APPENDIX A – DEFINITIONS, ABBREVIATIONS AND ACRONYMS
1.0 DEFINITIONS:
AIR FORCE MEASUREMENT STANDARDS. These standards are used by the PMELs to calibrate TMDE.
ANCILLARY EQUIPMENT. Auxiliary items such as cables, connectors, and adapters belonging to an individual item of Test, Measurement, and Diagnostic Equipment (TMDE) and required for normal use or calibration/repair.
APPLICABLE CONTRACTOR. The Voluntary Protection Program (VPP) requirements apply to contractors whose employees work more than 1000 hours per quarter on a government installation.
AUTHORIZED DELAYED STATUS. TMDE in authorized delay status for reasons that are beyond the contractor's control. Authorized delayed statuses are:
AWAITING GOVERNMENT ACTION. TMDE in the contractor's possession but is:
Awaiting Government surveillance
Awaiting Government action to correct facility deficiencies that prevent the contractor from completing the unit of work
Awaiting customer pickup
Awaiting resolution of technical data discrepancy/deficiency
Otherwise delayed by Government
AWAITING PARTS. Items of TMDE in the contractor’s possession needing replacement parts. Required parts shall be on order.
GOVERNMENT TRANSPORTATION DELAY. Applicable only when the Government is the sole source of transportation or when the Government initiates the transportation mode.
AWAITING STANDARDS. Items of TMDE in the contractor's possession requiring calibration standards or TMDE not immediately available. Calibration standards or TMDE not available may be:
Required GFE standards not available, but are on order.
Required GFE standards in a reparable condition, being repaired.
AWAITING TECHNICAL DATA. Items of TMDE in the contractor's possession, which has technical data on order.
CONTRACT/DEPOT/LATERAL. TMDE received by the PMEL and subsequently shipped to other contractors, depots, or to other PMELs not within this contract for lateral support.
CALIBRATION. A comparison between items of equipment, one of which is a measurement standard of known accuracy, to detect, correlate, adjust, and report any variation in the accuracy of the other item(s).
CALIBRATION INTERVAL. The length of time between calibrations set for each part number as prescribed in TO 33K-1-100-2, 33K-1-100-2MT-0, or applicable Calibration and Measurement Summary (CMS).
CALIBRATION and MEASUREMENT SUMMARY (CMS). A TO that identifies calibration support necessary to ensure the operational readiness of a specific weapon system. The CMS describes the calibration concept and identifies the organization responsible for calibration. It is also used to identify needs for new calibration standards and equipment locations. At the same time the need for new 33K series TO calibration procedures is reviewed. The CMS is printed in the weapon system or equipment series TOs. They are distributed through the Air Force TO distribution system.
CERTIFICATION. The documented designation that measurement standards and TMDE have been calibrated and meet established technical requirements. Also used to indicate that a PMEL has the capability to perform accurate measurements.
CONTRACTING OFFICER (CO). A Government employee with the authority to enter into and administer contracts, make observations and determinations with respect thereto on behalf of the United States Government.
CONTRACTING OFFICER REPRESENTATIVE (COR). A functionally qualified person who performs quality assurance functions for a contracted service.
CONTRACTOR ACQUIRED PROPERTY. Property acquired by the contractor with Government approval and funds. Title of this property remains with the Government. The CO is the approving authority for contractor-acquired property, with Government Program Office coordination.
DAYS AWAY, RESTRICTED, AND OR TRANSFER CASE INCIDENT RATE (DART). Number of recordable injuries and illness cases per 100 full-time employees resulting in days away from work, restricted work activity, and/or job transfer that a site has experienced in a given time frame.
DISASSEMBLY. Tear down of an item as necessary for repair/inspection.
FACILITY. The term facility includes the Precision Measurement Equipment Laboratory (PMEL) and assigned work and storage areas not collocated that are assigned to the contractor to satisfy the requirements of this contract.
FACILITY CUSTODIAN. A designated contractor employee who is responsible for initiating facility trouble calls and requesting facility problem corrections and improvements. Specific tasks are outlined in SOW Section A, paragraph 9.1.
GOVERNMENT FURNISHED EQUIPMENT (GFE). EAID, Non-EAID, and Government leased equipment in the possession of, or acquired by, the Government and subsequently delivered or otherwise made available to the contractor.
INSPECTION. An examination of a unit or component to determine proper identity, condition, installation, repair, and calibration of the item against established standards, technical data, and contract requirements.
INTEGRATED (IPMP). An organized, written document specifying the surveillance methodology to be used for surveillance of contractor performance. The IPMP is for government use only.
LATERAL SUPPORT. Support for TMDE shipped to another site where specific responsibility to provide that support has been previously established or approved.
MAINTENANCE. Any action required to maintain or return TMDE to a serviceable condition.
MAINTENANCE PRIORITIES.
ROUTINE. Maintenance for items processed into PMEL for scheduled calibration or unscheduled maintenance.
MISSION ESSENTIAL. TMDE maintenance accomplished ahead of routine maintenance.
EMERGENCY MAINTENANCE. TMDE maintenance accomplished ahead of routine and mission essential maintenance.
METROLOGY. The science or system of weights and measures used to determine conformance to technical requirements including the development of standards and systems for absolute and relative measurements.
MODIFICATION. A change in original design of equipment.
PERFORMANCE START DATE. The date on which functional responsibility for PMEL services at an installation transfers to the Contractor.
PMEL MANAGEMENT INFORMATION SYSTEM (PMEL MIS). Management information system used in the PMEL to maintain the TMDE inventory, scheduling, quality control, personnel database, and maintenance data collection requirements of the AFMETCAL Program.
PMEL MANAGER. An individual, at each PMEL, designated by the contractor, who shall be responsible for the performance of the work at that location.
PORTABLE AUTOMATIC TEST EQUIPMENT CALIBRATOR (PATEC). A set of portable calibration standards, an equipment controller (computer), and software; all mounted in ruggedized cases.
PRECISION MEASUREMENT EQUIPMENT LABORATORY (PMEL). A laboratory which is authorized to have Air Force base measurement standards and is responsible for calibration, certification, and repair of TMDE.
PREVENTIVE MAINTENANCE. Periodic inspections and maintenance of equipment as required by applicable directives to ensure reliability of the equipment.
PROGRAM MANAGER. An individual designated by the contractor to act as single point of contact with the Government for matters pertaining to this contract.
REPAIR. To restore or replace parts or components as necessitated by wear and tear, damage, or failure in order to maintain the item in efficient operating condition.
SCHEDULED TMDE. Refers to work performed on TMDE delivered to the contractor plus or minus five workdays of its scheduled calibration due date.
SERVICEABLE. An operational item that meets required performance specifications.
STRATAGIC SOURCING OFFICE (SSO). The focal point for all matters relating to this contract. The program office is located at ACC AMIC/PMSP, 129 Andrews Street (Suite 110), Joint Base Langley-Eustis, VA 23665-2788.
SUPPORT EQUIPMENT (SE). Equipment such as special testers and fixtures that are required to maintain a system, subsystem, or TMDE. This does not include auxiliary items such as cables, connectors, and adapters.
TECHNICAL ORDER (TO). A publication that gives specific technical direction and guidance required to perform a task.
TEST, MEASUREMENT, AND DIAGNOSTIC EQUIPMENT (TMDE). Those devices used to test, measure, evaluate, inspect, or otherwise examine materials, supplies, equipment, and systems to identify or isolate any actual or potential malfunction or to determine compliance with specifications established in technical documents.
TOTAL CASE INCIDENCE RATE (TCIR). Total number of recordable injuries and illness cases per 100 full-time employees that a site has experienced in a given time frame.
TRANSPORTABLE FIELD CALIBRATION UNIT (TFCU). Portable calibration equipment consisting of working standards and TMDE selected for their ability to function within prescribed performance tolerances without the need for a controlled PMEL environment.
UNSCHEDULED TMDE. Equipment requiring service between scheduled calibration intervals
