APPENDIX M
1.0 QUALIFICATIONS & KEY PERSONNEL
This Appendix provides the minimum qualifications and/or Key Personnel for U.S. personnel to execute the FOL/BOS contract. This includes: position/title, work experience, education, clearance, and certifications. Any additional qualifications or Key Personnel from the bidder’s proposal shall also be incorporated into this Appendix. For any positions identified as Key Personnel, if that position requires multiple personnel for your technical approach, only one (1) person shall be designated as Key Personnel. This Appendix is considered proprietary and not releasable under the Freedom of Information Act.
In some limited cases, the contractor is authorized to substitute experience that greatly exceeds the minimum education requirements that are not fully met. Two years of directly related experience is roughly equivalent to one (1) year of formal education for those not meeting the educational requirements.

Complete the following computer based training within 30 days of appointment.

Shall be able to troubleshoot using the following test equipment:
analog/digital multimeters, line tester, oscilloscope, fiber/copper testers, and signal/function generator
Shall be able to update configuration management using automated systems (NOTAMs/patches) i.e.

Shall be able to maintain operational, configuration, and other standard operating procedures (SOPs)
Shall have general knowledge of network administration, possess network configuration management skills and understanding of network topologies, i.e. TCP/IP
