COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

Joint Mobility Complex Audio/Video System

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation FA5000-15-T-0014 is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, effective 26 Dec 2014. The DFARS provisions and clauses are those in effect to DPN 20150129, effective 29 Jan 2015. The AFFARS provisions and clauses are those in effect to AFAC 2014-1001, effective 01 Oct 2014.

(iv) This is 100% Total Small Business Set-Aside requirement. The North American Industrial

Classification System (NAICS) code associated with this procurement is 334111 with a small business size standard of 1,000 employees.

(v) The Pricing Schedule is incorporated as Attachment 1. Offerors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

(vi) The government intends to award a firm-fixed price contract for the following:

(vii) Delivery shall be FOB Destination. Contractor shall include delivery schedule information on the Pricing Schedule, Attachment 1. All items shall be delivered to:

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (April 2014) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect.

The following have been tailored to this procurement and are hereby added via addendum:

1. To assure timely and equitable evaluation of the proposal, the offerors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

2. Specific Instructions: The response shall consist of two (2) separate parts:

a. Part 1- Technical Capability - Submit one (1) copy of technical capability narrative to include:

Equipment Specifications

Statement of Work (Install, complete/usable system concept of operation)

System Diagram

Schedule of Work to be Performed

Warranty Information

b. Part 2- Price – Submit one (1) copy of price schedule and any pertinent additional information

(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a contract resulting from this solicitation to the responsible

Offeror whose quote conforming to the solicitation is the lowest price technically acceptable. The following factors shall be used to evaluate quotes to ensure that the meet technical acceptability criteria is met:

(i) Technical acceptability. For an offer to be considered technically acceptable it must provide:

Equipment Specifications - Evaluated in accordance with specifications listed in

Paragraph 4 of the Statement of Objectives to ensure that purposed items meets the specified requirements.

Statement of Work – Evaluated to ensure that the offeror provides and installs a complete/usable system, with a clear understanding of the requirement.

System Diagram- A complete system diagram of the proposed audio/visual system shall be provided.

Schedule of Work to be Performed - Evaluated in accordance with paragraph 6 of the Statement of Objectives to ensure that the offeror will meet the 30 day

Delivery Requirement.

Warranty Information – Evaluated in accordance with paragraph 5.7 of the

Statement of Objectives.

(ii) Price

(b) Price and technical acceptability will be considered. The Government intends to evaluate quotes and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price and technical standpoint. The lowest priced quote will be evaluated for technical acceptability. If the quote is found technically acceptable, award will be made without further consideration. If it is found technically unacceptable, the Government will evaluate the next lowest quote for technical acceptability until award can be made to the lowest priced technically acceptable offeror.

However, the Government reserves the right to conduct discussions if later determined by the

Contracting Officer to be necessary. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(x) Each offeror shall ensure the provision at FAR 52.212-3 including its Alternate I, Offerors

Representations and Certifications--Commercial Items (May 2014), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (May

2014), is hereby incorporated by reference, with the same force and effect as if it were given in full text.

(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement

Statutes Or Executive Orders – Commercial Items (July 2014), is hereby incorporated by reference, with the same force and effect as if it were given in full text. Additionally, the following clauses apply to this acquisition:

10:00AM Alaska time on 30 March 2015. An amendment will be issued providing the

Government’s answers to any questions received.

A site visit will be held on Thursday, March 26, 2015 at 8:00 A.M. AKDT, and will start at the

Boniface Gate Visitor Center, JBER AK 99506. Offerors are encouraged to inspect the site in order to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance to the extent that that information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Offerors wishing to participate in the site visit shall provide all information specified below, prior to 15:00

Base Access Procedures

For each offeror wishing to participate in the site visit, a maximum of two (2) individuals will be permitted to attend. The following information shall be provided for every attendee:

– First Name

– Middle Name

– Last Name

– Date of Birth

– Driver’s License No.

– Driver’s License State of Issue

– Driver’s License Date of Issue

All attendees will need to obtain visitor’s passes at the Boniface Gate Visitor Center prior to entering the base. The following items are required by Visitor Center personnel in order to obtain a visitor’s pass:

– Driver’s License

– Registration

– Proof of Insurance

All attendees should allow for sufficient time to process through the Visitor Center and Boniface

Gate on the day of the site visit. Base maps and directions are available from Visitor Center personnel. Should attendees not be in place at the time and location specified above, they may be unable to participate in the remainder of the site visit.

Quotes are due no later than 2:00PM Alaska time on 3 April 2015.

- List type of inputs (HDMI, DVI, VGA, etc.)

- Minimum outputs for 15 TVs

- Must not have a hard drive or memory due to security purposes. Volatile storage is preferred. Non-volatile storage is acceptable but shall be removable.
