Joint Mobility Complex Audio Visual Project

2. Purpose

The JBER Joint Mobility Complex (JMC) serves as the principle staging area for deployments and readiness operations in support of 4/25 IBCT (ABN) operations. The Brigade requires a multi-media system to conduct large audience’s briefings in the course of airborne operations, deployment and intelligence briefings, and common information sharing. No such capability exists in the JMC at this time. The current requirements is being met through the use of standalone projectors displayed on the wall for visual presentation and unit operated portable public address equipment to meet the audio needs. This limited presentation capability inhibits common understanding and shared information.

The JMC A/V project seeks to incorporate a collection of screens positioned viewable by a large audience of up to 450 personnel augmented by an audio system suitable for reaching all areas of the main floor with clarity.

Security requirements

Physical security

Emissions security. The system shall be able to display information up to Secret and meet all physical security requirements associated with AFPD 33-2, AFPD 16-14, DoDI 8410.02, DoDI

8500.2 . The system will be controlled through a central operator panel.

Site access. The JMC is located in a restricted access location. Contractors will receive a 1-time site access and orientation training. Contractors will be allowed to perform work during the core hours of 0730-1600 Monday through Friday.

Vendors must validate existing power receptacles are active and will support the load.

3. Technical Requirements

3.1 Standards

3.2 Information Assurance (IA) Technical Considerations

The contractor shall ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA-enabled products adhere to AFSSI 7702 attachment 14 to meet EMSEC and TEMPEST requirements.

3.3 Energy Star

The contractor shall ensure all applicable products must be EnergyStar® compliant per DoDI

4170.11, Executive Order 13221, Energy Star and FAR Part 52.223-153. Refer to http://www.energystar.gov/products and the Department of Energy’s Federal Energy

Management Program (FEMP) at www.femp.energy.gov/technologies/eep_purchasingspecs.html.

4. Products Order Table Information

In accordance with this paragraph, the Contractor shall provide, deliver, and install all products listed and ensure compliance with the associated standards and/or specifications as defined below.

Perimeter Mounted TV displays - Displays will consist of (6) each, 50”, 1080p, HD, ultra slim line, back light, LED TVs that will be mounted to pillars located in the Joint Mobility Center.

The TVs must not contain any wireless capabilities due to security requirements. The perimeter

TVs will be used to display the same information that is being shown on the video wall/projection screen. Uninterruptable power supplies (UPS) must be included and installed.

Media Storage Cabinet – Lockable storage cabinet shall be large enough to house (2) stand-alone computers, soundboard, and microphones. Cabinet will be mounted in the same proximity of the video wall utilizing existing metal studs to support the weight of the stored equipment. All proposed devices are not authorized to have any data storage or wireless capabilities.

Uninterruptable power supplies (UPS) must be included and installed.

Multi-panel LED TV Video Wall – The video wall will be used to display a single input and does not need the capability to display multiple inputs at the same time. Seamless Video wall will be designed and installed by the contractor on the west side of the building. The video wall will consist of (9), 55”, LED TVs, external video controller, and control device. The TVs will be ultra slim line, 1080p, HD, LED TVs. The video wall display must be mounted high enough so that it is clearly visible from a minimum of 30 Meters while displaying standard text presentations. The external controller must have a minimum of (6) inputs, and an adequate amount of outputs for the video wall and the (6) perimeter mounted TVs. The controller must also offer an option to expand inputs/outputs. The external controller cannot contain a hardrive or any type of memory due to security purposes. A control device/remote shall be included so that the system user can control features during presentations. Uninterruptable power supplies

(UPS) must be included and installed.

Audio System – The audio system will consist of a minimum of (6) pillar mounted speakers, soundboard, and microphone; it cannot include any transmit/receive radio capabilities. The speakers provided must be wired. The speakers must be professional grade and rated for a building capacity of 450 persons. The soundboard will have a minimum of (6) six outputs and a http://www.energystar.gov/products http://www.femp.energy.gov/technologies/eep_purchasingspecs.html minimum of (6) inputs. The soundboard will be installed and calibrated so that the system operates at a low volume to reduce echoing and feedback during presentations. Uninterruptable power supplies (UPS) must be included and installed.

5. Technical Contractual Requirements

5.1 Hardware and Associated Software and Peripherals

All hardware delivered under this requirement shall include associated software, documentation and associated peripherals required for operations (such as controllers, connectors, cables, drivers, adapters, etc.) as provided by the OEM. This is true only if the applicable OEM provides such items with the product itself.

5.2 Authorized Resellers

The contractor may be an authorized reseller of new and refurbished/remanufactured equipment for OEMs proposed under this requirement. The contractor may also procure directly from the

OEM or utilize other legitimate distribution channels to provide the required products. Any contractor’s channel relationships with their OEM partners (gold, silver, etc.) will be represented in the best pricing offered. Requirements may restrict the use of authorized resellers, specific

OEMs, or identify required OEMs. Any product offering that is remanufactured or refurbished shall be clearly identified as such by the contractor. Remanufactured products shall have the

OEM or factory certification if available for that product.

5.3 Technical Refresh

In order to ensure new design enhancements and technological updates or advances, the contractor shall offer, under this requirement, hardware and software components available to the contractor's commercial customers. Furthermore, the contractor shall make available any commercially available updates to the hardware and software provided under this requirement. If such updates are available to other customers without charge, then they shall also be made available to the Government without additional charge. The contractor will ship these updates to existing customers who have acquired the hardware/software being updated under this requirement. Vendor commercial product offerings shall include “state of the art” technology, i.e., the most current proven level of development available in each product category.

5.4 Trade Agreement Act (TAA)

All proposed products must be compliant with the Trade Agreements Act of 1979 (TAA) and related clauses in Section I of this contract. In accordance with DFARS 252.225-7021, the Trade

Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, and DFARS 225.4 offered in response to any RFQ issued under this contract. Please note that Federal Acquisition Regulation (FAR) paragraph 25.103(e) includes an exemption from the Buy American Act (BAA) for acquisition of information technology that is commercial items.

5.5 Items on Backorder

In their response to a Request for Quote (RFQ), the contractor shall provide notification, if applicable, that a particular item is on backorder, the expected lead-time to fulfill the order, etc.

It shall be implicit that a response to an RFQ with no items identified on backorder is a declaration that the items are available at the time of quote submission.

5.6 Installation

Contractor shall install, test, and calibrate a complete and usable audio/video system. Contractor shall verify that all existing power receptacles are adequate for installation. Contractor is responsible for routing additional power as required. In addition, if power requirement exceeds current circuit capabilities, contractor shall install needed circuitry. After system is installed, contractor shall provide a comprehensive users guide and initial user training.

5.7 Warranty

The contractor shall provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. This shall apply to new, refurbished and remanufactured equipment.

5.8 Customer Support

The prime contractor shall provide 24x7 live telephone support during the warranty period to assist in isolating, identifying, and repairing software and hardware issues, or to act as liaison with the manufacturer in the event that the customer requires assistance in contacting or dealing with the manufacturer.

5.9 Product Maintenance

The contractor shall provide associated maintenance and upgrades to include spares/parts and emergency support worldwide, during the warranty period, and an end of warranty inspection and maintenance.

6. Delivery Requirements
