1 RFP, Section M-3.4.1 Section M-3.4.1 states that there is “A plug figure is incorporated into Section B for the Travel and Event Coordination Support requirements”; however there is no figure listed in Section B. Can you please provide?
Event Coordination Support:
Base and OY 1 - $12,000
OY 2 - $6,400
Travel:
Base and OY 1 - $50,000
OY 2 - $25,000
2 RFP, Section L-9.3.2 The contractor is requirement is to complete “the necessary fill-ins and provide any information requested” for Sections C through I. It appears that there are no areas that need to be filled-in and normally these sections are reserved for the Government to complete. Please clarify.
The RFP does not have any fill-in areas in Sections C through I.
3 RFP, Section L-8.1.1
The instructions state that “If this is a first time joint effort, each party to the arrangement must provide a list of past contracts of relevance.”
Question: Can you please clarify whether a “joint effort” specifically refers to a joint venture (JV) legal entity or whether it simply refers to any type of teaming arrangement.
"Joint Effort" means "joint venture" or "teaming arrangement."
4 RFP, Section L-8.1.1
The instructions state that “Offerors shall provide up to three (3) contract references…” and then state that “If this is a first time joint effort, each party to the arrangement must provide a list of past contracts of relevance. The Government will evaluate no more than three (3) contract references for each party of a first time joint effort.” Question: Since the instructions state that offerors must provide up to three (3) contract references, can you please confirm that the maximum three references includes references from both the prime contractor and each party of a first time joint effort.
The maximum allowable contract references are three (3) per offeror. An offeror may include past performance from established joint efforts (Joint Ventures and/or Teaming Arrangements). If an offeror is currently in an established joint effort and that joint effort will be submitting a proposal, the joint effort is required to submit past performance with that partner up to no-more than 3 references. First time joint efforts, with no past performance as a joint effort, may have each party member submit up to 3 contract references for evaluation (for example, if the joint effort is a partnership, each company shall submit no more than 3 separate past performance references, for an aggregate total of no-more than 6).
5 RFP, Sections L-8.1.1 & L-8.1.2
The instructions state that “If this is a first time joint effort, each party to the arrangement must provide a list of past contracts of relevance. The Government will evaluate no more than three (3) contract references for each party of a first time joint effort.” Question:
Can you please clarify whether the references the Government will evaluate for each party of a first time joint effort are only to be listed as part of the “list of past contracts of relevance” or whether they are full written PPI Summaries (contract information, summary of scope, relevance, etc.) as described in L-8.1.2 PPI Summary.
All parties members are to list past contracts of relevance and submit PPI Summaries in accordance with subsection L-8.1.2.
