Instruction for Volume II, Pricing

Factor 2 (page 42) states: The offeror shall complete Schedule B of the solicitation (Schedule of

Supplies and Services (CLINS)) by inserting the price elements (unit price and extended amount) for all

Firm Fixed Price (FFP) contract line item numbers (CLINS) for all ordering periods.

Question: Is Schedule B a separate attachment, or are we to create a spreadsheet or just complete pages

3-35 with the unit price and max amount?

The offeror will create a spreadsheet, titled Schedule B, and will complete pages 3-35 with the unit price and max amount.

Page 50 of the

RFP

Page 50 of the RFP states: “Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the

Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Question: Does the USG have an issue if the “place of Manufacture” is outside the United States but in a friendly country?

No, but the USG needs to know the place of manufacture.

Page 40 of the RFP (pages Not include in Page Count) states: The organizational chart, acronym list, ISO registration verification, and overview section (for exceptions) will not be included in the page count.

Question: Is it acceptable to provide a company overview outside of the page count?

No, a company overview will be included in the page count.

Page 20 of the

PWS

The Performance Work Spec

(PWS) on page 20 states: the

Management Plan will be submitted as part of the contract proposal and will be incorporated into the contract. It is also covered in

Deliverable 1’s requirements. This requirement was not covered in the

Instructions for Volume 1, Technical on page 41 of the RFP or the evaluation factors on page 48.

Question: Should the management plan as outlined in the PWS be covered in Subfactor 3 (OCONUS

Scenario) and what will be the criteria for evaluation?

The Government has removed the requirement for a

Management/Staffing Plan

(Deliverable 01) from PWS

Table 2 and Paragraph 7.4.1.

These sections are marked as

“Reserved.” The contractor’s proposal shall address its management and staffing approach used to satisfy PWS requirements under Sub-Factors

1 through 3, as applicable. The

Government will provide a revised PWS in a RFP amendment.

(Deliverable

9) of the PWS

Page 21 (Deliverable 9) of the PWS states: The Equipment

Composition List will be submitted with the initial proposal. This requirement was not covered in the

Instructions for Volume 1, Technical on page 41 of the RFP or the evaluation factors on page 48.

Question: Should the Equipment

Composition Listing be covered in

Subfactor 2 (MOST), and we would like to clarify what sections of the

Deliverable 9 should be included in the proposal?

The equipment composition list will be evaluated under Factor 2, Price. All three sections of

Deliverable 09, as identified in

PWS, Paragraph 7.4.9 shall be included in the proposal. The

Government revised the PWS, Paragraph 7.4.9 to update

Equipment Composition Listing

(D09) information requirements.

The Equipment Composition

Listing (D09), Sections 1, 2, and

3 will be evaluated as part of

Factor 2, Price; however, the contractor shall use the

Government-provided, not to exceed, plug number to build its total evaluated price.

Volume 2, Pricing Factor

CLIN 1009

We would like to be absolutely sure of the specific information you require with reference to Volume 2, Pricing Factor 2.

Starting with CLIN 1009:

Is it sufficient to provide the list of our recommended parts along with the individual part prices? Or do we have to put in a unit price for the whole kit? Because the Parts and Tool Kits will vary from variant to variant. Obviously the kits for an armored vehicle will differ to those for a Troop Carrier, for example.

This question was answered partially in a previously response to question 6.

In our response we stated “The equipment composition list will be evaluated under Factor 2, Price. All three sections of

Deliverable 09, as identified in

PWS, Paragraph 7.4.9 shall be included in the proposal. The

Government revised the PWS, Paragraph 7.4.9 to update

Equipment Composition Listing

(D09) information requirements.

The Equipment Composition

Listing (D09), Sections 1, 2, and

3 will be evaluated as part of

Factor 2, Price; however, the contractor shall use the

Government-provided, not to exceed, plug number to build its total evaluated price.” Also as part of the response to the above question a revised PWS was posted to FED Biz Ops on 16

Jun 2016. In the revised PWS states under paragraph 7.4.9.2

Section 2 – “Composition of the spares kits specified in PWS

Paragraph 3.2. This listing shall include the OEM part number, item description, unit of issue, unit price, and quantity for all parts provided in each spares kit.

The listing shall also identify the total cost for each spares kit.”

Please ensure that for all spares kits proposed paragraph 7.4.9.2 is followed and the total cost for each kit is identified.

Similarly, with CLIN 1010 is it sufficient to have a fully comprehensive list of part numbers and prices, or do we list one price for all? (Because not all parts would be required for every variant. For example, armored glass would only be required for armored vehicles)

Can you confirm we are not expected to put in a unit price?

(Because quantities are unknown at this stage)

In your proposal please use the

NTE plugged cost of $500,000 for CLIN 1012, $140,000 for

CLIN 1013, and $27,000 for

CLIN 1014 that is in the RFP.

Page 12, para 3.2.2 of the

Performance Work Spec states:

Each spares kit shall provide sufficient quantities to support 10 vehicles for 12 months of operation.

The spares kits shall support both scheduled and unscheduled maintenance.

Question: Does the 10 vehicles for

12 months apply to each variant when constructing the spares kit?

The only requirement as identified in paragraph 3.2.2 of the PWS was that the spares kits be built by system. It is up to the contractor whether or not those systems kits are built by each of the different J8 configurations identified in Table 1 of the

PWS. Please ensure the spares kits are provided in the format identified for the equipment composition listing identified in paragraph 7.3.9 of the PWS.

How should we define how much unscheduled maintenance will occur so we can identify the quantities for each spares kit?

The quantity of spares identified for unscheduled maintenance should be based on the contractor’s past experience with supporting Jeep J8’s in the field, similar to or in the

SOUTHCOM AOR.
