| The Government intends to award the CN> Training Support Services multiple award ID/IQ contract to a target of eight (8) Small Businesses Contractors. This is a total small business set-aside under NAICS 541330, . . . |
a) What is the rationale for making this a total Small Business set-aside award, vice Full & Open and SBSA multiple award like Operations & Logistics?
b) For the past 3 years the approach for the Training award has been a mixed award (Large and Small businesses). Why the last minute change to a total Small Business set-aside award?
a) Market research proved that there are capable small businesses to do a Small Business Set-Aside.
b) The Government, specifically ACC AMIC, determined that it was in the best interest of the Government to conduct their own Market Research and not rely on data that is over three years old.
| In the November 2013 Industry Day held by Army Contracting Command, it was briefed that no exclusive teaming arrangements would be recognized. With the procurement now under AMIC, is that guidance still correct? |
| No, please review the Draft RFP that has been posted. Please be aware the information that the Army Contracting Command provided was for the old solicitation that has been canceled and has no bearing on FA4890-14-R-0023 & FA4890-14-R-0024. |
| The selection of the NAICS code for Engineering Services seems non-intuitive as compared to the draft PWS. There is no mention of engineering services in the PWS and only one of the 14 labor category families is engineering related. Recommend a consideration for 541690 as the NAICS code for the TSS IDIQ. |
| The Government believes the NAICS 541330 provides a better fit with a higher size standard, which will allow for better competition. |
| What is your plan if any or all of the Small Business awardees get acquired by larger companies. I know there are several companies currently pursuing the TSS IDIQ that are openly looking to be acquired. Is your plan to allow them to continue to bid and win task orders? |
| If a company is acquired, the Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. Refer to FAR 52.219-28. |
