APPENDIX Q
PRIVATELY OWNED VEHICLE (POV) SHIPMENTS
Q-1
1. INTRODUCTION. Hardlift shipments are to/from all locations other than those serviced by Vehicle Processing Centers (VPC). Curacao is considered a hardlift area and will require an Export Traffic Release (ETRR)/One Time Only (OTO) tender for vehicle shipping request through Surface Deployment and Distribution Command (SDDC).
2. The contractor shall administratively process all documents required to ship and receive POVs. It is responsible for shipping and receiving POVs between ports/VPCs.
CONUS/OCONUS VPCs are listed in DOD 4500.9R, Attachment K-3. Contractor shall follow procedures in DOD 4500.9R part IV, Chapters 408 and 410, the JTR Chapter 5, Part A, Section 6, AFI 24-501 Chapter 6 and all SDDC directed procedures.
3. CONTRACTOR RESPONSIBILITIES INBOUND.
3.1. Inbound procedures for Curacao Vehicle Pick up Process. The contractor must provide verifiable notification to the member of the POV at destination. Maintain copies of all documentation in an official electronic file along with all pertinent contact information. Perform joint vehicle inspection with the member, using DD Form 788, Private Vehicle Shipping Document for Automobile. All readily visible loss and/or damage will be noted on the DD Form 788 prior to the member leaving. Advise the member on the loss and damage claims procedures.

4.0. CONTRACTOR RESPONSIBILITIES OUTBOUND.
4.1. Outbound procedures from Curacao (to CONUS or another OCONUS assignment).
Vehicle Turn-in Process. The contractor must:
a. Require the member to present government/state-issued picture identification and a copy of their PCS orders (including amendments).
b. Counsel the member on the vehicle movement process and complete all documentation required for movement (DD Form 1797, Personal Property Counseling Checklist).
c. Perform a joint inspection of the physical condition of the POV with the Member (DD
Form 788, Private Vehicle Shipping Document).
d. Ensure that no unsafe, inoperable, or leaking vehicles are accepted for shipment.
e. Require the member to provide proof of vehicle ownership (copy of title or current registration and lienholder information).
f. Require the member to provide written approval from leasing or Lienholder Company authorizing export when leased or a recorded lien exists in the US.
g. Require the member to provide a Power of Attorney and/or Letter of Authorization (for designated agents not identified on the orders).
h. Attach an identification label on the vehicle to identify delivery location/VPC.
i. Prepare and process an ETRR/ OTO and process through SDDC for transport of POVs.
j. Upon receipt of the PCM (Port Call Message) direct the Member to deliver POV to vessel agent facility (provide address) prior to the estimated vessel arrival date.

4.2. Records. Maintain copies of all documentation in an official electronic file along with all pertinent contact information, to include the Member’s unit and home addresses, telephone numbers, email addresses, and any information to contact the Member at destination. The Government shall have access to all POV files on demand. Documents below will be faxed or emailed to destination VPC and maintained electronically.
a. Customs documentation
b. DD Form 788
c. PCS orders
d. Vehicle registration/title power of attorney and/or lien
5.0 MEMBER RESPONSIBILITES.
5.1. “Shipping Your POV”. Member will review and follow the guidelines in “Shipping Your POV” Attachment K3 and provide the document below to the contractor.
5.2. Licenses, Permits, and Insurance. Licensing, Tag, Insurance and adhering to country Motor Vehicle Codes is the Member’s responsibility. The Member must present government/state-issued picture identification and a copy of their PCS orders (including amendments).
5.3. Proof of ownership. The Member must provide proof of vehicle ownership (copy of title or current registration and lienholder information).
5.3.1. Leased or Lien Holder. Submit written approval from leasing or lien Holder Company authorizing export if the vehicle is leased or has a recorded lien in the US, and a Power of Attorney and/or Letter of Authorization (for designated agents not identified on the orders).
5.4. Vehicle Preparation. Member will ensure the POV is clean and in working order (No unsafe, inoperable, or leaking vehicles will be accepted) and fuel tank will not contain more than ¼ tank when presented for shipment.
5.5. Delivery to Port Agent. Upon notification of vessel arrival the Member will deliver the POV and documentation provided by contractor to the designated vessel agent addressed in the Port Call Message.
