Responses to the attached questions are requested by January 17, 2019 as part of market research for the potential contract.

E-WRM RFI Attachment 2

REQUESTED INFORMATION

Enterprise War Reserve Materiel (E-WRM) Services Support

1. Please refer to the Attachment 1 - Statement of Objectives (SOO) and provide a response that addresses each of the following questions/considerations in the format of your choice; include any related assumptions, issues, and risks associated (if applicable). This information will be used to develop Courses of Action (COAs) and to shape any resulting acquisition strategy.

1.1. Source Selection Method

1.1.1. What trade-off(s) do you recommend the Government make? Past Performance?

Relevancy? Technical Factors? Management Oversight?

1.2. Contract Type

1.2.1. What is your recommended contract type? Why?

1.2.2. If not a MAC/IDIQ, why?

1.2.2.1. If MAC IDIQ, should the Government award by area of responsibility (AOR), region, country, or site?

1.2.3. Where do you see opportunities for Firm Fixed Price (FFP) CLINs?

1.2.4. What incentive/award fee structure would you recommend?

1.3. Major Contract Aspects

1.3.1. The Government is considering requiring the Contractor to provide all mission support vehicles and personnel support vehicles necessary to fulfill the requirements of the contract

1.3.1.1. What are your concerns?

1.3.1.2. How much time is necessary for “transition” to put in place required assets to begin the mission?

1.3.1.3. Contractor-Furnished Vehicles would be on a Firm Fixed Price CLIN.

What risks do you anticipate?

1.3.2. The Government is considering requiring the Contractor provide all mission support equipment/tools (FFP) and utilities, fuels, etc. (CR).

1.3.2.1. What are your concerns?

1.3.2.2. How much time is necessary for “transition” to put in place required assets to begin the mission?

1.3.3. At locations (still TBD) where no Government facilities exist, the Contractor may be required to provide storage, maintenance & administrative facilities.

1.3.3.1. What issues or challenges do you foresee?

1.3.3.2. Would you recommend these be provided as CR or FFP?

1.3.4. Contractor may be required to perform facilities maintenance (preventive & corrective) for Government-furnished Facilities.

1.3.4.1. What are your concerns?

1.3.4.2. How would you recommend the requirement be structured?

1.3.5. The Contractor will be required to provide all transportation management (i.e.

TMO function) and transportation (either Contractor-provided or sub-contract at

E-WRM RFI Attachment 2 time of need) to/from nearest APOE/APOD; SPOE/SPOD, or, when required, line-haul to/from deployed locations.

1.3.5.1. What issues or challenges do you foresee?

1.3.6. What opportunities do you see for consolidating work and how?

1.3.7. What do you consider the most significant cost-drivers associated with this requirement? How can contractual costs be reduced?

1.4. Host Nation Challenges

1.4.1. While many storage locations have not yet been determined, or HN agreements have not yet been negotiated/completed, what is your experience in dealing with challenging HN labor laws and sometimes cumbersome mobilization issues?

1.5. Contract Length

1.5.1. The Government is considering a contract period of performance range with a base year and up to 8 option years, for a total of 9 years plus a 6-month optional extension period.

1.5.1.1.What is do your recommend for contract length?

1.6. What is your general risk assessment of an Enterprise WRM services contract?

1.7. Do you have any concerns with an enterprise solution?
