29. PWS A.1.5.1 and Initial Q& A # 38 need clarification; Advance Q 38. PWS A1.5.1 - PWS Para A1.5.1 states that "each team will have a minimum of a JTAC Team Lead plus a JTAC Training Specialist" at the March ANG site. This appears inconsistent with the all other site support requirements. Could the Government please confirm that a team consisting of only a JTAC Team Lead plus a JTAC Training Specialist is sufficient to support the March ANG requirements? Answer: Yes. This team makeup is correct for the March site. It will be a total of three personnel per team vs. four.

31. The response to question 21 states that the SCA applies to all other performance locations (not March). It is our understanding that the SCA only applies to the 15010 and 15020 work codes, but does not apply to any proposed Program Manager, Site Manager, JTAC Supervisor, or JTAC Team Lead positions - who are not subject to the SCA because they are exempt due to their supervisory/management positions. QUESTION: Can the Government confirm/deny that any proposed supervisory/management positions are not subject to the SCA? Answer: Yes, supervisory/management positions fall under 29 C.F.R Part 541, so they are except from the SCA. “Under the SCA at section 8(b), this wage determination does not apply to any employee who individually qualifies as a bona fide executive, administrative, or professional employee as defined in 29 C.F.R. Part 541.”
32. The response to question 1 states that "contractor is authorized up to ninety minutes transit time daily per work day to commute to range from base of operation." However, PWS Para A1.1.3 states the 8 hour work day will begin at the time of the first mission of that training day - implying that contractors are "in place" (aka at the range) to begin their work day. QUESTION: Would you please clarify the physical location of the contractor at the start time for each work day - either the base of operations (with authorized commute time), or at the range? Answer: Para A1.1.3 is an oversight and will be changed to reflect the 90 minute per day allowance.
33. On page 23 of the Draft PWS, the notes section states that " There may be circumstances where a training team will be required to support two missions simultaneously. On days where greater than eight training missions are required, the JTAC supervisor may divide JTAC Teams into smaller groups of no less than two JTACs to cover additional missions or may support the additional JTAC requirement from the FTC." QUESTION: Does this circumstance apply to March ARB - where the JTAC Teams are only 3 people? Answer: No, these circumstances only apply to Hancock workload.
34. On the topic of SDVOSB set aside requirements - is the requirement for the SDVOSB Prime to perform 50% of the work, or may the SDVOSB spends at least 50% of the cost of the contract performance incurred for personnel on their employees or on the employees of other SDVOSBs, per CRF 125.6? Answer: In the case of a contract for services (except construction), the SDVO SBC spends at least 50% of the cost of the contract performance incurred for personnel on the concern's employees or on the employees of other SDVO SBCs. See § 125.6(b)(1)

Answer: See “REVISED DRAFT RFP - Instructions to Offerors Pricing Addendum,” posted to Fed Biz Ops on 07 Oct 2015.
36. PWS 4.1.3 - Are all the applicable squadrons listed? The Creech and Nellis list is short - 15 RS, 18 RS, 20 RS, 42 ATKS & 25 WPS? Answer: Since work under this contract is in for any specific training squadron, reference to specific squadrons have been deleted and support for the site added.
