PRE-SOLICITATION Q&A
13/8/18PWS para 4.4.19.Paragraph 4.4.19 requires the Prime to “possess, or acquire prior to release of final solicitation, a facility clearance.” Given the use of the new All Small Business Mentor/Protégé program that could eliminate some credible bidders from the evaluation. In the past this requirement had to be in place by award. Will the Government consider changing this requirement?Paragraph 4.4.19. Facility Clearance, of Draft PWS Version 0.1, dated 5 Mar 2018 has been changed to read: Facility Clearance. The contractor must possess, or acquire a Top Secret Facility Clearance prior to award.
23/9/18PWS para 4.4.19.It will be difficult for SDVOSB concerns that are waiting on FCL approvals from the DSS to compete for this contract. DSS has openly stated they have a significant backlog. Will the government consider changing this
requirement so as to allow for award of the required FCL either at contract start of services or at a minimum contract award date?Paragraph 4.4.19. Facility Clearance, of Draft PWS Version 0.1, dated 5 Mar 2018 has been changed to read: Facility Clearance. The contractor must possess, or acquire a Top Secret Facility Clearance prior to award.
33/11/18PWS 1.5.2Draft PWS 1.5.2 requires submission of an Instructional Systems Development (ISD) Management Plan with the proposal. Under what Technical Subfactor should the ISD Management Plan be included? The ISDMP is not required as part of the proposal submittal. The final PWS to be issued with the RFP has been updated in several areas and paragraph 1.5.2.1 has been updated to state the following: After contract award, the contractor will submit the ISDMP as a stand-alone document not later than 10 days prior to the start of performance and the TSME and CWSME will review the ISDMP and submit it to the COR for approval.
43/11/18PWS 1.5.2Does the ISD Management Plan count against the 75-page limit? If yes, would the government consider increasing the page limit to 100 to accommodate the detail required in the ISD Management Plan? Not required at time of proposal submittal. The page count will remain at 75 pages.
53/15/18PWS para 4.4.19.Will the government consider adjusting this requirement to allow consideration of SDVOSB JVs who will have the required FCL at the start of contract services or, if required, at the contract award date, as I have seen in other similar solicitations.Paragraph 4.4.19. Facility Clearance, of Draft PWS Version 0.1, dated 5 Mar 2018 has been changed to read: Facility Clearance. The contractor must possess, or acquire a Top Secret Facility Clearance prior to award.

Section 4.2.2, Instructor Qualifications. 2015 BGI-D-M Training Association CBA. 2015 BGI-Moody CBA. 2015 C2- Davis-Monthan CBAPWS 4.2.2 Instructor Qualifications states “instructors shall meet the following requirements according to their specialty” and then goes on to list the different levels of required qualifications according to instructor specialty. However, the existing CBAs list only one type of instructor at each site “Instructor/SME” and includes language addressing “Lead Instructor” pay as required. a. Are all instructors, regardless of PWS required qualifications/specialty, regardless of achieved qualifications/specialty, and regardless of use of those instructors on the PWS/CLIN requirements for which they are qualified, to receive the exact same CBA pay in offeror’s proposal? b. How does USG distinguish between base or lower levels of qualifications vs. higher required qualifications regarding CBA pay structure? c. How does that apply to offeror’s proposal?a. Instructors are paid IAW the applicable CBA (i.e., the instructors working on the A-10 at Davis-Monthan will be paid IAW that CBA). b. The CBA does not make that distinction. c. Although the PWS distinguishes between the levels of qualifications, the CBA does not; therefore, it does not apply.

There are zero requirements for “FTU Instructor/SMEs” addressed in Appendix 1 Workload Estimates. a. Where in PWS is requirement or qualification listed for FTU Instructor/SME? b. Or are ALL instructor/SMEs considered FTU instructors once they have graduated from the Central Instructor Course? c. For proposal manning purposes, what percentage (or how many total I/SME personnel) of incumbent DM Instructor/SMEs are NOT “FTU Instructor/SMEs”a/b/c. All instructors at Davis-Monthan (EC-130/A-10) receive the FTU Recognition Pay.

Please elaborate on function/role of incumbent Courseware Production Specialist, and verify that PWS does not require this position, or that the requirement for this labor category has not been renamed/repackaged under some other required position? b. Is the CBA “Courseware Production Specialist” fulfilling the requirement PWS “CBT Specialist”?Currently there is no Courseware Production Specialist utilized.
