JMC Site Visit Q&A
1. Paragraph 5.9 of the SOO states that worldwide support is required. Is it anticipated that the system will be deployed?
Answer: The system will be installed in the JMC and will not deploy to any locations.
2. How much load would the UPS have to support?
Answer: The UPS should be able to sustain each system component for at least 60 seconds. This is the period of time that the power switches from the grid to generator provided power, and vice versa.
3. There are 3 different types of UPS with different capabilities and pricing. Which type of UPS needs to be provided for this requirement?
Answer: The UPS requirement is to facilitate enough power and duration for one of two options to happen: 1) The entire unit is safely swapped over to a Sure power source or 2) The entire unit can execute a safe shut down.
4. Is drilling or welding allowed on the beams in order to mount the separate monitors? If so, will an AF Form 332 need to be initiated?
Answer: Contractor must provide details in quote on proposed attachments so that the government structural engineer can evaluate it for 332 approval.
5. Please verify that the A/V system will be a standalone system and will not be connected to the network.
Answer: The A/V system will indeed be a standalone system and will not be connected to the network.
6. Are you able to walk on the platform in which the video wall will be mounted? What material is it made of?
Answer: Yes, you can walk on the platform. The platform is constructed of plywood which is covered by sheet rock.
7. Is the plywood capable of being used as a base for the video wall?
Answer: Yes. The contractor must provide a proposed method of attachment with structrual calculations in the quote.
8. Is the requirement to have the laptop plug and play?
Answer: Yes, the user will provide their own laptop and will plug it directly into the A/V system to perform briefings.
9. Will the user control the system directly from the wall mounted cabinet location?
Answer: Yes, the user or briefer will control the system from the cabinet location using the vendor provided system controller.
10. How long does the cable need to be for the controller? Any preference on how the cable needs to be ran? Will flat cable suffice?
Answer: The cable needs to be at least 8 ft. Yes, we prefer the cable ran along the user ground with enough slack for briefer to be somewhat mobile. If flat cable meets the requirement, then yes. .
11. Is there a requirement for the display inputs to be digital or analog? What is preferred?
Answer: Yes the display inputs must be digital
12. What type of conduit needs to be run for electrical wiring? Rigid or flex? Will any of the conduit need to be painted once installed? (773rd question)
Answer: For electrical wiring Electro metallic tubing (EMT) shall be used. Minimize the use of flexible conduit as much as possible. Galvanized rigid is not required.
13. Is it required for the system to have paging abilities?
Answer: No, paging capabilities already exist in the JMC.
14. Will any demo work need to be done for the video wall location?
Answer: No.
15. It was noticed that there are two existing pillar mounted monitors. Is it part of the requirement to tie the system into those two existing monitors?
Answer: No.
16. Will the briefer be positioned up at the front during briefings?
Answer: The briefer will be positioned up for briefings
17. Will an AF Form 332 (work order) need to be submitted in order to run wiring?
Answer: Yes, a work order is needed for the requirement. Customer will coordinate with base Civil Engineering to establish the work order.
18. Are electrical schemes available for viewing?
Answer: Yes. Schematics are attached to Amendment 00001 of the solicitation.
19. Would you accept 8 separate perimeter monitors (facing front and rear of benches) vs the proposed 6 perimeter monitors?
Answer: We require monitors for every paratrooper to see. If 8 meets the requirement, then we are okay with it.
20. Would you accept 65” perimeter monitors vs the proposed 55” perimeter monitors?
Answer: If it does not drive up costs, then yes.
21. Is it required to install a dedicated circuit to run all of the components contained in the wall mounted storage cabinet?
Answer: Yes, a dedicated circuit is required to run all components contained in the wall mounted cabinet. The circuit near the floor on each support should not be used. A separate circuit should be run for the monitors. Depending on the amperage draw, will determine the required number of circuits.
22. After award, will the contractor be able to start work immediately? If not, when is the soonest that work can begin on site?
Answer: Contractor will need to coordinate with the customer prior to work start, but will be able to commence work immediately.
23. Since the outlets are mounted 16” from the ground (on the pillars), would it be acceptable to run extension cords from monitor to beam mounted outlets in the event that the power cords do not reach?
Answer: No. Due to safety concerns, extension cords are unacceptable.
24. We were just made aware that some of the components for the video wall have a lead time of up to 45 days (4-6 weeks). Can the solicitation terms be changed to allow for this lead time? Otherwise, it will be physically impossible to complete the installation in the specified 30 days if equipment lead time is not added to the 30 day installation window.
Answer: The 30 day time window is negotiable.
25. In the COMBO.PDF in the line items you describe High Definition LED TV's in CLIN 0001 and CLIN 0003. Are you requesting professional displays which would typically be used in such an environment?
The reason we ask is that you mention "TV" and most professional displays are not televisions and have no TV tuners. Consumer displays with TV receivers generally have much shorter warranties, get screen burn more quickly and almost all have Wi-Fi now. Ultra slim displays also tend to be professional (NEC, Planar, etc.). If you do not plan on watching cable TV on the displays then professional displays would probably be the better approach.
Answer: We prefer monitors/displays (NEC, Planar) as opposed to TV's. We are not looking to watch TV on the monitors at this time. We do not want any Wi-Fi Capability from these monitors.
26. In CLIN 0003 you mention a video controller in the IMC_SOO.PDF section 4 the document states "The video wall will be used to display a single input and does not need the capability to display multiple inputs simultaneously." If the video wall does not need the ability to show multiple images (i.e. you are always just expanding one source to fill the 3x3 video wall) we can reduce the complexity of the system and still meet the requirements.
Answer: We are okay with a single input being expanded. Please articulate your proposed solution to allow us the ability to discuss.
27. You mention a control system presumable to allow selection of sources and routing to the individual displays and/or the video wall. Do you know what kind of control you want? Would a small touch panel be sufficient for this requirement?
Answer: Any control mechanism that meets our needs will suffice.
28. You mention UPS's in the SOO. We just want to confirm what needs to be on a UPS. Does every display (perimeter as well as video wall) require a UPS or just the electronics driving them?
Answer: Every device will need an UPS. This is due to regular generator tests that may affect the systems.
