SUBJECT: Request for Information (RFI) for pre-positioned Enterprise War Reserve Materiel (E-WRM) Services SupportBusiness Case Analysis (BCA)
1. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY. Responses are requested by 1600 on 7 January 2019. The Government is seeking industry input from all sources (small and large business) at this time. The Government plans to consider all information submitted in response to this request as part of the E-WRMBCA, in particular market capabilities and acquisition strategy perspectives.
2. The United States Air Force, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Joint Base Langley-Eustis, VA, is in the process of determining Industry’s ability to provide future-state “Enterprise WRM” services in the U.S.
Indo-Pacific Command (USINDOPACOM), and U.S. European Command (USEUCOM)/U.S.
Africa Command (AFRICOM) Areas of Responsibility, as well as limited services in CONUS.
These services may include, but not limited to, providing receipt, storage, inventory, accountability, preventive/corrective maintenance, outload and reconstitution of pre-positioned WRM assets supporting Pacific Air Forces (PACAF) and U.S. Air Forces in Europe-Air Forces Africa (USAFE-AFAFRICA), as well as periodic support for CONUS-staged assets at Holloman AFB, NM. Additionally, these requirements may include contractor furnished facilities and mission support vehicles, and will require full compliance with all host nation labor laws. Since there is an exisiting U.S. Air Forces Central (USAFCENT) WRM contract (FA4890-17-C-0005 to DynCorp, International) solution in place, E-WRM will have a two phase approach with Phase 1 focusing on the PACAF, USAFE-AFAFRICA and CONUS requirements. Phase 2 will eventually bring the USAFCENT requirements into the E-WRM program (implementation process & dates TBD). This RFI request is in reference to Phase I only.
3. There is currently no standardized approach to support pre-positioned WRM across the USAF Enterprise. Support solutions include: full organic support, international cost-sharing agreements, full contractor support, and full host nation support. Since 2015, the strategic vision of the 635th WRM Global Management Office (GMO), has included an “Enterprise WRM Sustainment Contract,” viewed not necessarily as a singular contract, but as an acquisition solution that provides global coverage and flexibility for all pre-positioned WRM.
The ultimate objective is to meet global pre-positioned WRM support requirements, and provide capabilities that support the operational requirements of the service components of the COCOMs. The mission will be primarily conducted at existing and new emerging locations throughout the USINDOPACOM and USEUCOM AORs and may include a deployable team capability to support forward deployment of WRM for exercise and operational use.
4. PACAF and USAFE each have a combination of long-standing support structures for existing locations, while AFMC’s WRM storage mission is based at Holloman AFB. See details below:
a. PACAF: On the Korean peninsula, “Mutual Logistics Support and Special Measures
Agreements” are in place to support pre-positioned WRM at several collocated operating bases (COBs). At Kadena AB, Japan, pre-positioned WRM is supported by the host wing, while at Andersen AFB, Guam, pre-positioned WRM is supported by a combination of locally contracted support, organic support, and AFCAP task orders.
b. USAFE: The Central Region Storage Facility (CRSF) in Sanem, Luxembourg provides support of pre-positioned WRM through a bilateral international cost-sharing agreement, while locations such as Ramstein AB, Germany and RAF Fairford use full organic support. At two (2) COBs in Norway, the host nation provides all support.
c. AFMC: The 635th Materiel Maintenance Group (MMG) at Holloman AFB, NM uses organic resources to support WRM BEAR, FSE and Vehicles. There are occasional “surge” requirements at Holloman when newly procured WRM assets are sometimes staged at Holloman awaiting availability of OCONUS storage and maintenance capabilities; 635 MMG is not resourced to support these surge requirements.
5. ACC AMIC has been tasked to identify and analyze various courses of action (COAs) to determine the most cost-effective acquisition strategy/solution that meets statutory, regulatory and mission requirements. As WRM has historically seen decreasing organic support resources, respective Requirement Owners (e.g. AFSC, PACAF, USAFE-AFAFRICA, USAFCENT, etc.)
must look towards outsourcing this effort to Industry. This BCA will provide a recommended way forward.
6. AMIC is considering a wide range of options and is seeking Industry feedback/input to the acquisition strategy. Options being considered include, but are not limited to:
a. Source Selection Method
1) What should be traded off for to provide the Goverment with the best value?
b. Contract Type:
1) A single Enterprise-level single award contract; CR/CP/FFP/Hybrid CLINs?
2) Separate MAJCOM-level single award contracts; CR/CP/FFP/Hybrid CLINs?
3) An Enterprise-level multiple award contract, ID/IQ contract; CR/CP/FFP/Hybrid
Task Orders?
c. Major contract aspects to consider:
1) Contractor provides all mission support vehicles and “people-movers”
2) Contractor provides all mission support equipment/tools
3) Where existing Government facilities/bases do not exist, Contractor provide all storage & maintenance facilities
4) Contractor responsible for all transportation/transportation management functions from storage locations to/from nearest airport/seaport or, when required, line-haul to deployed locations
5) Contractor responsible for all facility maintenance of Government-furnished facilities or
6) Organic resources available to provide facility maintenance support
7) Host Nation challenges (e.g. labor laws, timeframe for mobilizing employees, etc.)
7. The Acquisition Strategy notional timeline is as follows:
Market Research – Oct-Dec 2018 Develop/Analyze COAs – Jan 2019 Acquisition Strategy Development – Feb 2019 Review/Coordination – Mar 2019 Acquisition Strategy Approval – Mar 2019

8. Request you review each of the following attachments described and provide a thorough response based on the information needed. Attachment 1, Statement of Objectives (SOO), provides the initial objectives/thresholds of the Phase I effort. Attachment 2, Requested Information, is a list of essential items in which your response is necessary in order to fully develop COAs and shape any potential resulting acquisition strategy. Please include any assumptions made, perceived risks, and proposed solution-sets to meet the SOO requirements.
9. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. Please submit the requested information to this office by NLT the closing date and time (17 Jan 19, 4:00 p.m.
