Single Source Justification (Simplified Acquisition)

20 Apr 2017 Page 1 of 2

Section A: General Contract Information

Contracting Activity: 366th Financial Acquisition Squadron

Project/Program Name: Command Post Entry Control System

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The requirement provides and replaces and installs components and software for a closed circuit television (CCTV) system and an access control system (ACS) with badge management system that will interface with our existing Vindicator Intrusion Detection System (IDS) primary control unit and use one administrative system to interface with the CCTV, ACS, and IDS systems.

Vendor is required to be Honeywell certified and authorized to perform equipment installation. The system being installed must be the Vindicator platform to meet the requirement to interface with the Installation Base Defense Security System (IBDSS). The system shall meet USAF Authority to Operation (ATO) for the Vindicator platform.

Section C: Justification for Soliciting from a Single Source or Brand Name

This individual determination is executed for Brand Name Items only. In accordance with the Non-Nuclear Configuration Management Database (CMD) 28 Jan 2021 dated 28 January 2021 (See Attachment 6.A.), Advantor, LINX (formerly Will- Burt), and Vindicator are the only authorized Automated Entry Control Systems (AECS).

The Vindicator system operates with a secure protocol and is an Air Force certified security system IAW DAFI 31-101, Chapter 7, paras 7.12 - 7.13 (See Attachment 6.B.) and Non-Nuclear Configuration Management Database (CMD) dated 28 January 2021 (See Attachment 6.A.) and is one of only three Air Force Certified Security Vendors. It has been used throughout Mountain Home AFB on all Arms, Ammunition and Explosive (AA&E), Sensitive Compartmented Information Facility (SCIF), and Funds Facilities for the past 20 years. It utilizes the Vindicator ASN v6.0 Central Monitoring Station to monitor 814 alarm points at 53 buildings/controlled areas base-wide. The Vindicator system is used to protect these facilities, control entry, and alert Security Forces (SF) personnel to unauthorized activity. Within the Command Post (CP) area, the CP requires a system to be compatible and interface with the Installation Base Defense Security System (IBDSS) in order to comply with IDS notifications as required by DoDM 5200.01v3, Enclosure 3, para 3.b.3.b. (See Attachment 6.C., pg 40). Installation of equipment and software other than Vindicator is in violation of the existing IBDSS maintenance contract which covers the CP duress alarm equipment. It is more cost effective to upgrade the existing system to include an IDS, ACS, and CCTV than to install side-by-side systems. The Advantor and LINX systems and their components will not interface with the Vindicator system. Our current ACS and CCTV hardware is outdated, parts are no longer available, and software is no longer supported by the manufacturer. Authorized distributors are unable to provide the tools (both software and hardware) necessary for system maintenance which has resulted in serious malfunctions. These malfunctions have already caused the system to requiring to be reset due via the circuit breaker panels due to the entry and exits doors locking unexpectedly, preventing the personnel within the area from exiting through the main entrance in the event of an emergency.

Section D: Efforts to Obtain Competition

Due to the restrictions set forth in DAFI 31-101 and the Non-Nuclear Configuration Management Database, the Command Post is limited to which IBDSS it can use. In order to ingrate the CP system with the Base Defense Operations Center (BDOC), the system installed will need to either be compatible with the Vindicator system they are currently using or have the Vindicator system installed to prevent any interruption security.

Vindicator is made by Honeywell, however, several Small and Large Businesses are Honeywell certified

20 Apr 2017 Page 2 of 2 vendors who can fulfill this requirement. Sufficient competition can be obtained within the Honeywell certified vendors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Vindicator IDS is an Air Force approved system and includes maintenance support, after the initial one (1) year warranty and maintenance requirement expires, funded by the Air Force for the life of the IDS system. If this was a standalone system and not connected to Base Defense Operations Center (BDOC) monitoring system, the requirement would not be limited to Honeywell Vindicator brand. Future requirements will be limited to only Non-Nuclear Intrusion Detection System (IDS) approved products/equipment and shall comply with all sanctioned requirements to connect the the Mountain Home monitoring system. The government will continue to monitor market information, the Non-Nuclear Intrusion Detection System (IDS) Equipment Authorized Products List and technical publications to determine whether any other source can meet IDS needs at Mountain Home.
