SOLICITATION OVERVIEW
• The MACC is a competitive design-build construction IDIQ based on a general statement of work with project requirements further defined with each individual task order.
• This requirement is geared primarily towards repair/renovation projects but may also be used to perform new construction projects.
• The construction work includes tasks in various trades such as carpentry, asbestos abatement/removal, demolition, mechanical, electrical, plumbing, concrete masonry, welding, and paving.

• MACC program value $99M NTE
• 5 year ordering period
• Up to seven (7) contracts
• Each successful offeror awarded a task order for the minimum guarantee of $500.

Order limitations:
• The order minimum $2,000.
• The Contractor is not obligated to honor:
(1) Any order for a single item in excess of $5,000,000.00;
(2) Any order for a combination of items in excess of $5,000,000.00; or
(3) A series of orders from the same ordering office within 365days that together call for quantities exceeding the limitation (See 52.216-19 Order Limitations)

Small Business Set-Aside information
• This requirement is restricted as a 100% Alaska District 8(a) BD Set-aside pursuant to FAR 19.1305.
• All 8(a) firms with a bona fide place of business in the Alaska District are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of 8(a) program participation.
• Joint Ventures are allowed.

Section M – EVALUATION FACTORS FOR AWARD This is a competitive Tradeoff best value source selection in which competing offerors' past performance proposal will be evaluated on a basis significantly more important than price.
• Past Performance
• Recent performance within 3 years from release of RFP
• Relevant contract performance effort includes similar scope, magnitude of effort and complexities that are typically represented in task orders issued under the current
MACC.
• Price - Adequate price competition

Section M – EVALUATION FACTORS FOR AWARD (Continued) Selection Approach
1. Rank all offers by price.
2. Rank all past performance according to the confidence assessment chart (table 3). Past Performance Evaluation will assess the offerors ability to:
• perform Design-Build work encompassing a broad range of sustainment, restoration, modernization and minor to major construction work on real property throughout Alaska that incorporates a majority of the Construction Specifications Institute (CSI) Divisions 02000 through 19000.
• manage multiple discipline construction projects.
• meet project cost, quality standards and schedule.
• complete work in the Alaskan Environment.
3. After all evaluation have been completed the Source Selection Authority will make an integrated assessment best value award decision.

• Proposals Due No Later Than 12:00 noon (AKDT), 17 April 2017
• Signed Copy of SF 1442 including acknowledgement of all amendments.
• Contractor’s responsibility to check Fed Biz Ops web site for any amendments to the solicitation. (www.fbo.gov)

• It is your responsibility to read any and all Amendments and Acknowledge them in Block 19 of the SF Form 1442. If they are not acknowledged your proposal could be considered NON-RESPONSIVE.
