PWS 4.2.2 Instructor Qualifications states “instructors shall meet the following requirements according to their specialty” and then goes on to list the different levels of required qualifications according to instructor specialty. However, the existing CBAs list only one type of instructor at each site “Instructor/SME” and includes language addressing “Lead Instructor” pay as required.

a. Are all instructors, regardless of PWS required qualifications/specialty, regardless of achieved qualifications/specialty, and regardless of use of those instructors on the PWS/CLIN requirements for which they are qualified, to receive the exact same CBA pay in offeror’s proposal?

b. How does USG distinguish between base or lower levels of qualifications vs. higher required qualifications regarding CBA pay structure?

c. How does that apply to offeror’s proposal?

a. Instructors are paid IAW the applicable CBA (i.e., the instructors working on the A-10 at Davis-Monthan will be paid IAW that CBA).

b. The CBA does not make that distinction.

c. Although the PWS distinguishes between the levels of qualifications, the CBA does not; therefore, it does not apply.

21.
A10 EC130 PWS Version 0.2 dated 22 March 2018. 2015 BGI-D-M Training Association CBA. 2015 BGI-Moody CBA. 2015 C2- Davis-Monthan CBA Article 15, FTU Pay for Instructor SME

23.
A10 EC130 PWS Version 0.2 dated 22 March 2018. Section 1.9.14, Recruitment and Retention Plan

24.

The workload tables do not make that distinction.
26.
A10 EC130 PWS Version 0.2 dated 22 March 2018. Table A1.25

b. If yes, what CBA rate is to be used for Table A1.25 Registrar “TRS” position?

a. Yes.

b. The Registrar position was added on late in the contract performance. The registrar positon is price at the Scheduler rate.

27.
2015 BGI-D-M Training Association CBA. 2015 BGI-Moody CBA. 2015 C2- Davis-Monthan CBA

a. Request USG identify specific requirement, roles, responsibilities that Word Processor II would fulfill?

b. If WPII is being used to fulfill a CWD production team role, request USG identify the specific requirements of that role.

a. This is an internal contractor support position. The position is dedicated to supporting this contract only.

b. This position does not support CWD.

28.
A10 EC130 PWS Version 0.2 dated 22 March 2018. Attachment 9, Exam Package
Attachment 9 Exam Package states “contractor will prepare and deliver examination questions for each lesson identified in the syllabus as being a testable lesson.” For labor scope purposes, request USG provide syllabus listing total number of “testable lessons” required per each requirement of ILT, ICW, A-10 TDs, EC-130 TDs
Approximately 300 EC-130H lessons and 270 A-10 lessons but can vary based on syllabus changes.

A10 EC130 PWS Version 0.2 dated 22 March 2018. Table 1.1, Training Media Chart
Table 1.1 Training System Media Chart, EC-130H Training Devices documents (Mission Kit, Gradesheets, Mission Scenarios).

a. Are all of these documents/deliverables included as part of PWS Attachment 14 “EC-130H WST Scenario Development” requirements? Or are they separate “Lesson Support Document” requirements?

b. If they are separate, what PWS Attachment defines the requirements?

a. Yes, they are included in Attachment 14 and this covers the WST (Flight deck sim) and CCMCS (Mission sim).

b. N/A

30
A10 EC130 PWS Version 0.2 dated 22 March 2018. Tables A1.15 and A1.16
Table A1.15 Note and Table A1.16 Note states “Each WST NSE is projected for a workload of 200 hours.” Does this mean that USG has estimated offeror labor for each hour of New Scenario Equivalent at 200 total labor hours per 1.0 hour of WST NSE?
Affirmative
31.
A10 EC130 PWS Version 0.2 dated 22 March 2018. Table 1.1, training System Media Chart
“Support Documents” (for ILT and ICW/CBT) and “Lesson Support Documents” (for A-10C TD and EC-130H TD) are listed as required working document deliverables. For labor scope purposes, request USG define specific requirements of Support Documents and Lesson Support Documents for ILT, ICW, A-10 TD, and EC-130 TD packages.
The lesson supporting documents for both the A-10 and EC-130 training devices would include any document required to accomplish the training task outside of the normal courseware documents (i.e. mission planning forms, charts, maps, FLIP, performance data, weather briefings, etc.) Scenarios may require some or all of the documents to facilitate the desired training outcome.
32.
A10 EC130 PWS Version 0.2 dated 22 March 2018. Table 1.1, training System Media Chart
Student Workbooks/Workbooks/Graphics requirements are not discussed anywhere in PWS. Request USG identify specific Student Workbook (and supporting graphics) requirements and which ILT, ICW, A-10 TD, and EC-130 TD packages they complement.
Student workbooks and associated graphics are maintained through the CWD schedule. The syllabi drives this requirement.
33.
A10 EC130 PWS Version 0.2 dated 22 March 2018. Table 1.1, training System Media Chart
Table 1.1 Training System Media Chart shows a requirement for A-10C Training Devices (FMT, HOTAS, CFT) and associated deliverables. PWS list requirements for A-10C DM HOTAS Instructor Hours (Table A1.20), but PWS does not appear to list any requirements for New Equivalent nor New Scenario Equivalent in support of A-10C Training Devices (FMT, HOTAS, CFT) deliverables.

What PWS Appendix 1 paragraph/table quantifies a development rate or new equivalent hours for A-10C TD (FMT, HOTAS, CFT) media development?

There is no requirement for scenario development for the A-10C. This is accomplished under the New Lesson Equivalent, reference Table A.1.26 (A-10C Annual Requirements Contract Year 19 – 23).

34.
