1. What level of cell phone service reliability and coverage is expected for JTACs while deployed on the weapons ranges at each location?
Answer: The level of service will be such that the contractor teams can maintain communication throughout each training day with their respective FTUs and their company’s site leadership. A standard type cell phone plan is satisfactory. If there are any interruptions in service due to terrain, weather or any other issue, radio communication with the aircraft will be a secondary form of communication.
2. The WD Posted is WD 05-2379 for Delaware County, while Hancock ANGB and the majority of the working ranges are in Onondaga County. Can the Government confirm this is the correct WD for the Hancock ANGB area?
Answer: Offerors shall use WD No. 2005-2379 Revision No. 16 for Delaware County IAW Official RFP.
3. PWS Para 1.04 lists phase-in as 1 May 16-20 Jun 16 but the RFP Terms and Conditions para j. on page 131 lists 22 April 16-20 Jun 16. What are the planned Phase-in dates?
Answer: The period of performance for phase in is from 22 April 2016 to 20 June 2016 which is outlined on page 85 of RFP and page 131 of RFP.
4. During the Industry Day the government promised to provide a listing of contractor furnished equipment and utilization rates, but that has not been made available yet. Can you please provide a list of current contractor furnished equipment and utilization rates?
Answer: All equipment required for this contract will be provided by the Govt except for what is specifically stated in PWS para 3.2.
5. Under the current contract the government has provided all the vehicles. Could you please provide a copy of the current vehicle plan, to include number/types of vehicles, utilization rate, and maintenance plan?
Answer: No. The government does not provide vehicles for the current contract. It is the contractor’s responsibility to provide a vehicle plan as required in the PWS in order to meet PWS requirements.
6. PWS states in A1.6.2. Workload, “The contractor will have teams to support 8 syllabus events per training day. A syllabus event will last approx. 2 hours including debriefing.” The PWS also states in A1.6.2.1, “Due to the weather conditions in upstate New York, a minimum of one JTAC lead qualified person is required in the FTU training facility for each training day. This requirement is in addition to the personnel required to support the nine syllabus events per training day” Will the government please clarify number of syllabus events per training day for Hancock.
Answer: Nine events per day. Para A1.6.2.1. will be corrected to nine events per training day.
7. Reference: Section 6, para 5.6 states Page Limit for Past Performance Volume as “None”. Section 7, para 7.5 E., 1. States “Submit one (1) sheet for each contract reference…….”. Section 7, para 7.5, G. states “Submit a separate PPI input using the PP tool for each reference….. Hard copies of the pages generated from the PPI tool shall be used as the hard copy of the Past Performance volume subject to the limitations outlined in this RFP……”. Complying with Section 7, para 7.5, G. (i.e., using hard copies of the pages generated from the PPI tool for the past performance references) will exceed one page due to PPI tool format which includes the data already required in Section 7, para 7.5, D (Table Past Performance Contact References).
Question: Is the 1 page requirement stated by Section 7, para 7.5, E., 1. a separate PP Vol requirement from the Section 7, para 7.5, G. PPI tool hardcopy requirement which is to be included at Tab 1, and, if so, is the 1 page overview narrative stated by Section 7, para 7.5, E.1. to be replicated and integrated verbatim into the PPI tool input at Tab 1?
Answer: Yes, section 7, para 7.5.E.1 is seperate from section 7, para 7.5.G. Also, paragraph 7.5.E.1. has been restated to remove: “One (1) sheet.”
8. Total Evaluated Price: Paragraph 9.1 of Section 6 states, in part, that "The offeror shall complete Section 3 of the solicitation (Schedule of Supplies and Services (CLINS)) by inserting the price elements (unit price and extended amount) for all Firm Fixed Price (FFP) contract line item numbers (CLINS), including Phase-In, Base, and all Option years." However, PWS Appendix A, Paragraph A1.2.4.1, describing the workload for an Optional CLIN states (OPTIONAL CLIN) (NOT EXERCISED).
QUESTION: Does the Government intend to include the price for all Optional CLINs as part of the Total Evaluated Price?
Answer: Yes all Optional CLINs are part of the Total Overall Evaluated Price. All CLINs in Section 2 are part of the Total Evaluated Price with the exception of the cost reimbursable CLINs. The following sentence has been added to Para 9.1 in Section 6 and Para 4.3.1.3 in Section 7 for clarification. “The total overall evaluated price is the total price of all CLINs including phase-in, basic period, option years, optional CLINs (scalability), and six month extension CLINs with the exception of Cost Reimbursable CLINs. Cost Reimbursable CLINs are not included in the Total Overall Evaluated Price.”
9. Section 6, Appendix 5 - Pricing Addendum: Paragraph 9.1 also states, in part, that "The total price on Appendix 5 to Section 6 "Pricing Addendum" should equal the total proposed contract price in Section 3 of the solicitation (all FFP CLINs - to include Optional CLINs)." However, the requested format for Appendix 5 does not seem to include a location to enter the Phase In price (or Optional CLINs), therefore it would be difficult to make the total price shown in Appendix 5 equal the total price of Section 3.
QUESTION: Would the Government please clarify the specifics costs to be reported as a component of our total evaluated price within the table of Appendix 5 and the within Section 3?
Answer: Appendix 5 to Section 6 has been updated. For each location there have been rows added to incorporate costs for phase in and optional CLINs.
10. Section 6, Appendix 5 - Pricing Addendum: The format for this table includes estimated prices for item such as vehicles, equipment, cell phones, etc.
QUESTION: Does the list of items to be priced per site, per year represent the entirety of the services called for in CLIN 1 (as an example of one of the major cost item CLINs)? Or, does CLIN 1 only represent the labor associated with providing these services?
Answer: Appendix 5 to Section 6 has been updated for clarification. The itemized CLINs for labor, vehicles, equipment etc. are for the main service CLIN for each location at each option year. A separate row has been added to incorporate costs for the optional CLINs workload. The optional CLINs workload is not itemized and only requires the total amount for each location and each year inputted on Appendix 5 of Section 6. See revised Appendix 5 to Section 6 for updates.
11. Contractor furnished equipment - vehicles: The acquisition of the required vehicles to support training is a non-trivial investment, especially to an SDVOSB. Any offeror that has the incumbent as part of their team would have a significant advantage with respect to this component of the services.
QUESTION: Is this advantage for the offeror which includes the incumbent on their team accounted for in the evaluation of the total evaluated price?
Answer: No
12. Volume I, Section 6, Paragraph 7.5.G - PPI Tool: The RFP states "the pages generated from this tool shall be used as the hard copy of the Past Performance volume . and should be Tab 1 of the Past Performance volume." In addition, Paragraph 7.5.D and 7.5.E.1 ask for a table of the same contract information for each of our Past Performance Information contracts.
QUESTION: Does the Government intend for offerors to include this information in both sections of our proposal - Tab 1 and within the text of Vol I?
Answer: Yes
13. Similarly, Paragraph 7.5.E requests the same information as the PPI tool, only under the auspices that we have not had a previous working relationship with our teammates. Paragraph 7.5.E.1 states that submissions under this section are limited to 1 sheet.
QUESTION: Does the Government prefer all overview information as requested by Paragraph 7.5.E.1. be limited to 1 sheet? Is there a page limit to the content inserted into the PPI tool?
Answer: Paragraph 7.5.E.1. has been restated. “One (1) sheet” has been removed. The PPI tool does not have a page limit.
14. PWS 4.2.1 "Required Qualifications" "(1) Minimum 6 years' experience as a certified JTAC or
(2) Previously Qualified JTAC Evaluator" QUESTION” Should this requirement read "and"?

15. PWS 4.2.2 "Required Qualifications" "(1) Minimum 6 years' experience as a certified JTAC or
(2) Previously Qualified JTAC Evaluator" QUESTION” Should this requirement read "and"?
Answer: The word “or” will be deleted from line 1
16. It is our understanding that the Holloman location (at a minimum) will conduct a vote regarding unionization during the week of Thanksgiving.
QUESTION: How will this impact the government's acquisition?
In the event that more locations unionize, will those CBAs be made available prior to the close of this soliciation?
Answer: Offerors are required to submit pricing in accordance with official RFP. If an official change is made to solicitation it will be executed via an amendement posted on FBO.
17. QUESTION: Could the government please provide a copy of the SCA conformance package (SF 1444) for the current contract?
Answer: Please refer to FAR 52.222-42 Statement of Equivalent Rates for Federal Hires.
18. RFP; OPTIONAL CLIN(s) 1010, 1011, 1012,1013. - "Workload increase of 3 syllabus events per training day at XXXX to meet increased AF mission demands. Contractor shall only bill government for months when increased workload was performed."
QUESTION: Is it the government's intent to turn these optional CLINs off and on, or once exercised will the CLIN remain on the contract for the remainder of the effort?
Answer: The intent of the Government is once a CLIN is exercised, it will remain exercised for the duration of the period of performance for that Optional CLIN. If the effort is still needed in the following option year, then the government will exercise the necessary Optional CLINs to support operational needs.
19. QUESTION: Under which exemption, Executive, Administrative, or Professional, does the JTAC Team Lead fall under?
Answer: Executive. supervisory/management positions fall under 29 C.F.R Part 541, so they are except from the SCA. “Under the SCA at section 8(b), this wage determination does not apply to any employee who individually qualifies as a bona fide executive, administrative, or professional employee as defined in 29 C.F.R. Part 541.”
20. RFP, Section 6, Page 148, Paragraph 9.1 Last Sentence states: The total price on Appendix 5 to Section 6 “Pricing Addendum” should equal the total proposed price in Section 3 of the solicitation.
QUESTION: Is Section 3 meant to be the Section SF 1449 – Continuation Sheet? Does the Government require the following Optional CLINs to be added per the respective locations in Appendix 5 to Section 6 “Pricing Addendum”? 0010 thru 0026, 1010 thru 1026, 2010 thru 2026, 3010 thru 3026, 4010 thru 4026, and 5010 thru 5026.
Answer: See updated Appendix 5 to Section 6.
21. PWS, Section 2, Services Summary, the #2 Performance Objective, "Contractor meets all security requirements: Contractor ensures all employees adhere to 100% of the security requirements identified in PWS (paragraph 4.4 & 4.5).” list sections 4.4 and 4.5 in the PWS as the requirements. 4.4 is “COMMUNICATION”, 4.5 is “SECURITY REQUIREMENTS”, and 4.6 is “PHYSICAL REQUIREMENTS”. 4.6 deals with physical security such as safeguarding of lock and safe combinations, pass and identification, etc.
QUESTION: Should 4.5 and 4.6 be the requirements as opposed to 4.4 and 4.5? Section 4.4, “COMMUNICATIONS”, doesn’t seem to fit in the security section.
Answer: Yes, It should be PWS para 4/5 and 4.6. A change will be made to the PWS to correct this error.
22. RFP, Section 6, Page 142, Paragraph 5.5 “Electronic Copies” states: Section 3 shall be submitted in Microsoft Excel format only.
QUESTION: Assuming Section 3 is the Section SF 1449 – Continuation Sheet, is the above statement an error given that Section 3 IS NOT an Excel spreadsheet? Or does the offeror need to provide their own Excel spreadsheet for Section 3?
Answer: Offeror needs to provide their own Excel spreadsheet for Section 3. It needs to reflect the exact pricing in Section 3.
