Amendment 02

Questions and Answers:

1. Reference Program Management/Administration CLIN: Other than CLIN 0002, please explain how/when these CLINs will be exercised. For example, if an Awardee wins task(s) for PMEL Services in year one of the contract, will the Project Management/Administration CLIN in year two automatically be exercised? PM/Admin CLIN will be awarded as the minimum guarantee on the first task order for all awardees. When a task order for performance at an installation is awarded, PM/Admin CLIN will be exercised for the life of the task order. If an Awardee does not win task(s) for PMEL Services in year one but wins task(s) for PMEL Services in a subsequent year, will the Project Management/Administration CLIN automatically be awarded at that time? Yes, PM/Admin CLIN will be awarded concurrent with the TO.

2. Reference 52.229-10 State of New Mexico Gross Receipts and Compensation Tax: Is this tax reimbursable under the XX04 Cost Reimbursable CLIN? The successful offeror will be responsible for following all state related rules and regulations in order to conduct business within NM. NM Gross Receipts and Compensation Tax will not be reimbursed under the Cost Reimbursable CLIN.

3. Is the contractor responsible for Possessory Interest tax at Vandenberg AFB? And if so is it reimbursable under the XX04 Cost Reimbursable CLIN? The successful offeror will be responsible for following all state related rules and regulations in order to conduct business within CA. Possessory Interest tax will not be reimbursed under the Cost Reimbursable CLIN.

4. Reference Task Order Handbook: Will CLIN XX04 be a part of each FOPR? Is it the intent of the Government that the Contractor will only recover a portion of the XX04 cost with each task? Offerors should provide pricing for all CLINs at the IDIQ level, with the exception of Cost Reimbursable, Minimum Guarantee and Request for Equitable Adjustment CLINs. The Government will provide a plug number for the Cost Reimbursable CLIN and this figure will not be evaluated. CLIN structure under each task order will be established at the time the task order is solicited. We expect to have CLIN XX04 within each task order.

5. Reference Task Order Handbook: Will the FOPR indicate if the evaluation will be LPTA or VATEP? If not, why would CLINs XX03 be included in LPTA evaluation as the handbook indicates that the performance capabilities of the proposed Apprenticeship Program will only be evaluated under VATEP? Reference Appendix M, Ordering Guide, Section 1.2.B.9.; Evaluation Factors/Criteria will be included in the FOPR package. The IDIQ contract includes every possible CLIN that could be utilized under any task order awarded for the full 10 year ordering period.

6. Reference Incentive Fee Plan Paragraph 3.1 and 4.1: Plan states the pool is set by the Government but will not exceed a given percentage of the task. This means the Government could set the pool anywhere from $1.00 to the stated percentages. Request that the plan be changed to set the pool at said percentages, otherwise, there is no financial incentive for the contractor to improve performance. The Incentive fee pool percentages are set and capped at 2% and 1% respectively. At the task order level, the actual pool value will be established and communicated to the successful offeror.

7. Reference Incentive Fee Plan Paragraph 5.1: Please clarify the meaning and intent of “The cost index will determine the percentage of the overall incentive earned after PI and SI are calculated for the period. “ For example, in the examples contained in the plan (Sections 3.2.1.5.1.1; 4.2.1.4.1.1 and 5.2.1.1) would the Incentive Fee earned be $50,000 (($67,666+$33,333)x50%)? The Cost Index (CI) is the overall factor determining total Incentive Fee earned. Once the Performance Index (PI) and Schedule Index (SI) earned amounts are calculated, the sum of the PI and SI will be multiplied by CI to determine the total earned Incentive fee. Example: $60K (PI) + $40K (SI) = $100K, if CI is 50%, total incentive earned would be $50K.

8. The following CBA’s are expired.

Location Expiration Date Vandenberg 3/31/2017 Bridge agreement probably also out of date Arnold 9/30/2017 MacDill 9/30/2017 Maxwell 7/9/2017 Bridge agreement probably also out of date Peterson 11/16/2017

Additionally, the Master Union agreement that covers Barksdale, Cannon, Dyess, FE Warren, Minot, Moody, Offutt and Whiteman is missing Appendix A, Occupational Classifications and Rate of Pay for the Whiteman location. CBA’s have been updated.

9. Reference: PWS (dated 20171128), Section A, page 20, 7.11.1 Quality Program Activity Summary (QPAS)

Background: PWS Section A, 7.11.1 indicates T.O. 00-20-14, Section 9 as reference for the requirements of the QPAS. T.O. 00-20-14 (dated 20170930) Section 9 no longer contains a paragraph for the QPAS. It looks as though the QP Activity Summary has become a PMEL Activity Summary and moved to Section 10 (10.5) with additional information required.

Paragraph 10.5 PMEL Activity Summary states that it is not applicable to contract PMELs. Note that CDRL A006 cites 7.11.1 as the contract reference.

Question: Is there still a contract requirement for the Quality Program Activity Summary (QPAS)? If so, what is the reference? PWS Section A, 7.11.1 and CDRL A006 (QPAS) has been revised.

10. Reference: L-5.3.3 Copies/Page Limit. States “The number of copies shall include the original. Additionally, electronic copies of all of the proposal information for each volume are required.” “Copy requirements and page limitations are as follows:

Question: Please confirm that no hard copies are requested for proposal submission. This is correct. Only CD/DVD electronic submissions are required.

11. The bands issued for Scott AFB, band 1 is listed as 0-1K, band 2 is listed as 2-4K. Should band 1 be 0-2K? Bandwidth 1 should be changed to reflect 0-2K.

12. It appears that the CBA rates for Whiteman out of the CBA. Would the government please provide the Pay rates for Whiteman AFB PMEL? The CBA has been updated.

13. Would the government please provide the CBA or the Wage Determination for Columbus AFB PMEL? CBA for Columbus is provided.
