Enterprise WRM RFI Attachment 1

STATEMENT OF OBJECTIVES (SOO)

Enterprise War Reserve Materiel (E-WRM) Support

1. Program Objective

The objective of this requirement is to provide storage, accountability, inventory, preventive/corrective maintenance, outload, reconstitution, exercise and contingency logistics support services for pre-positioned USAF WRM in the USINDOPACOM and USEUCOM AORs, representing Phase 1 of this effort. Contractor performance locations will include existing storage sites as well as new/emerging locations yet to be determined. Where Government Furnished Facilities (GFF) are provided the contractor may be responsible for the maintenance and repair (M&R) and minor construction (MC) of GFF, depending on the presence/capabilities of host unit or host nation civil engineers at these locations. When provided, the contractor shall maintain and repair Government Furnished Property (GFP)/Government Furnished Equipment (GFE). In some locations, the contractor may be required to provide facilities and equipment to support the WRM storage & maintenance operation. With the exception of military-unique vehicles where there is no commercial solution to provide the required capability, the contractor will be required to provide all mission support vehicles and associated support to fulfill contract requirements. As COCOM requirements are dynamic, existing storage sites may be closed and new sites opened/closed throughout the period of performance of this program.

1.1 Scope of effort:

1.2.1 Pre-positioned WRM assets may include Basic Expeditionary Airfield Resources

(BEAR), Aerospace Ground Equipment (AGE)/Expeditionary Aerospace Ground Logistics Equipment (EAGLE), Fuels Support Equipment (FSE), Medical WRM, Suspension & Release Equipment (S&RE)/Tanks, Racks, Adapters & Pylons (TRAP), Vehicles, Munitions, Munitions Materiel Handling Equipment (MMHE), Rapid Airfield Damage Repair (RADR) sets, Mine- Resistant Ambush-Protected (MRAP) vehicles (including associated COMSEC), War Consumables Distribution Objective (WCDO), Peacetime Operating Stocks (POS), and Mobility Readiness Spares Packages (MRSP). Additional emerging WRM capabilities may be added as they are developed and acquired. AFMC stages some PACAF and USAFE WRM at the 635th Materiel Maintenance Group (635 MMG), Holloman AFB, NM.

NOTE: For the purposes of this RFI (Phase 1), neither Munitions nor Medical WRM are assumed to be included in the PACAF/USAFE requirements, while they are included in current USAFCENT requirements.

1.2.2. Provide sufficient resources to ensure WRM assets are stored, inventoried, and maintained to meet required serviceability rates. For RFI purposes assume 90% fully mission capable (FMC) rate for all commodities.

NOTE: Some WRM assets serviceability rates are based on end items (e.g.

Vehicles, MRAP), while others (e.g. BEAR, FSE) are based on Unit Type Codes (UTCs).

1.2.3 Meet Air Force standards for annual inventories, accountability, periodic maintenance inspections (PMIs), Traffic Management, Material Management, Information Management, Computers & C4I Systems Administration, corrosion control, Technical Order (T.O.) management, Environmental, Safety & Health.

1.2.4 Prepare and ship WRM to meet outload requirements and timelines to support operational and exercise requirements.

1.2.5 Receive, inspect, and reconstitute WRM returning from operational or exercise use.

2. Program Management Objectives

2.1 Proactively manage all aspects of the contractor-provided service. Emphasis will be placed on management commitment, continuous process improvement, responsiveness and flexibility to operational requirements, and effective communication.

2.1.1 Provide an organizational structure with the contractor WRM leadership hierarchy, identification of key personnel, assigned roles and responsibilities, and lines of authority. Provide a certified (where applicable), trained, and qualified workforce. There shall be no mission impact due to position vacancies or personnel qualifications.

2.1.2 Provide and adhere to mandatory instructions, publications, technical orders and Contractor-developed work instructions.

2.1.3 Provide a Quality Management System (QMS) compliant with the most current ISO 9001 standards.

2.1.5 Provide a Risk Management Plan for Government acceptance.

2.1.6 Comply with applicable provisions of DoD 5220.22-M National Industrial

Security Program Operating Manual, the requirements set forth in the DD form 254, Contract Security Classification Specification, DoD 5200.2-R, Personnel Security Program, AFI 31-401, Information Management Security Program, AFI 31-501, Personnel Security Program Management and AFI 31-601, Industrial Security Management.

2.1.7 Ensure compliance with Occupational Safety and Health Administration (OSHA) regulations and AFI 91-203, Air Force Consolidated Occupational Safety Instruction.

2.1.8 Ensure Operational Risk Management (ORM) is institutionalized within all contractor workplaces.

2.1.9 Meet or exceed Environmental, Occupational Health and Safety program statutory, applicable regulatory requirements, and the Overseas Environmental Baseline Guidance Document (OEBGD); comply with U.S. and Host Nation requirements, whichever is more strict.

2.1.10 Monitor, measure, analyze, and report customer satisfaction.

2.1.11 Control, track, and report costs.

2.1.12 Actively participate in Government-directed meetings/briefings, such as Program

Management Reviews (PMRs), technical/functional exchanges, Award Fee Review Boards (AFRB) (if applicable), Theater Working Groups (TWGs), and other functional meetings/tele-conferences, as required.

2.1.13 Where Government material and property are provided, manage property control IAW FAR Part 45.

2.1.14 Provide all equipment, and supplies required to support operation and maintenance of the WRM assets to meet performance requirements.

2.1.15 Obtain and store any required fuel and POL products to support WRM storage and maintenance requirements. All products should meet required U.S.A.F.

specifications for each equipment or vehicle asset.

2.1.16. Provide all mission support and personnel support vehicles.

2.1.17. When required, provide storage, maintenance and administrative facilities.

2.1.18. Comply with DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting.

3.0 Contract Objectives

3.1 Provide all contract administration required to fulfill contract requirements. Provide all data and information, including deliverables or contract requirements in electronic format compatible with approved Microsoft Office 2013 or higher.

3.1.1 Address all contractual issues and correspondence with the Contracting Officer

(CO).

3.1.2 Identify a single point of contact for all contract coordination.

3.1.3 Provide non-proprietary format internet electronic mail communications accounts to receive and coordinate mission information, tasking, and general administrative matters.

3.1.4 Provide a Service Contract Cost Performance Report. Financial reports and invoices would be required 30 days after contract start. Each subsequent submission would occur NLT than five (5) business days after the end of the month, for the life of the contract. Invoicing for cost reimbursables would occur within sixty (60) calendar days of the incurred cost to enable the Government to quickly match approved cost estimate amounts with actual costs incurred for the specific estimate.

3.1.5 Wide Area Work Flow (WAWF). Submit invoices for services by specific Contract Line Item Number for Government acceptance/approval through WAWF. The Government will provide WAWF instructions and training as necessary to the contractor for the implementation and use of electronic invoicing via WAWF.

3.1.6 Provide the following types of insurance IAW FAR 52.228-5

3.1.6.1 Comprehensive General Liability: $500,000 per person and $500,000 per accident for bodily injury.

3.1.6.2 Automobile Insurance: $200,000 per person and $500,000 per accident for bodily injury and $500,000 per accident for property damage.

3.1.6.3 Standard Workman’s Compensation and Employer’s Liability Insurance (or, where maritime employment is involved, Longshoremen’s and Harbor Worker’s Compensation Insurance) in the minimum amount of $100,000.

3.1.6.4 Aircraft public and passenger liability: $500,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability;

$1,000,000 per occurrence for property damage. Passenger bodily injury liability limits of $500,000 per passenger, multiplied by the number of seats or number of passengers, whichever is greater.

3.1.7 Travel. All contractor travel required by the government will be approved by the PM. Receipts will be attached in WAWF identifying actual costs.

3.1.8 Enter into a cooperative agreement with external Contractors in accordance with Associate Contractors Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirement. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the E-WRM contract which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. For example, if different contractors are on separate task orders within the same AOR an ACA will be required to consider lateral support requirements, should they occur.

3.1.9 Report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract into the Enterprise Contractor Manpower Reporting Application (www.ecmra.mil) for the fiscal year (1-Oct through 30-Sep). All data will be entered by 18 Dec for the previous completed fiscal year.

3.1.10 Quality Management System (QMS). Develop, document, implement, maintain, and continuously improve a comprehensive, higher-level QMS ensuring compliance with all requirements of this SOO and Appendix G, Quality Management System. The contractor shall use and comply with the most current ISO 9001 requirements.

3.1.10.1 Allow Contracting Officer Representative (COR)/CO/PM access to all work areas and data, provide support, and do not interfere with the COR and other designated personnel in the performance of their official duties. Allow unescorted access to appropriately cleared personnel assigned to evaluate those areas for controlled and restricted areas.

3.1.10.2 Non-Conformance. Take immediate corrective action for all non-conformances identified during Government surveillance.

3.1.11 Ensure all contractor personnel maintain a professional appearance and comply with all host unit requirements for contractor access, badging, clothing and display of identification/logo (e.g. contractor logo on shirt).
