About this file
This document is a Request for Information (RFI) Answers for Solicitation Number FA489725B0008, relating to a Design-Build project for repairing the sewage line of Building 1330 at Mountain Home Air Force Base (MHAFB) in Idaho. The 70-question RFI provides detailed clarifications on project requirements, including environmental considerations, survey specifications, utility management, and construction constraints.
Key details include the requirement for an environmental manager qualified to identify suspect materials, a topographical survey for new plumbing, government-provided escorts during on-site work, and potential soil contamination concerns with pesticides. The project involves replacing approximately 107 feet of sanitary sewer system, recoating disturbed floor areas, and decommissioning certain plumbing fixtures. Contractors must follow specific guidelines for testing materials, waste disposal, and as-built documentation. The space will remain occupied during construction, and temporary lavatory facilities will be required. The project is expected to be completed with professional engineering design and oversight, with design submittals required at 60%, 90%, and 100% milestones.

FA489725B0008 RFI Answers 7/21/2025
1. Are there any noise restrictions for this building during normal work hours? If so, please define the noise limitations and allowable hours to complete work that exceed the noise limits.
No restrictions beyond notifying all personnel prior to excessive noise, proceed when all personnel in the affected area are noise protected (i.e. PPE), and follow AF Safety standards.
2. Will the contractor be responsible for providing a portable restroom specifically for government use while construction activities shut down the women’s restroom?
Yes.
3. Will a safe zone be required for this project?
A ‘safe’ zone is nothing we have established or required; if there is concern about a free zone, then no free zone is planned.
4. If a safe zone is required, will the safe zone require a fence assembled with k-rail barriers and cables?
N/A safe zone, N/A free zone.
5. If a safe zone with a physical barrier is required, will the contractor be responsible for construction of the safe zone barrier?
N/A safe zone, N/A free zone.
6. Will there be a government provided title II inspector on this project?
No.
7. Will it be the responsibility of the contractor to provide temporary office space for a title II inspector, or for any government personnel?
N/A.
8. Has a hazardous material survey been carried out for the affected areas? If so, please provide.
No.
9. If hazardous materials are found after performing a hazardous material survey, will this be seen as a differing site condition per FAR Clause 52.236-2?
Yes. Waste determination and testing all suspect materials is in 01 57 19.
10. Is it the Government’s intent that the contractor will construct from the 90% drawings and submit as-builts for final record drawings?
11. Please confirm if it’s the responsibility of the contractor to provide the submittal schedule, or if the Government will provide the submittal schedule.
The submittal schedule is to be produced in the Spec Intact software as a required submittal in spec section 01 33 00. The guide specs have the required “G” submittals.
12. Please confirm that the contractor is to disregard the requirements within the Installation Facility Standards and match the existing finishes.
Submit physical samples to match existing finishes (such as color chips) to the CO for approval.
13. Will a finish materials mock-up board be required?
No.
14. Please clarify if there are any phasing requirements for this project.
No. However, the contractor shall provide/maintain access for foot traffic across work areas while adhering to safety standards.
15. Does the government suspect pesticides in the vicinity of building 1330? If so, how far away from the building, and how deep should the contractor assume soil is contaminated?
Pesticides are known to be in the area and are a concern. The soil at B1330 will need to be either reused onsite or tested to determine if the soil can be reused on base, disposed of at a permitted Subtitle D landfill or disposed of at a permitted Subtitle C landfill (depends on the test results). We suspect the soil will be able to be reused on base.
16. Has a Geotech report been conducted at the projected work area? If so, please provide.
17. Is a topographical survey required for the design of this project?
No, not for the Design, not for as built drawings.
Contract will require third order GPS survey for the plumbing outside of the building.
We need Northings, Eastings, and Elevation for top of pipe at the clean out and top of pipe nearest where the pipe enters the building.
A local distance and elevation record top of pipe at regular intervals and at every fitting, bend and grade break to 10th of a foot accuracy is sufficient for as built, CAD drawings within the facility only.
18. Are there any additional soil testing requirements that are not listed in the specification section 01 57 19 Temporary Environmental Controls MHAFB Env Spec?
The soil at B1330 will need to be either reused onsite or tested to determine if the soil can be reused on base, disposed of at a permitted Subtitle D landfill or disposed of at a permitted Subtitle C landfill (depends on the test results). We suspect the soil will be able to be reused on base.
19. Does the government have a list of approved waste disposal and hazardous waste disposal sites?
No, but IRWS/Simco Road remains prohibited for any waste from Mt Home AFB.
20. Will the contractor be required to provide an environmental manager for this project?
Yes. This person must be qualified to identify suspect materials, best practices, and oversee C&D requirements.
21. Can the superintendent also perform the functions and duties of the QCM, SSHO and Environmental Manager?
No.
22. Are utilities currently active at the construction site? If so, will the government be responsible for turning off the utilities that feed the structure?
Contractor is responsible for requesting an outage form from CE PM, then two weeks minimum prior to outage, return the outage form, with the scheduled dates for processing.
23. Is a GIS survey required for all capped and abandoned utilities?
No. As-built drawings are required to note capped and abandoned lines with description of material type, diameter, and location to the nearest inch.
24. Should the contractor assume the existing subgrade is suitable to receive new concrete or asphalt without additional improvements? If not, please clarify the expected subgrade profile.
(Pit Run, Road mix, depth, compaction percentage, Etc.)
For bidding purposes, the contractor may assume the existing subgrade is suitable.
25. Will a TCLP be required prior to demolition?
The contractor is required to test any suspect materials. If suspect materials are encountered, a TCLP is needed for waste determination for waste disposal. See also No.
20.
26. For bidding purposes, will base Environmental require a SWPPP Plan?
No. Best practices do apply.
27. Will government escorts be required while work takes place at building 1330?
Yes
28. If government escorts are required, please confirm that escorts will be made available when the contractor has work scheduled for all work to be performed on site.
Contractor shall notify the government a minimum of 2 weeks prior to on-site work. AF will provide an escort except holidays, family days and special operations.
29. Will the contractor be required to provide pesticide treatments per specification section 01 57 19 subsection 3.17.1?
30. Will a pesticide treatment plan be required per specification section 01 57 19 subsection 3.17.2?
31. With this project being design-build, there is a lot of investigative work to be done to provide a design and create a bid based off the design. Without doing investigative work prior to bidding, will the government issue change orders for additional scope that isn’t currently being requested in this solicitation? Or change orders for additional scope that would require destructive investigation to provide enough design to bring buildings up to proper code requirements?
For bidding purposes use the information provided in the scope and as-built drawings.
Survey/investigation/testing is limited to only what is “necessary” to fulfill the intent of the scope of work. The expectation is that the offer accounts for verification and documentation of location and existing conditions for the 60% submittal.
32. Is it the intent of the government for the contractor to inspect and mitigate all deficiencies as it pertains to egress lighting?
No.
33. Will as-builts of the recently remodeled restrooms be provided to the contractor for verification of existing conditions in the women's restroom?
34. The floor for the affected areas was recently repaired and the CRU was replaced. During this project it was stated that the area and existing CRU to be removed contained heavy metals due to the nature of work that takes place in this facility and would require abatement and proper disposal. Question: Is this still the case? Will the area require remediation of heavy metals by a licensed abatement contractor?
No, see also the answer to Question Number 20. “…at a minimum, but not limited to, the contract requires a person qualified to identify suspect materials, best practices,…”
35. In the Statement of Work in the section "A - Scope of Work" bullet 3 states; "demolish all SS system from the 24" main to the clean out located within the women's restroom and the floor drain located in the storage room." sub bullet b. "Access to remove and replace with new SS system" sub bullet "i"; provides reference to replacing the SS sewer system from the "clean out" at the 24" main to the clean out in the women's restroom. Question: Is it the government’s intent for the contractor to replace the lateral from the clean out at the main to the clean out in the women's restroom, or is it the intent of the government for the contractor to provide a "new tap" at the main and replace from the "new tap" to the clean out in the women's restroom?
The 107’ service line is scoped to be removed and replaced with new from the cleanout, at the women’s restroom to the cleanout to include the cleanout and tee nearest the 24” SS Main. The tap at the 24” main is not in this requirement.
36. If during the investigation and survey period it is determined that the entire ss sewer system has not failed and only sections require replacement, will the government consider that as a value engineering option? Or is it the desire to replace all SS as outlined in the SOW regardless of findings?
For bidding purposes, limit all offers to what is outlined in the SOW. During the work the Contractor is encouraged to develop, prepare, and submit value engineering change proposals voluntarily.
37. It is mentioned that the existing concrete that traverses the sanitary sewer is constructed with "keyed joints". It is also stated to repair the 6" concrete slab in accordance with ACI. ACI does not require keyed joints for a repair method. Question: Would the government accept doweling into the existing concrete as an acceptable method for the patching?
Contingent on design review and approval, doweling may be acceptable. The SOW highlights keyed joints to make the prospect aware of existing conditions.
38. It is my understanding that the existing lateral from the floor drain in room 103 and the ~ 30' of SS sewer from room 105 to the 107' lateral will be abandoned in place and a new ~30' section will be placed in a straight line from the floor drain in room 103 to the 107' lateral running from the main to the clean out in the women's restroom. Please confirm this is the government's expectation.
The service to the shower in room 105 shall be decommissioned, with the drain and supply capped abandoned and concealed. Capture abandoned pipes on as-built drawings.
A floor drain, and service to the floor drain in Storage Room 103 will require remove and replace with new service line from floor drain in Storage Room 103 to the 107’ service line that serves the at the women’s restroom to the 24” service main outside the facility.
39. Bullet #7 states "repair with new floor finishes for entire floor of emergency shower room 105". Question: What type of floor finishes does the government wish to have in room 105?
(Examples; sheet vinyl, ceramic tile, painted, CRU, etc.)
Use the same CRU coating used on all other areas of the project. See also Q & A 40 and
58. below.
40. Please provide the product data sheets for the CRU reference in scope of work bullet #9.
Contract requirements are to match the floor to the highest level possible to the product used to coat the existing floor. The product used for the existing floor coating is:
PIP 200 ESD U. See attachment.
41. For bidding purposes, is the contractor to assume that no hazardous materials will be encountered when executing this work?
As with all contracts moving forward at MHAFB, the contractor is responsible for testing all suspect materials. See also Q&A 20.
42. General Requirements section 3.2.2- "Contractor shall perform an Asbestos Survey, Mold Survey and LBP survey prior to demolition". Please confirm that the government intends to have the contractor perform such surveys.
For this contract, the contractor is responsible for testing all suspect materials and Waste Determination. See also Q & A number 20. and 25. Waste disposal other than regular landfill may be a change in condition.
43. General Requirements section 3.2.3- "Schedules for Construction Contracts, shall be accomplished on and in accordance with instructions pertaining to AF Form 3064, Contractor
Progress Schedule, or equivalent". Will the government accept a Microsoft CPM schedule in lieu of the AF Form 3064?
Yes, contingent that work tasks descriptions, schedules, and percentages “this period” and “percentile cumulative” are in place and work task are identical percentages as the required 3065 pay requests.
44. In the past, only electronic versions of the specifications and drawings were provided prior to the final 100% design copies. Please confirm that the governments desires two hard copy sets along with one PDF version at each design level.
Specification 60% Design – electronic pdf and .SEC (specsintact) 90% & 100% Design milestones – Two hardcopy and electronic pdf and .SEC (specsintact)
Drawings – ALL milestones One full size “D” harcopy, AutoCad 2018 .dwg and .pdf
45. Is a professional certification seal required on all sheets at each of the design levels, or only required on the 100% final?
Seal required on Pre final, 90% Design and Final, 100% Design milestone.
46. General Requirements section 8.3- "Contractor Storage and Facilities Staging Are Signage.
Any Storage yards shall have the following sign posted when required by the CO: Please confirm that the CO requires this signage.
General Requirements section 8.3 remains a requirement for this contract.
47. General Requirements section 20- states "The superintendent and the Quality Control Officer duties shall not be performed by the same individual". Question: Does the government require the Quality Control Officer to be present at all times during construction activities just as is required for the superintendent or only as required to perform CQC activities and ensure quality standards are being maintained?
As needed and for regular Quality Control meetings to be conducted prior to each Definable Feature of Work.
48. Please confirm that this project, consisting of limited complexity and merely a replacement of like in kind system with minor modifications requires full-blown stamped design and specifications by an Architect and Engineer.
Contract requires a professional endorsement, See SOW, see also Q&A number 45.
49. Please provide the installation hazardous waste management plan per specification section 01 57 19 section 1.6.6 “Protection of the Environment for Waste Derived from Contractor Operations”.
See attached pdf, “MHAFB HWMP 2024”
50. Will a location be provided with accessible power for the contractor’s job trailer?
A job trailer location is available at Red Fir. No power is currently provided.
51. Due to the nature of the soils' composition at MHAFB, historically it has been very difficult to reach proper densities when utilizing the existing soils as back fill. Without obtaining a proctor of the existing soil it would be impossible to know if it is suitable for re-use. Furthermore, the contractor does not know if the soil is compromised or contains contaminants that would allow for re-use on base or disposal in a sub-title "D or C" landfill. Question: For bidding purposes please provide direction on how the contractor is to proceed with the back fill of all trenches considering this unknown site condition.
For bidding purposes only, existing materials are suitable for reuse but the contractor is responsible for providing and replacing unsuitable materials due to over excavation and other construction incidentals and activities.
52. May the contractor recycle the concrete debris that will be demolished, or will the concrete debris need to be taken to a landfill?
Concrete will need to be taken off base.
53. Specification section 01 57 19 Temporary Environmental Controls, paragraph 1.4.1 states to coordinate with the installation's EMS coordinator to identify training needs associated with environmental aspects and the EMS and arrange training or take other action to meet these needs. Question: Please identify what training needs are required to meet the installations EMS for this project.
The EMS will need to be a qualified person suitable for the contract. See also Q & A 20.
and 25.
54. Please show on the below floor plan where the government wishes the contractor to construct a barrier to isolate construction activities from the government occupied space.
Dust barrier requirement is now downgraded to a dust control requirement.
55. Can you please verify a professional engineer is necessary for this project?
A-E requirements include a stamped prefinal and final design. See also Q & A 45.
56. Why is it necessary to camera the old sewer lines? If the plan is to replace the sewer lines anyways this is not needed.
Design should accomplish all necessary testing. See also Q & A 31.
57. Can the government verify the concrete floor is 6” deep? What is its thickness?
For bidding purposes use the information provided in the scope and as-built drawings. The Government accepts the risk of material differences between the expected and actual conditions encountered and will address different/unknown conditions accordingly.
58. Can the government please verify which CRU was used to coat the concrete floor in 2022? Who was the installer?
Apply CRU anti-slip durable industrial conductive spark proof floor coating, to include high solids primer/sealer, epoxy resin glaze, pre-primer, tack coat, high solids polyurethane enamel and an anti-slip additive (80 grit Aluminum Oxide, medium application rate). Match existing color. Info: the current installed coating is PIP 200 ESD U installed by Division 9 Finishes.
59. Is it the government’s intent to recoat the entire floor where the concrete floor will be taken out? (sheet metal shop) Or just where our saw cuts would be? If you do not do the whole floor, you may not get good adhesion to the old system.
Recoat only the disturbed areas of the floor according to the manufacturer’s recommendations.
60. Can you please provide square footage for the floor coating to be bid?
That quantity is up to the contractor’s means and methods to remove and install new pipe. As-built drawings have been provided to assist with quantities.
61. The SOW states to survey all new plumbing prior to covering. What is the reason for this? We could put tracer wire in the hole, and you could always locate the line—you wouldn’t need any surveying.
A topographical survey is required for all completed plumbing prior to covering, outside of the hanger. Scope of work to include survey data for the new plumbing outside of the building, regardless of tracer wire. We need Northings, Eastings, and Elevation of bends, grade breaks, elbows, cleanouts, & fittings. In addition, any change in material type and/or diameter.
As-builts are required to capture the top of pipe below top of concrete depth at regular intervals. As-built drawings also need to include all bends, grade breaks, elbows, cleanouts, fitting, material type and diameter.
62. Will the space be occupied while under construction?
63. Is an EAL list required? Can you please confirm this is a background clearance other than the one issued to get on base. How long does it take to get the clearance approved?
Yes, EAL is required. Clearance may take up to two weeks or more. Typically, EALs are completed within 2 weeks.
64. Are there known contaminated soils within the building area?
Pesticides are known to be in the area and are a concern.
65. If there is contaminated soil, does MHAFB have a place to take them?
The soil at B1330 will need to be either reused onsite or tested to determine if the soil can be reused on base, disposed of at a permitted Subtitle D landfill or disposed of at a permitted Subtitle C landfill (depends on the test results). We suspect the soil will be able to be reused on base.
66. The bollards appear to need to be removed near the outside transformer. Please confirm.
Bollards are not in conflict with the SS line and are not part of this requirement.
67. Will there be open access through the overhead doors into the work area to remove and replace materials?
No restrictions beyond notification and keep the overhead doors in either a full open or full closed state.
68. Will material for backfill be allowed to be placed at the worksite, just outside the overhead doors?
FOD is always a concern. Backfill is not allowed to be staged just outside the overhead doors.
69. Will Temp lavatory facilities be required for the occupants of the building (Air Force personnel)?
Yes.
70. Is lining (CIPP) some of these sewer mains an alternative method to completing this project?
File details come from the government source that posted it. Updated .
