Rubber Removal Q&A
1. How is the water from the removal process typically disposed of?
a. Water is disposed of in a Sanitary Sewer Manhole at no cost. The manhole is off
Red Fire Rd. next to the Contractors staging area.
2. Item 0006 on the Price Schedule states 52,500sf in the description but the quantity line states 25,500 which is correct?
a. 52,500sf (25,500 was a typo)
3. SOW 6.a. states use type II beads in accordance with UFGS32.17.23. There are no type II beads listed, only Type I, III, IV.
a. Use Type I beads for this project.
4. Is this an 8(a) set aside.
a. NO, it is a WOSB.
5. Spec section 3.3.2 states the cracks are to be filled within 1/4 inch below the pavement surface. The previous crack repair areas shown during the site visit were done with an overband method where the crack is filled completely to the top and there is excess sealant on either side of the cracks. Which is the preferred method?
a. Follow the specification.
6. What is the size and color scheme of the row numbers being added on the apron?
a. See SOW Addendum attached and image below. Additionally, Airfield Management advised they want all 23 rows painted with circular shape numbers on the pavement on both sides of the parking apron.
7. Does the government have a list of approved waste disposal and hazardous waste disposal sites? a. no, but most contractors use Bennett Rd Transfer Station in Mt Home for waste disposal. Hazardous Waste, (there should be none generated by this project), you would have to use the Ada County HHW Facility.
8. Can the superintendent also perform the functions and duties of the QCM, SSHO and Environmental Manager? a. See SOW Section "Personnel" para. 5 and 6.
9. Please confirm that escorts will be made available when the contractor has work scheduled for all work to be performed on site. a. See SOW Section "Description of Work" para. 13.
10. Will a sample analysis plan be required? a. No.
11. Will airfield driving training be required for any personnel that will be driving on the flightline/ runway? a. See SOW Section "Description of Work" para. 13.
12. If airfield driving training is required, please describe the extent of this training and how long the contractor should plan for this training. a. See SOW Section "Description of Work" para. 13. about 30 mins for the training.
13. Will there be any phasing requirements to allow for relocation of jets while painting occurs at the taxiways and shelters? Please provide a phasing plan and identify contractor limitations while working in this area. a. No. The only jets that will need to be moved are the 2 or 3 parked by Hangar 211 for edge markings and nose wheel blocks. Also, see SOW Section "Description of Work" para. 3, 11, and 12.
14. Will MHAFB have personnel on hand that can move the jets out of the taxiways and away from the shelters while the contractor removes paint and restripes these areas? a. See response in 13. above.
15. Will the contractor be compensated for any government delays that prevent the contractor from completing their scope of work or for any delays that force the contractor to alter their sequence of operations to a less efficient sequence? a. See SOW Section "Description of Work" para. 3, 11, and 12.
Contractors must be flexible when working on an operational Fighter Wing airfield and anticipate reasonable delays for taxiing aircraft (15-30 mins. depending on situation). Work on the Runway must be conducted during runway closures.
16. Item No. 0005 Bid Option 1 states cracks between the widths of 1 ¾”-4”… Is there an estimated LF for cracks that will need mastic (cracks of 1 ¾”-2”)? No. We segregated cracks into two categories, 1) small cracks: 1/4" to 1 3/4", and 2) large cracks over 1 3/4" to 4".
17. Any cracks beyond 2” width will need to be to be handled as an asphalt patch. Can the government please provide LF for these areas? a. Asphalt patch is not part of the Scope of Work for this effort. All cracks will receive mastic material for repair as all asphalt to be crack sealed are non-traffic and non-load bearing surfaces. See SOW Section "Description of Work" para. 8.
18. Will crack repair be for asphalt surfaces only? a. Yes, crack repair is confined to the asphalt shoulders in the Live Ordinance Load Area (LOLA) C.
19. If asphalt or concrete patching is required, is it assumed the existing subgrade is suitable to receive new asphalt/concrete? a. There is no asphalt or concrete patch work in this scope of work.
