Amendment 00001

Furnishing Management Services

QUESTION AND ANSWERS

Q1. What is the historic (last 24 months) workload data?

A1: Aside from weekly preventive maintenance of 63 washers and 63 dryers other tasks vary (i.e. installing and removing furnishings) average is 5 to 7 work tasks between the six (6) facilities on a weekly basis.

Q2. Does the contractor have to provide the following: Tools? If so, what type? Equipment?

Forklift? Box Truck? Stake Truck with lift gate? Janitorial Supplies?

A2: Contractor shall supply any tools they wish to in order to perform the tasks listed in the PWS other than those stated in Appendix C – Incidental GFE.

Q3. What are the Task/Subtask that the Government expects the contractor to address in their Technical Approach?

A3: Periodic maintenance and inspection of washers and dryers, ice machines and furnishings

Q4. Who provides Personnel Protective Equipment such as Safety Shoes, Eye protection, gloves, back braces, eye wash stations?

A4: Contractor shall supply PPE to include eye wash station

Q5. Who provide internet services and access to base systems (aka eMH)?

A5: Government will provide computer connected via Air Force LAN. Contractor shall need to have Common Access Card (CAC) access in order to login/perform admin and eMH duties

Q6. Who provides computers and printers and printer supplies?

A6: Computers, printers, printer supplies are considered incidental GFE and supplies

Q7. Who provides water in the warehouse for employees?

A7. Potable water is available to warehouse workers. If bottled or purified water is desired, contractor or employees shall need to provide

Q8. CLIN 0002, 1002, 2002, 3002, 4002, 5002 - Reimbursable Materials, Parts and Appliances:

Since we do not know the frequency or specific types of items that will need to be replaced, will the Government provide either the historical spend rate for these items or assign a plug in funding amount for this series of CLINs?

A8: CLIN will be updated to reflect the Government budget of $5,000 per period of performance (PoP). Some existing parts (i.e. lid locks for washers) are on hand and included in Appendix C

Q9. CLIN 0003, 1003, 2003, 3003, 4003, 5003 - Is there a total inventory list for items with associated locations for the Annual Inventory? In order to determine the level of effort needed to support this requirement, we will need to know how many items need to be inventoried.

A9: There are approximately 11,650 line items, (beds, lamps, chairs, night stands, dressers etc.,) which shall need to be inventoried.

Q10. CLIN 0004, 1004, 2004, 3004, 4004, 5004 - Is there a total inventory list for High Value & Pilferable Items with associated locations? In order to determine the level of effort needed to support this requirement, we will need to know how many items need to be inventoried.

A10: There are 18 flat screen televisions which are currently installed and valued at $12.6k.

There are an additional four (4) brand new in box, located in the warehouse which are valued at $2.5k

Q11. Appendix E - Are there scanners or barcode readers that are utilized on this project? There were none listed in the Appendix for Government Furnished Equipment.

A11. Scanners are part of the label printer which is listed (as one of the printers) in Appendix E.

Q12: Is a Continuation of Essential Contract Services (MECS) plan due with the proposal? Or is it due post award? If due with the proposal, and as there are no other volumes, are bidders meant to send in a separate document along with their pricing? In what format?

A12: PWS para 5.7 (page 10) states “The Contractor shall submit a mission essential contingency plan to the CO NLT 30 calendar days following contract award.”

Q13: As September 5 is a holiday, will the Government please extend the due date?

A13: Yes. The new response date is 6 Sep, 2:00 P.M. MT

Q14: There are several clauses incorporated by reference (for example 52.219-27, Notice of Service-Disabled Veteran-Owned Small Business Set-Aside (Sep 2021) that suggest this is NOT a set-aside for WOMEN-OWNED SMALL BUSINESS (WOSB) ELIGIBLE UNDER THE WOMEN-OWNED SMALL BUSINESS . Will the Government please clarifiy this is a WOSB set-aside.

A14: FAR 52.219-27 is not marked as applicable in FAR Clause 52.212-5. This requirement is being solicited as a WOSB set-aside. FAR Clauses 52.222-35 and 52.222-37 have been deleted

Q15: As no instructions or evaluation criteria are provided, how does the Government want bidders to organize their response?

A15: Addendum to 52.212-1 is included as an attachment with this amendment.

Q16: A WD 2015-5513 was updated via Revision 18 on July 21, 2022. Since this is the latest revision and was implemented by DOL prior to the solicitation being released, will the Government update the documents in the solicitation to reflect this latest AWD revision?

A16: SCA Wage Determination 2015-5513, Revision #18, dated 21 July 22 is included as an attachment to this amendment.

Q17: PWS – 7.0, Periodic Progress Meetings – Does the Government require contractor corporate representatives to attend these meetings? If so, will a conference call or video conference be acceptable in lieu of traveling across the country to attend these meetings in person?

A17: These meetings can be handled through either Teams or telecom

Q18: Is this work currently being performed under a contract? If so, can you advise contract number and current incumbent as well as awarded value?

A18: The previous contract ended on 31 Jul 22; there is currently no one performing the requirements under this PWS.

Q19: What is the minimum and maximum number of Past Performances? If there a page limit for Past Performance Volume?

A19: The page limit is 15. See Addendum to 52.212-1

Q20: What is the Government expecting the contractor to provide by way of a Technical Volume? Is there a page limitation?

A20: See Addendum to 52.212-1

Q21. What is the font and size (Times New Roman 12?) that the Government is looking for the contractor's Technical and Past Performance volumes to follow?

A21: See Addendum to 52.212-1

Q22. Since the Service Contract Act (SCA) and applicable Wage Determination are applicable to this acquisition, will the Government please provide the SCA hire dates for all current incumbent staff so bidders may accurately price the earned PTO accrual rates for the current incumbent staff?

A22: The previous contract ended on 31 Jul 22; there is currently no one performing the requirements under this PWS.
