About this file
This is a Questions and Answers document for federal contract opportunity FA488726Q0051 regarding well maintenance services at Luke Air Force Base.
The government addresses seven contractor inquiries related to the scope of work for inspecting and maintaining Water Well 12. Key clarifications include: the government has provided 1991 record drawings and 1986 specifications as the primary documentation, with no additional as-built drawings available; contractors should determine component requirements based on the expected 560-foot pump setting and are encouraged to conduct a site visit for clarification; the existing column pipe coating status is unknown, though 1991 industry standards would apply; new column pipe does not require epoxy coating; only components being replaced must be NSF 61 certified, not all existing components; and Buy American requirements apply to all components, though official BABA certification documentation is not required to be submitted. The government acknowledges the lack of specific component details in the original specifications and indicates that column components should be determinable based on the assumed pump setting depth.

FA488726Q0051 Well Maintenance Luke AFB Questions Set 1
1. Does the Government have an As Built of the current equipment installed or anymore specs that they can provide? As near as I can tell, the original water well 12 was replaced in 1991 (1991 record drawings are attached as is the original well which was replaced in 1991.
Specifications in 1986 are shown on attachment B1387 -LUK86-9999D- 2of2 for reference only). Other than the attached, there is no more information that I found on the well.
2. The specs say to inspect and replace certain components if they do not meet specs. How should contractor bid this if we do not have a quantity to bid? This comment does not specifically state what components. Due to the lack of details for the well other than the above attachments, the SOW states what we suspect, that is, the pump setting is expected to be 560 feet. Based on that, column components should be able to be determined. It might be good to have a site visit to get everyone on the same page.
3. Is the existing column pipe epoxy coated? We don’t know if the existing column pipe is epoxy coated. Based on the date of the attachments being 1991, whatever the industry standard was back then is what would be expected.
4. Does the new column pipe need to be epoxy coated? New column pipe does not need to be epoxy coated.
5. Do all components need to be NSF 61 certified? Only components being replaced must be NSF 61 certified.
6. Do all existing components that are not NSF 61 certified need to be replaced with NSF 61 certified parts? No, only components needing replacement need to be NSF 61 certified.
7. Please clarify if all components will need to be BABA certified or what certification will be required. Buy American is required, but official BABA certification is not expected to be submitted.
