FA4890-17-R-0011

Amendment 03 Questions and Answers:

1. Will GPO update the PWS to reflect unique requirements at the Arnold PMEL? The following requirements are vacant from AFEC PMEL II PWS. 5.1.2 and 5.1.2.2, associated with planning meetings and unscheduled equipment 7.1.11 – 7.1.11.4, associated with engineering support, retaining and providing data, uncertainty statements, and notifications. The IDIQ PWS provided details on overall enterprise level expectation. Unique individual details per installation will be addressed at each individual task order level competition when solicited.

2. Can the GPO provide burden rates for employees at RAF Feltwell? The Government cannot provide specific information on the current wages/fringe benefits, as the existing requirement is firm fixed price. Recommend offerors research all requirements for operating a business in the United Kingdom. It is the offerors responsibility to ensure an understanding of all requirements involved in operating the Feltwell PMEL.

3. Should the cost of vehicle(s), since there is one necessary for each lab, be accounted for in transition costs? It is up to the offeror where to include the cost. Back up pricing data should provide additional detail explaining the rationale.

4. Section L-9.2.7 states - The Feltwell, UK PMEL is covered by the Transfer of Undertakings (Protection of Employment) Regulations (TUPE). The remaining PMEL sites are covered by Collective Bargaining Agreements (CBA) and Fair Labor Standards Act. Offeror shall demonstrate a diverse assortment of CBAs to include understanding regulations and processes involved in dealing with TUPE and CBAs. What covers the Thule, Greenland site? Will the government please provide the corresponding information for Thule (i.e. wages, fringe benefits and other pertinent rate/benefit information)? Recommend offerors research all requirements for operating a business in Greenland. It is the offerors responsibility to ensure an understanding of all regulations and processes involved in operating the Thule PMEL. The Government does not have any information on the current wages/fringe benefits, as the existing requirement is firm fixed price. FAR Clause 52.222-42, Statement of Equivalent Rates for Federal Hires, identifies the classes of employees expected under this contract and the wages/fringe payable if they were employed subject to the provisions of 5 U.S.C. 5341 or 5332.

5. Will the government please provide the corresponding TUPE information for Feltwell (i.e. wages, fringe benefits and other pertinent TUPE rate/benefit information)? Recommend offerors research all requirements for operating a business in the United Kingdom to include TUPE. https://www.gov.uk/ provides basic TUPE guidance. It is the offerors responsibility to ensure an understanding of all regulations and processes involved in operating the Feltwell PMEL.

6. In the RFP All CLIN POP’s (CLIN 0001 thru CLIN 9339) are listed as 01-Oct-2018 to 30-Sep-2028 (10 Years each), however in Atch_4_Pricing_Matrix_summary they are listed for 12 months each. Which is correct? Both are correct. All CLINs on the IDIQ will have a 10 year ordering period which runs from 1 Oct 2018 through 30 Sep 2028. The quantity of 12 on the Pricing Matrix gives the government the flexibility to award up to 12 months per CLIN.

CLINs have to be available on the IDIQ in order to award them at the task order level. As such, there is a CLIN for each location, each bandwidth and each year of the ordering period since exact periods of performance are not known at this time. The Government will not award every CLIN on the IDIQ as these are placeholders.

7. Hill CBA appears to be out of date. Is there a new CBA or a bridge agreement that should have been released with the final RFP? The CBA for Hill AFB, UT provided in Atch 3 of the original solicitation (Posted on FBO 21 Nov 2017) is effective 1 October 2017- 30 September 2020.

8. The CBA for Vandenburg states “On April 1, 2013 the monthly amount to be paid will be $1,868.00. In the event that the Trustees of the Teamster Benefit Trust deem it necessary to increase contributions in order to maintain benefits, the Employer shall pay 100% of any such increase for the term of the Agreement. If in any year of the Agreement the TBT Medical Plan I increases by more than 15%, employees will pay 100% of the amount over that 15%, in the form of pre-taxed payroll deductions” What is the current monthly premium? The contribution rate effective January 2017 is $2,073 per employee/per month.

9. Will the government provide the details of what makes up CLIN 0001’s QTY of 66? The quantity of 66 allows for transition to occur at each of the 33 installations twice during the 10 year ordering period as a maximum quantity available under the IDIQ.

10. Atch_4_Pricing Matrix dated 28 November totals/subtotals in column I appear to be misaligned. Is it acceptable for the Contractor to make changes to correct this issue? No alterations to the spreadsheet are authorized. The spreadsheet formulas are built to separate the total and subtotal amounts. Please try inserting a few sample numbers and let us know if this does not resolve your concerns.

11. It is understood that only the incumbent will have access to the number of years of service for current CBA employees. Therefore, in an effort to “promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government (FAR 13.104)”. Will the government consider adding the following language used by the government in similar RFP’s? “All proposers, including the incumbent, are required to propose all labor at the minimum service level. A minimum level of service means that the offeror is only to propose on a union employee at a basic wage level with having less than one year of service. An adjustment will be made after award to account for actual years of service and wages in accordance with the CBA.” It is up to each offeror to determine the proper labor categories, wage level and skill mix required in order to perform at each installation following FAR Clause 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards – Price Adjustment. All proposals will be reviewed to ensure they are in compliance with the CBA rates at that time.

12. The RFP Section B – Supplies or Services and Prices, MINIMUM GUARANTEE paragraph indicates the Program Management/Administration minimum guarantee task order will be awarded upon ID/IQ award. However, question #1 of the Q&A 2 dated 12 Dec 17 indicates the minimum guarantee is to be awarded on the first task order. Can the government please clarify when the Program Management/Administration CLIN will be awarded? If the Program Management/Administration CLIN is awarded at ID/IQ please confirm that additional periods of performance will be awarded as options subject to task order performance? The RFP Section B and the answer to Question #1 (dated 12 Dec 17) are both accurate. Task order 0001 will be awarded shortly after the IDIQ award is made and will consist of the PM/Admin (minimum guarantee) only. The PoP of T.O. 0001 will be for one year to all MAC IDIQs holders. Additional task orders for PMEL performance will include an optional PM/Admin CLIN with the potential for a base + 4 option year period.

13. Section L-9.1.1 states “This section shall include all unit prices (if applicable) and extended amount for these fixed price CLINS to include the government specified minimum guarantee amount of $249,999.96 for the first year of Program Management/Administration and the offeror proposed amount for the remaining years.” Can contractors bid higher than the Government specified minimum ($249,999.96) in the first year? The PM/Admin CLIN amount of $249,999.96 is a “plug” number provided by the government and will be applied to all offerors’ proposals. The Government does not anticipate task order performance during the first year of the ordering period. This is the stated minimum guarantee for associated startup cost of the PM/Admin function.

14. PWS, Section D 1.0 states “The contractor shall submit a transition plan to assume or relinquish contractual responsibilities.” There is no requirement in the L or M that addresses the transition plan. Could the Government clarify if the Transition Plan is to be submitted after award, or if it is to be included with the proposal as an Appendix. If included with the proposal, is it to be included in the overall page count? A transition plan will be requested at the time the specific requirement is solicited at the task order level. No transition plan is expected at the IDIQ level. The IDIQ PWS provided details on overall enterprise level expectation.
