on the size of the floor sump it appears this may be a wet location with anticipated vehicle wash down. Please advise

This is considered to be dry location NEMA 1 only.

Since this is a design build project is it assumed deviations from the provided conceptual drawings will be allowed predicated on designers providing stamped engineered drawings?

Correct, deviations are acceptable. Primary goal is to meet the space and functional/adjacency intent shown in the plans, and be compliant with Air Force design/code standards.

Is the main power connection at the existing pole coming off an existing transformer? And is the transformer sized accordingly to handle the new facility?

And if not is the contractor to provide new transformer?

Per SOW contractor to size service per SOW paragraph 4.3.1 bid as though new 100kVA XFMR will be required.

70 Are the existing steam lines shown on sheet C-101 still active? And is there a known hazmat issue regarding insulation with them?

The existing steam lines are not active. Hazardous conditions may exist with the pipe insulation containing asbestos materials.

71 Is there any information regarding the invert elevation of the existing sanitary sewer where the new manhole is to be located?

The sewer service line has been revised, reference revised drawing sheet C- 101 for new requirements.

Since the existing sanitary sewer exiting building 7228 makes a drastic direction change at the location of the new manhole, can it be confirmed that an existing manhole doesn’t exist?

73 Are we to assume gutters and downspouts are required at all eave conditions? Gutters are not Required.

74 Doors 108A & 101C both exit to the exterior, are we to provide canopies in these location? Canopies are not required

Please refer to drawing sheet C-101. Would you provide the invert elevation of the new sewer manhole and also the elevations of the tie points for the gas line and water service?

The sewer manhole invert is noted on sheet C-101 on the construction notes (Note 4). We do not have the tie-in elevation for gas or water. The gas line information can be retrieved from Enstart Utility.

76 I noticed in the SOW was the motorized garage doors openers were an additive alternate (3.6.3) , but did not see it on the pricing schedule. Please advise. Additive wording has been removed.
