About this file

This is a Questions and Answers document for federal construction contract solicitation FA489726Q0006 titled "Replace Doors Multi Facilities." The Q&A addresses contractor inquiries regarding hazardous materials, site conditions, security access, bonding requirements, and technical specifications for door and frame replacement work across nine buildings (B198, B211, B512, B1162, B1300, B1361, B1613, B1784, and B2316).

Hazardous material testing requirements vary by building. Buildings B198, B512, and B1784 require asbestos testing only for suspect materials to be disturbed, with no lead paint concerns. Buildings B211, B1162, B1300, B1361, B1613, and B2316 require testing for both asbestos and lead-based paint (TCLP RCRA 8 Metals). The contractor is responsible for performing hazardous material surveys if none have been conducted. The government will take possession of demolished doors and frames if asbestos-free; metal containing lead-based paint may be recycled on base if separated appropriately. Building 1784, a controlled area, will be provided government escorts by the facility; no EAL approval is required if employees have base access. The bid bond percentage is 20%, with the proposal deadline extended to May 20th. Technical specifications include grouting all new hollow metal door frames in concrete or CMU walls, using batt or foam insulation for wood or metal-framed walls, and 1-inch Low-E insulated tempered bronze-tinted glazing for exterior hollow metal doors. Specific design requirements address storefront configurations at Buildings 1300 and 1613 (reflective glass and single 36-inch door with sidelight, respectively) and kitchen door retrofitting at Building 2316 using existing frames. All damaged or deteriorated frames require replacement rather than repair.

Construction Contractor Q&A

Solicitation Number: FA489726Q0006

Project Title: Replace Doors Multi Facilities

1. Are there any noise restrictions for any of these buildings during normal work hours? If so, please define the noise limitations and allowable hours to complete work that exceed the noise limits. No noise limitations.

2. Is there any suspected hazardous material that may be encountered at any of these buildings during the door/frame demolition process?

a. No lead paint concerns at B198, B512, and B1784. All suspect material to be disturbed shall be tested for asbestos at B198, B512, and B1784.

b. All suspect material to be disturbed shall be tested for asbestos and lead-based paint (TCLP RCRA 8 Metals) at B211, B1162, B1300, B1361, B1613, and B2316.

3. Has a hazardous material survey been performed for the affected areas? If so, please provide. No survey has been performed.

4. Will the contractor be responsible for performing a hazardous material survey if one hasn’t been conducted? Yes

5. If hazardous materials are encountered, will this be seen as a differing site condition per FAR Clause 52.236-2? If hazardous materials are encountered the contracting officer will evaluate the situation and will determine if it meets differing site conditions criteria.

6. Does the government intend to take possession of the doors/frames/hardware that are demolished? Yes, but all metal shall be asbestos free. The doors/frames at B211, B1162, B1300, B1361, B1613, and B2316 shall be tested for lead-based paint (TCLP RCRA 8 Metals) prior to base turnover. Even if the doors/frames do contain lead-based paint, they can still be recycled on base as long as they are determined not to be a hazardous material. They would need to be separated from the metals without lead-based paint.

7. Can the superintendent also perform the functions and duties of the QCM, SSHO and Environmental Manager? Yes.

8. Will a TCLP be required prior to demolition? See No. 2 above.

9. Building 1784 is a controlled area.

a. Will contractor employees need to be approved on the EAL to work at this building? If the employees can access the base they can access bldg. 1784.

b. If EAL is not required will the contractor need 100% government escort while at this location? Bldg. 1784 will provide escorts.

c. If escorts will be used at this buildings, please confirm that escorts will be made available when the contractor has work scheduled for all work to be performed on site. Confirmed.

10. I didn’t see a bid bond percentage stated in the solicitation. Please clarify the bid bond percentage and allow the contractor enough time to obtain a bid bond prior to the proposal deadline. The Government has added the clause and percentage is 20%. The Government additionally extended the due date to the 20th of May.

11. At the site it was discussed that new door frames at existing wood framed or metal framed walls can be insulated with batt or foam insulation in lieu of grout. Please confirm. Confirmed.

12. Please confirm all new hollow metal door frames in concrete or CMU walls are to be grouted. Confirmed.

13. Please provide style and model numbers for hardware of each door. See the spreadsheet labeled “Hardware List”.

14. Please confirm contractor can retrofit new doors into existing frames in the kitchen at building 2316 as discussed at the site visit. Confirmed. Use existing frames on the double action hinged doors.

15. Please confirm the storefront opening at building 1613 marked B in the photos will be a single door with sidelight because of the sloped floor identified at the site visit.

Confirmed.

16. At the site visit it was discovered that the existing opening for the storefront door/frame to be replaced is too small for the desired double doors. There were a couple options discussed including providing a single 36” door with a sidelight, a 42” door with a sidelight, or a double door as discussed with the smaller door on the left looking from outside of the room, that smaller door could have flush bolts and remain locked unless necessary to open. Please advise. 36” door with sidelight.

17. Please provide glass type needed for hollow metal doors. 1” Low-E Insulated Tempered Bronze Tinted Glazing in Exterior Doors.

18. At the site visit it was discussed that reflective glass is desired at building 1300 storefront. Please confirm. Confirmed, provide reflective glass.

19. Is it acceptable to reuse the hollow metal frames that are grouted into CMU? If the frames are in good condition, they could just be repainted. Work to remove the frames grouted in the CMU will be extensive/there is the possibility we damage CMU/building/etc trying to cut the frames out.

Frames need to be replaced along with the hollow metal doors. Saw cutting could be required.

20. If there are frames that are damaged/have minor rust/etc is it acceptable to repair the frames using bondo and leave the frames in place? We possibly could repair the frames so they would not need to be removed.

New frames are required.
