MEMORANDUM FOR MACC CONTRACTORS

SUBJECT: Task Order Request for Proposal (TORFP) under the MACC FXSB 18-1002, Construct JBER Wildland Fire Center Facility, Bldg. 7215 12th Street, JBER, AK.
1. The 673d Contracting Squadron invites you to attend a pre-proposal site visit and submit a proposal for project FXSB 18-1002, Construct JBER Wildland Fire Center Facility, Bldg. 7215 12th Street, JBER, AK.
2. The Contractor shall furnish all design, plant, labor, equipment, supplies, materials, appliances, transportation, and perform all work (including work of an incidental nature) for the construction of the JBER Wildland Fire Center Facility, Bldg. 7215 12th Street, JBER, AK, complete, in strict accordance with the Scope of Work and Drawings and subject to the terms and conditions of the contract.
3. The subjects project’s “Magnitude of Construction” in accordance with FAR 36.204 is between $500,000 and $1,000,000.
4. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
5. A Statutory Cost Limitation of $1,000,000 is applicable to this project IAW FAR 36.205. An offer which does not contain separately-priced schedules will not be considered and the price on each schedule shall include an approximate apportionment of all estimated direct costs, allocable indirect costs, and profit.
6. The total performance period for this project is 240 calendar days after the issuance of the Notice to Proceed (NTP). This performance period includes administrative time, submittal time, material ordering time, and physical construction time.
7. The successful offeror will be required to submit a performance and payment bond in the amount of 100% of the task order price within ten (10) calendar days after task order award. A NTP will be issued after receipt and acceptance of performance and payment bonds according to 52.228-15 Section I, Contract Clause of the MACC.
8. In accordance with basic MACC clause 52.211-12, Liquidated Damages (LDs) for the first and last day of inexcusable delay are established at $566.49 per day. The LDs for each additional day of inexcusable delays are established at $367.40 per day. The liquidated damages computed above are considered fair and reasonable only on our best forecast of actual probable damages.

10. The applicable construction wage rate requirements statute wage determination is:
General Decision Number: AK170001 03/17/2017 AK1.
11. A pre-proposal site visit is planned and will be held in accordance with AFFAR 5352.215-9001 (Section I of the solicitation). Attendees must be pre-cleared to access the base. All interested contractors should contact TSgt Jonathan Roddy at Jonathan.Roddy@us.af.mil at least 3 days prior to the site visit to request clearance for base access. Proposals shall be submitted to this office no later than identified in section 13(A) of the MACC solicitation unless changed by amendment. Proposals submitted after the established submission time will be “late” in accordance with FAR 52.215-1(c)(3). Submit one (1) set of proposals via instruction in Section M of Solicitation FA5000-17-R-0007.
12. Complete and submit the attached Price Schedule (attachment 5 of the MACC attachments) with your proposal. Proposals shall remain valid according to the Solicitation Section A. number 13.D.
13. Award shall be made to the lowest priced offeror who receives a contract, based upon the total construction cost for CLIN 0001 determined to have met the solicitation requirement and whose price can be determined fair and reasonable. Technical proposals or other narratives are not requested and will not be considered. The proposals are intended to be evaluated, and award made without discussions with offerors, unless the contracting officer determines discussions are necessary.

STATEMENT OF WORK
(For Design-Build)
FXSB 18-1002
CONSTRUCT WILDLAND FIRE CENTER (WFC)
27 February 2017
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: Multiple Award Construction Contract (MACC) project FXSB 18-
2001 shall be completed as a routine requirement northeast of building 7215 12th Street, on Joint Base Elmendorf-Richardson, AK.
1.2 PROJECT WORKING HOURS: Project hours are standard work hours.
1.3 UNIQUE REQUIREMENTS: None.
1.4 PROJECT DESCRIPTION: Based on the provided conceptual-intermediate design drawings and Special Instructions provided in this SOW, complete the design development as needed for construction. Construction work shall include all site preparations, demolition, site clearing, utility construction, site construction/restoration and complete building construction of an approximate 2880 square-foot office/equipment storage facility. The conceptual design is based on a pre-engineered metal building approach for construction. At a minimum, the Design-Build Contractor shall utilize Alaska registered professional Structural engineer as the designer of record for structural aspects of the project (foundation, PEMB, etc.), and a registered engineer with NICET Level IV credentials for electrical/fire detection-alarm/mass-notification systems.
SECTION 2: GENERAL REQUIREMENTS
2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. The contractor shall prepare a project specific quality control plan and implement documented measures as a routine requirement of this task order.
2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall coordinate and schedule work with the 673 CES/CEN office prior to the start of any operation. The

2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.
2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and AFOSH standards. The contractor shall maintain a clean and debris free site at all times.
The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The contractor shall minimize storage of materials and equipment on site.
2.6 ENVIRONMENTAL PROTECTION AND HAZARDOUSE MATERIALS: Reference the MACC and/or applicable laws and directives for requirements covering protection of land resources, protection of air and water quality, hazardous materials safety and general management, and storm water management. The contractor shall reference MACC for the management of hazardous waste developed as a result of this project.
2.7 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.
SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS
3.1 General Requirements (Div 1)
3.1.1. Provide project management, quality control, and supervision in accordance with MACC contract requirements.
3.1.2. Submittals: Furnish submittal in accordance with the General Contract Provisions of the MACC. The minimum submittals required for this TO shall be per Tab 02 AF 66 Schedule of Project Submittals.
3.1.3. Project Schedules and Reports:
3.1.3.1. Submittal of the Baseline Schedule, and subsequent schedule updates, will be understood as the Contractor's certification that the submitted schedule meets all of the requirements of the Contract Documents, represents the Contractor's plan on how the work must be accomplished.

3.1.3.2. Schedule Details: The schedule shall show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. The schedule must be time scaled and preferably generated using an electronic spreadsheet program.
3.1.3.3. Schedule Updates: Update the construction schedule at monthly intervals or when the schedule has been revised. The updated schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the contracting officer.
3.1.4. Project Status Updates/Work Scheduling Meetings: At the request of the contracting officer, project status/scheduling meetings may be held at a mutually agreed upon day, time and location on JBER.
3.1.5. Provide minimum 14 day written notification prior to start of physical construction work (breaking ground).
3.1.6. Provide design services and drawings as noted in this document and on the Schedule of Material Submittals (AF 66). Drawings shall be provided in ACAD and Adobe (pdf) format and shall include the color table file, font files and any other supporting files required to print the drawings correctly. Government will provide ACAD versions of the contract drawings.
3.1.7. Temporary Facilities: Provide on-site portable toilet facilities for the duration of the project.
3.1.8. Waste Management: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal.
Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access.
3.1.8.1. Reference drawing sheet G-001 and the Vicinity Map for the material disposal and the asphalt reclaim areas. The disposal area is for earthen spoils, vegetation and concrete. Disposed of materials shall be pushed over the edge and not be left in piles.
3.1.9. Staging/Material Storage Areas: Reference the MACC, Section 01100 General Site Requirements. The contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project.
3.2 Existing Conditions (Div 2)
3.2.1. Demolish existing chain link fence as necessary for building construction and to facilitate vehicle/equipment access/circulation around the proposed facility.
Stabilize remaining ends of the fence.
3.2.2. Clear trees, grub/remove roots and other existing vegetation in the project site.
3.2.3. Field verify all existing conditions and measurements.

3.3 Concrete (Div 3)
3.3.1. Provide and install concrete foundations, floor slabs, basins, and aprons.
Reference drawings for conceptual plans and details as a basis for contractor design.
3.4 Metals (Div 5)
3.4.1. Provide and install steel pipe protective bollards at interior and exterior overhead door openings for building protection from vehicles, and other locations shown on the drawings. Reference drawings for details/requirements.
3.4.2. Provide and install a metal guardrail and kick plate at the mezzanine area. Design the guardrail with removable sections to facilitate storage placement and removal.
3.4.3. Provide and install a metal access ladder with safety cage where needed. Apply a safety yellow painted finish to the ladder.
3.4.4. Provide and install a traffic rated steel sump basin grate with hot-dipped galvanized finish. Reference drawings for details/requirements.
3.5 Thermal & Moisture Protection (Div 7)
3.5.1. Provide and install new 2” EPS insulation on the exterior of the foundation with color coordinated metal flashing protection on exposed insulation.
3.5.2. Provide and install a roof snow stop system complete for the building’s metal roof system (Additive Item 003).
3.6 Openings (Div 8)
3.6.1. Provide and install new insulated hollow metal doors and frames w/thermal break for exterior man doors to include panic hardware.
3.6.2. Provide and install new hollow metal doors and frames for interior man doors.
3.6.3. Provide and install new insulated sectional steel overhead doors (R-7.35 – 2” thick) with manual override/chain hoist. Provide motor operated door opener with 3 position (up/down/stop) controls (Additive Item 002 – Typical 4 OH doors).
3.6.4. Provide and install new windows that meet or exceed GSA Performance Condition 2, have thermally broken frames and are fixed, to include required mountings to meet GSA performance condition 2. Reference drawings for details/requirements.

3.7 Finishes (Div 9)
3.7.1. Provide and install wall and ceiling sound attenuation in offices and conference rooms and adjoining areas.
3.7.2. Provide 5/8” Gypsum Wall Board (GWB) on all finish walls and ceilings per drawings with light orange peel texture.
3.7.3. Provide and install one (1) primer coat and two (2) finish coats of paint on all GWB wall surfaces.
3.7.4. Provide and install two (2) finish coats of paint on exposed portions of the pre-engineered steel building structural frame.
3.7.5. Interior finish of exterior walls in the vehicle inspection bays will be one (1) primer/sealer coat and two (2) finish coats of paint on plywood walls up to 8 ft.

3.7.6. Provide and install two (2) finish coats of paint on all man doors and frames, color TBD by owner.
3.7.7. Provide acid stain floor finish with two-coat clear acrylic finish on interior area floors. Colors TBD by owner.
3.7.8. Provide and install slip resistant floor finish in the restroom/shower room.
3.7.9. Provide and install 4” rubber base in offices, vestibule/corridor, conference room, and restrooms.
3.8 Specialties (Div 10)
3.8.1. Provide and install corner guard at all unprotected corners in the finished administrative areas.
3.8.2. Provide and install commercial toilet/shower room accessories with stainless steel finish: handicap grab bars; waste dispenser and receptacle; toilet paper dispenser; mirror; soap dispenser; shower rod with curtains; coat rack; bench seat.
3.8.3. Provide and install exterior signage, reference drawings for details.
3.8.4. Provide and install interior panel signage for room numbering and safety posting.
3.9 Furnishings (Div 12)
3.9.1. Window Treatment: Provide and install horizontal louver blinds and all window openings.
3.9.1.1. Slats: Aluminum; alloy and tempered with crowned profile and radius corners. 1-inch width; single factory standard color with ionized/antistatic coating.
3.9.1.2. Features: Lift Cords – manufacturer standard; manual lift and tilt control.
3.9.2. Manufactured Wood Casework: Provide and install kitchen hardwood base cabinets. As standard of quality, provide Merillat Basics or approved equal with

Maple hardwood face frame/doors and natural factory standard finish. Reference the drawings for cabinet size and features.
3.9.3. Plastic Laminate Countertop: 24 inch-wide, 1-1/2 inch thick with bullnose edging and preformed backsplash; average quality laminate.
3.10 Special Construction (Div 13)
3.10.1. Provide and install a pre-engineered building designed in accordance with 2012 International Building Code (IBC) as amended by UFC 1-200-01. The structure shall be designed to resist code required vertical and lateral forces. Reference the drawings for conceptual plans and details as a basis for contractor design and the following government preferences.
3.10.1.1. Rigid clear span with straight column framing.
3.10.1.2. Expandable end-wall framing from north elevation of the vehicle bay.
3.10.1.3. 26 gauge (min.) Galvalume, colored tapered-rib with exposed fastener siding panels.
3.10.1.4. 24 gauge (min.) Galvalume, colored roofing panels – standing seam type.
3.10.1.5. 22 gauge (min.) Galvalume flashing and trim.
3.10.1.6. Exterior Finish: fluoropolymer or siliconized polyester.
3.10.1.7. Exterior color: Manufactures standard color selected by the owner.
3.10.1.8. Provide and install new fiberglass batt wall and roof insulation system with liner and thermal blocks. Wall thermal values shall be R-25 (min.) and the roof values shall be R-36 (min.). The contractor shall use a Johns Manville Simple Saver Insulation system or equal.
3.11 Fire Suppression (Div 21): Not Required
3.12 Plumbing (Div 22)
3.12.1. Provide and install plumbing system for the latrines and break nook complete including fixtures, accessories, waste, vent, hot and cold water piping, piping connections to water heater, valves, faucets, seats, covers, hangers and supports, thermal insulation, water hammer arresters, ADA compliance, and all necessary items.
3.12.2. Provide and install gas fired tankless water heater complete including all drain, hot and cold water piping connections, valves, gas piping, pipe fittings, vents, hangers and supports, controls, wirings, and all necessary items.
3.12.3. The domestic water service at the point of entry in the vehicle bay shall be provided with 1” backflow preventer, water meter, and a tee fitting with ball valve, FXSB 18-1002 – CONSTRUCT Wildland Fire Center Page 7 of 24
4” long nipple and a cap. Also provide and install a non-frost hose bib and locate at the back of the building.
3.13 Heating Ventilation Air Conditioning (HVAC) (Div 23)
3.13.1. Provide and install modulating upflow gas fired furnace with 97% AFUE for the general area complete including neutralizer, condensate pump, ductwork and duct accessories, air registers, programmable thermostat, gages, valves, gas piping, vents, fittings, hangers and supports, controls, wirings, CSA certified and all necessary items. The general area to include the work area, office, corridor, latrines, storage, and locker room.
3.13.2. Provide gas fired sealed combustion unit heaters for the bay vehicle storage area complete including thermostat and manual on/off control, valves, gas piping, vents, fittings, hangers and supports, wirings, and all necessary items.
3.13.3. Provide and install exhaust system for the latrines complete including exhaust fans, ductwork, duct accessories, supports, controls, wiring and all necessary items.
3.14 Electrical (Div 26)
3.14.1. As a minimum provide and install new power outlets as shown on the electrical plans. Provide dedicated circuits, quad outlet for the communications equipment, and 240V outlet as shown on the electrical plans.
3.14.2. Provide and install new unit rated starters, controls, drives, and disconnects as required for new equipment. Provide all wiring and pathways as required for all mechanical systems controls and monitoring.
3.14.3. Provide and install new building mounted interior and exterior commercial and industrial grade LED fixtures. The new LED fixtures shall meet the minimum requirements of UFC 3-530-01, note paragraph 2-4. Provide fixtures with appropriate lumen output to provide required lighting level at end of life of lamps.
Provide and install new lighting control devices throughout, dual technology occupancy sensors shall be used. Provide quantity of sensor to give full coverage over controlled areas, each control device shall control a maximum of 2500 SF of area via combined groups of fixtures per UFC 3-530-01. Locate the sensor indicated and by the manufacturer’s recommendations to maximize energy savings and to avoid nuisance activation and deactivation due to sudden temperature or airflow changes and usages. Areas with occupancy sensors shall be provided with wall mounted switching upstream of occupancy sensors to allow manual switching off. Provide constant hot “unswitched” wiring to new exit and
FXSB 18-1002 – CONSTRUCT Wildland Fire Center Page 8 of 24 emergency lighting fixtures for charging and initiation. Provide interface for bathroom fan control when bathroom lighting is on.
3.14.4. Provide and install new exit signs and emergency egress lighting. Exit signs shall be of the internally illuminated, LED type with battery backup. Signage shall be green letters on white background. Exit signs shall include flashing feature option for interface with fire alarm control panel.
3.14.5. Reference Section 4 for system specific requirements and utility service requirements.
3.15 Communications (Div 27)
3.15.1. Provide building communications system in accordance with JBER
Telecommunications Installation Standards.
3.15.2. As a minimum provide quad data outlets in the locations shown on the electrical plans.
3.15.3. Provide two new 19” communications equipment racks in the mezzanine. The racks shall be enclosed with lockable door. 7’ with wire management. Each rack shall be provided with a dedicated 20A branch circuit terminated in a quad 5-20R outlet.
3.15.4. Provide painted backboard adjacent to the communications racks for mounting service loops, ground bus, transition closure and protected terminal.
3.15.5. Provide rack mounted 66 blocks for breakout house cabling. House cabling shall extend to an RJ-45 patch panel in the first equipment rack, terminate one pair per port.
3.15.6. Provide rack mounted fiber breakout panel, voice, and horizontal patch panels.
3.15.7. Reference Section 4 for service information and system specific requirements.
3.16 Electronic Safety & Security (Div 28)
3.16.1. Provide and install a new building fire detection and alarm system in accordance with UFC 3-600-01, NFPA 72, and NFPA 101. The system shall be compatible with the base wide system. The new system shall utilize voice alarm per UFC 3-600-01.
The facility shall also be provided with new Building MASS notification system (BMNS) in accordance with UFC 4-021-01. The system shall be compatible with the base wide system. Provide all required system control panels, radios, wiring, and notification devices and operator interface compatible with the base wide system. Reference Section 4 for system specific requirements.
3.17 Exterior Improvements (Div 32)

3.17.1. Provide and install 6 inch pipe bollards. Reference drawings for locations and details.
3.18 Utilities (Div 33)
3.18.1. Provide and install new water service to facility, to include but not limited to piping, valves, excavation, backfill, and site restoration. Reference drawings for details/requirements.
3.18.2. Provide and install sewage service to facility, to include but not limited to excavation piping, cleanouts, manhole installation or connection, backfill, and site restoration. Reference drawings for details/requirements.
3.18.3. Reference Section 4 for Electrical and Communications utilities requirements.
3.18.4. Coordinate with ENSTAR to provide service line from the existing ENSTAR gas main. Provide site restoration where require. Reference drawings for details/requirements.

Non Fire Rated Exit Hardware (Panic) to be of Grade 1 design: Exit Hardware to have the capability to be locked or unlock with outside trim and be able to dog down the device from the inside with a hex key or operating key in order to leave in the passage mode when applicable. Outside trim to meet ADA Standards where applicable and finish to be 626 / Satin Chrome.
4.1.12. All Hardware Finish should be 626/ Satin Chrome unless approval from this standard is submitted
4.2 ELECTRICAL – GENERAL
4.2.1. All electrical work shall be performed in accordance IESNA, IBC, IFC, NEMA, NFPA, NESC, JBER Telecommunications Installation Standards, UL, UFC, USAF ETL, USAF AFI and manufacturer’s recommendations. The design and construction shall comply with the latest editions of the guides, standards, local codes, and ordinances.
4.3 EXTERIOR ELECTRICAL
4.3.1. The contractor shall design and install a new 240V service to the new building.
The service shall originate from pole 23-87 south of the building. The existing pole has a 50kVA single phase 7200-240/120V transformer, two 150A services riser services, and an aerial lighting circuit. The contractor shall upsize the transformer as required and deliver the existing transformer to Base 773d electrical shop yard for bidding assume a new 100kVA transformer will be required. Upgrade existing pole class as required. Maintain existing services and provide new riser and underground to the new building. The New building service shall be mounted as shown on the electrical plans and be provided with a molded case circuit breaker
FXSB 18-1002 – CONSTRUCT Wildland Fire Center Page 11 of 24 for the main disconnecting means and an ION 8600 power meter. Utilize copper service conductors with XHHW insulation.
4.4 INTERIOR ELECTRICAL
4.4.1. All wiring including special systems shall be installed in raceway. Conduit and Raceways shall be specified of the type suited for the applications and locations.
Conduit shall not be smaller than ½ inch diameter for power and 1” for communications unless otherwise noted or in Panduit. Provide concealed power conduit in all areas except utility spaces. Maintain 12” separation of communications pathways and power pathways.
Conduit Installation Schedule:
1. Underground Installations – Rigid Metal Conduit (RMC) or Rigid Nonmetallic Conduit (RNC) SCH 80 PVC and as noted.
2. In or Under Slab on Grade – Rigid Metal Conduit (RMC) or Intermediate Metal Conduit (IMC). Minimum size: ½” diameter.
3. In Slab above Grade – Rigid Metal Conduit (RMC), Intermediate Metal Conduit (IMC), Electrical Metallic Tubing (EMT), Non-Metallic Conduit.
4. Stub-ups from underground and in-slab locations – Rigid Metal Conduit (RMC) or Intermediate Metal Conduit (IMC) to a height of 6 inches above grade or finished slab.
5. Wet and Damp Locations or on conduit bridge – Rigid Metal Conduit (RMC).
6. Dry Locations Concealed – Rigid Metal Conduit (RMC), Intermediate Metal Conduit (IMC), Electrical Metallic Tubing
(EMT).
7. Dry Locations Exposed – Rigid Metal Conduit (RMC) or Intermediate Metal Conduit (IMC) up to 10 feet above finished floor. Electrical Metallic Tubing (EMT) may be used above 10 feet above finished floor.
4.4.2. New conductors shall be copper, Class A or B, stranded or solid. Provide building wiring of insulation type THHN or XHHW. Power wiring shall be 12 AWG or larger, provide #10 AWG for 120V circuits exceeding 75’ in length. Control conductors may be 14 AWG or larger. Provide type XHHW insulation in all locations which may be exposed to temperatures less than 32 degrees F.
4.4.3. General purpose receptacles - provide NEMA 5-20R unless noted otherwise, grounding type, back and side wired, receptacles with ivory finish, UL approved, nylon face, brass terminal screws, self-grounding, certified to comply with NEMA

WD-1, screw terminal or screw clamp type only. Back wiring shall be screw clamp type terminals, which will accept up to #10 wire. Spring (friction) clamped type terminations are not acceptable. Provide duplex convenience receptacles with class 3 integral GFCI (Ground Fault Circuit Interrupter) where required for the application. All GFCI receptacles shall be individually protected – slaved receptacles are not permitted. Exterior and bay area GFI receptacles shall be provided with while in use weather protection covers.
4.4.4. Snap switches - provide white, NEMA WD-1 20 A, 120 V and 277V ac, back and side wired; back wiring shall be clamp-type terminals, which will accept up to #10 wire. General use snap switch, UL no. 20 listed, self-grounding binding screw-type terminals with white toggle. Screw terminal or screw clamp type only. Spring (friction) clamped type terminations are not acceptable. Install switches with off position down.
4.4.5. New motor and or equipment and Circuit Disconnects - these units will be sized for the specific circuit and application in which they are used. Each motor will be provided with a local, horsepower rated disconnect. Circuit disconnects will have ampere ratings equal to or greater than the ampere rating of the circuit supplying the equipment. All disconnects will be of the heavy-duty type.
4.4.6. Motor Starters - unless special considerations require selection of other types of starters, starters will be horsepower-rated and will consist of toggle-type manual starters for fractional horsepower motors and full NEMA size units sized for those motors greater than 1/2 horsepower in size or of 3-phase configuration. Starters will be equipped with red run pilot light, control transformer, start-stop push-buttons or H-O-A switches as required and connected so control power will be shut down when the disconnect switch is opened for any reason.
1. Overhead door controls – provide industrial open/close/stop controls for each new door. Provide keyed controls on the exterior and un-keyed on the interior.
4.4.7. Lighting intensities will follow UFC and I.E.S. requirements and recommendations.
Interior calculations shall be based on the actual finish material reflectance or a maximum of 80% for the ceiling, 50% for the wall and 20% for the floor, whichever is lower. The foot-candle levels shall be calculated using light loss factor of 0.7 and the ballast factor of the supplied equipment.
4.4.8. Emergency and exit lighting shall be provided as required by UFC 4-510-01, NFPA 101, and NFPA 70, Emergency lighting shall be provided with emergency battery/driver option with fire alarm initiation per NFPA 101. Wall mounted “Bug Eye” with integral battery packs are prohibited per ETL 99-4. Emergency fixtures shall be provided with auto test feature.

4.4.9. Prohibited Items – Type AC, MC, NM, NMS, NMC wire, die cast EMT fittings, and plastic boxes.
4.4.10. Building Panel Board shall utilize bolt on circuit breakers, and have minimum 15% spare capacity and breaker spaces.
4.5 COMMUNICATIONS
4.5.1. Provide new outside plant cabling and splicing, and new building communications system in accordance with JBER Telecommunications Installation Standards.
4.5.2. Existing fiber cable FO903:1-12 in innerduct runs between building 7153 and building 8199 thru MH E161. Replace this cable in the existing innerduct with a new 72 strand FO cable from building 7153 to MH E161. New cable shall be 72 ST SM FOC mechanically and optically compatible to Corning ALTOS cable, loose tube, dry water blocked, unarmored, and direct bury rated. Provide new CCH- 04U patch panel with single mode ST coupler plates and ST hotmelt connectors in building 7153 for cable termination. Provide 15 meter service loops at each manhole. New cable and patch panel shall be labeled FO903:1-72.
Cut the existing cable FO903:1-12 in MH E161, leaving enough excess on the segment running to bldg. 8199 to splice back into the new FO903:1-72 distribution trunk cable. Provide splice utilizing count 1-12 from new FO903:1-72 to feed bldg. 8199.
Within MH E161 remove the splice case on cable FO1126:1-12 that feeds building 7215. Separate the tail that feeds bldg. 7215 from the segment that heads east to bldg. 8306. Splice the tail that feeds 7215 to the new FO903:1-72 utilize 13-24 count.
For the new building service provide new 2-4" duct bank from MH E161. Within the new duct bank provide 1 duct with 3-1.25" corrugated innerducts, within one innerduct install 25pr cu 24awg RUS pe-39 cable coordinate with base communications squadron for copper cable counts of existing copper cable to splice to in MH E161. Within another innerduct install 12 ST SM FOC service to the new building by extending the FO903:1-72 cable, utilize counts 25-36.
Provide tracer wire for the new duct bank. The buildings duct entrance shall continue below slab when in the building footprint and enter through slab with rigid galvanized steel conduit.

Coordinate down time with the 673CS/SCXP project manager a minimum of 14 days prior to taking down any active cables. Once all splices are completed, dress out and prep the remaining unused fiber strands for future splicing and properly manage/seal the four cable segments in a Preform Fiberlign splice case (the case that was used on the FO1126 cable is available for re-use as part of this process). Properly manage/label/test all cable strands as per JBER standards.
Coil the remaining abandoned FO1126:1-12 sheath that heads east, out of MH E161, into an approximate three ft. coil and mount on the wall for future use.
Label this coil "AIP - FO1126:1-12".
4.5.3. Provide all splicing and terminations as required. Installation shall comply with the requirements of the JBER telecommunication installation standards.
4.5.4. New horizontal cabling, pathways, and terminations shall meet Category 6 rating for data or voice. The system shall be in compliance with EIA/TIA criteria and JBER Communications Installation Standards with all terminations labeled and identified. All installers must be manufacturer certified. Supply all equipment related to the structured cabling system including but not limited to; cable trays, all other cable raceways, cabling, testing, and all field devices.
4.5.5. All raceways shall comply with the requirements of JBER Telecommunication Installation Standards, and EIA/TIA 569-B. New telecommunication cable shall be in a raceway system at all times, either conduit, wire way, j-hooks, or cable trays.
Only long radius elbows may be used. Conduit bodies are not permitted for telecommunications wiring. Provide plastic bushings on and conduit terminations.
4.5.6. Horizontal Telecommunication Cables: Cables shall be terminated to comply with the requirements of the T568A pin out (jack configuration) of the EIA/TIA 568-B standard. Category 6 Cables shall have blue plenum rated insulation and jacket materials. No horizontal cable may be routed below grade.
4.5.7. Provide pathway from office 102 to the east end exterior of the building 12” below the roofline for a future antenna system. The pathway shall be metallic with recessed j-box in the office and weatherproof j-box at the building exterior, provide pull string.
4.6 SEISMIC PROTECTION ELECTRICAL-COMMUNICATIONS
4.6.1. All electrical fixtures, conduits and equipment shall be seismically braced. Provide all necessary steel, hardware, devices and factory-manufactured components required for seismic protection of all electrical equipment furnished under this contract, such as light fixtures, etc.

4.6.2. Provide snubbers and flexible bracing as required for vibration isolation and earthquake protection. Use factory-furnished equipment and devices to the extent feasible. In particular, follow TI 809-4, “Seismic Design for Buildings”.
Follow manufacturer’s recommendations in selecting all factory-furnished devices.
4.7 FIRE ALARM AND MASS NOTIFICATION SYSTEMS
4.7.1. General Information: System shall be designed by a Registered Fire Protection engineer or NICET level 4 with four years’ work experience specific to the systems. Materials and Equipment shall have been tested by Underwriters Laboratories, Inc. and listed in UL Fire Protection Directory or approved by FM Global for the intended use. Compliance with referenced NFPA standards is mandatory. This includes advisory provisions listed in the appendices of such standards, as though the word "shall" had been substituted for the word "should" wherever it appears. All electrical boxes located in fire barriers shall be fire-stopped by wrapping the boxes with UL listed material. Face plate fire-stopping or fire-stopping pads inside electrical boxes shall not be permitted.
4.7.2. References: The design and installation of the fire protection systems as well as the accompanying support documentation shall comply with the criteria listed below. If the requirements in the Fire Protection Design Criteria (FPDC) section is more restrictive than the references, the requirements of the FPDC shall be implemented. If dates are not given for reference standards or criteria, the latest edition is to be used. Where reference is specifically made from this narrative to other sections of the overall “Request for Proposal” document or from other sections to this section, the criteria stated here in this section shall govern.

4.7.3. Provide fire alarm and mass notification systems for the building. The following provisions are applicable to both systems whether combined or separate systems are provided. The combined fire alarm/mass notification control panel is preferred.

4.7.4. General Requirements: Each transmitter antenna must be mounted on the gable end of the building (closest to the Fire Department or mass notification central station location) when there is a pitched roof to prevent damage from ice buildup. Each antenna shall be mounted a minimum of 6 inches above the roof line and must be mounted securely (nut and bolt) to withstand the wind load.
Mounting the bracket using screws through the buildings metal skin is not acceptable. The Contractor is responsible for cutting each antenna to its proper length in order to match the frequency and transmit correctly. The Contractor is responsible for installing each antenna cable connectors correctly. Each antenna cable must have a lightning arrester installed inline, in a weatherproof box. Each assembly must be properly grounded per manufacturer specifications.
-Strobes shall be provided to alert persons with hearing disabilities and shall be installed per NFPA 72 and located as required to meet ADA. Appliances shall be mounted such that the entire lens is not less than 80 inches above the highest floor level or 6 inches below the ceiling, whichever is lower. Ceiling strobes are permitted and shall be located and installed per NFPA 72 and may be part of a combined audible/visual device. Amber strobes shall be provided for the mass notification system and clear strobes shall be provided for the fire alarm system.
For a combined system one clear strobe is authorized. Provide LED text signs over each main exit in accordance with UFC 4-021-01 this is listed as Navy criteria but shall be considered applicable for this facility.
-Contractor shall provide sound pressure and light level calculations at the final design submittal or as a Government Approved submittal after design. As a minimum, provide the minimum for each room and space: ambient sound pressure level (SPL) including contributions from equipment, maximum and minimum intelligibility, maximum and minimum strobe light level and maximum and minimum SPL.
-Fire alarm and mass notification system panels and devices shall be terminated by either a NICET level II technician or an individual licensed by the State of Alaska for fire alarm system installation (Class IC). Proof of qualifications shall be submitted prior to work under this section.
-Design criteria for locating audible appliances. The sound pressure level in a room or area shall not vary by more than 6 dB across the room or area (starting at a point 10 feet from the speaker).

-The secondary power supply for the mass notification system, the fire alarm system or a combined system shall be capable of operating the system under quiescent load for a minimum of 48 hours followed by operating the system for a period of 15 minutes at maximum connected load. The secondary power supply shall also be able to operate the mass notification system or a combined system for 60 minutes at maximum connected load immediately upon loss of AC power.
-Surge suppressors shall be provided for the A/C branch circuit providing power to any fire alarm or mass notification panels.
-Provide a locked-on AC power disconnect switch for Mass Notification system transceiver. The switch shall be adjacent to transceiver panel.
-Candela and speaker tap settings shall be noted at each speaker/strobe on the floor plans.
4.7.5. Mass Notification System Requirements: Provide a Building Mass Notification System (BMNS) in accordance with all requirements of UFC 4-021-01, except as noted herein. The contractor is to note that a Federal Signal UVICH does not currently meet UL standard 864 and therefore cannot be used to power speakers to broadcast a fire alarm evacuation signal. Therefore, the BMNS must be either stand-alone and have separate speakers from the fire alarm system or the UVICH must be electrically isolated from a combination fire alarm/mass notification system, in accordance with UFC 4-021-01.
-Connection to the Wide Area Mass Notification System (MNS): The individual BMNS system shall be interfaced with the JBER-wide mass notification central control system. The existing JBER-wide central control system was provided by Federal Signal Corporation. The system uses Federal Signal’s Federal Commander Digital System Software. In order for the Individual BMNS to be fully and completely integrated into the JBER-wide central control system, it must be added and programmed into the Federal Commander Digital System by a Federal Signal Corporation authorized representative. The installation of a new combination fire alarm/mass notification system or stand-alone mass notification system will not be deemed complete until the resident central control for the JBER-wide system has had the building added to the JBER-wide mass notification system as a new site. Mass notification system testing will include testing of the interface and control of the building mass notification system by the JBER central mass notification system. Contractor must
FXSB 18-1002 – CONSTRUCT Wildland Fire Center Page 18 of 24 coordinate installation, testing and connection of the MNS system with 673 SC/SCOT via JBER Construction Manager.
-BMNS shall consist of Autonomous Control Unit with battery backup, local operator consoles (LOC) and a Notification Appliance Network within the building to provide intelligible instructions at all locations in and around the building in accordance with UFC 4-021-01.
-Voice notification appliances shall have adjustable or multi-tap settings with available setting both above and below the design settings (except that 15 watt devices, where permitted, can be the highest setting). Speakers shall be spaced such that the speaker does not need to be tapped higher than 0.5 watt to meet audibility and intelligibility requirements.
-Amplifier circuits shall be loaded to no more than 70 percent of rated continuous capacity when producing sound levels as required by NFPA 72 against normal ambient background noise levels for this occupancy for simultaneous operation of all speakers for all areas in the voice zone. Annotate data for each circuit on the drawing.
-Local Operator Console (LOC) is required to have an adjustable microphone gain.
-Contractor shall provide operating instructions located inside the LOC cabinet and at the ACU describing the procedures for initiating either live voice messages or pre-recorded messages. These instructions shall be permanently attached to the cabinet.
-LOC microphones shall be located and adjusted so that the microphones can be used to provide a message meeting the intelligibility requirements of UFC 4-021- 01.
-Intelligibility test criteria for small rooms. Rooms or areas 200 square feet and less that are tested when empty and unfurnished are permitted a reduction of
0.1 in CIS criteria.
-LOC enclosures shall be protected from tampering by the use of a break-glass, thumb-lock, tamper wire, tamper alarm or approved equivalent protection.
Enclosures that can be opened only by a key shall not be used.

-Mass notification system sequence of operation: For a combined fire alarm and mass notification system, the ACU is the main fire alarm control panel. The ACU shall take precedence over the UVICH signal and over any LOC function. The LOC shall take precedence over the UVICH signal. Once the ACU is activated, the LOC shall not be able to override the ACU.
-The following pre-recorded messages shall be programmed into and clearly labeled on the LOC’s:
Attention all personnel: Please take cover under a sturdy surface immediately.
Be prepared for aftershocks. This is not a drill.
Attention all personnel: Lockdown, lockdown, lockdown. There is an active shooter on the premises. This is not a drill.

Attention all personnel: This is a test of the Mass notification system. This is only a test.
Attention all personnel: The building emergency has now ended. Please resume your normal duties. Thank you for your cooperation.
4.7.6. Fire Detection and Alarm System Requirements: The building shall be protected by a total coverage heat detection system.
-Fire alarm systems shall communicate wirelessly with the JBER Monaco E-21 supervising station at a frequency of 148.425 MHz. Provide a Monaco
FXSB 18-1002 – CONSTRUCT Wildland Fire Center Page 20 of 24 transceiver (or approved equal) capable of communicating with the JBER Monaco E-21 supervising station. The Contractor is responsible for programming and integration with the existing wireless Monaco E-21 front end server. The fire alarm transceiver shall transmit all addressable devices or a minimum of the following zones: -Initiating devices (Manual Pull Station/smoke detectors/heat detectors..) -Low Temperature supervisory signal in Mechanical room. -Duct Detector supervisory signal (if any) -Mass Notification override of the fire alarm notification system supervisory signal. -General supervisory signal. -Common Trouble. -Two spare zones, including necessary relays and hardware in the fire alarm panel and transmitter panel.
