About this file

This is a Questions and Answers document for a federal contract opportunity at Luke Air Force Base addressing cooling tower and water treatment system maintenance services.

The contract requires daily Monday-through-Friday maintenance of 21 critical cooling towers across 11 buildings at Luke AFB, with non-critical systems receiving a minimum of three weekly inspections. Work must be performed during normal duty hours (7:00 AM to 4:30 PM), with three days' advance written notice required for non-normal hour work except for emergencies. Chemical treatment specifications include CS1000/CS1010 for chilled water loops, CS1000 for hot water loops, and Molybdate and Azole for the Thermal Energy System (TES). All closed hot and cold loops should have bypass feeders installed. A 500,000-gallon cold water thermal storage tank requires annual testing within 90 days of contract award, with results submitted to 56 CES/CEOIH, the Contracting Officer's Representative, and Contracting Officer. Daily testing requirements for critical systems include conductivity measurements, scale inhibitor levels, calcium balance, and weekly biocide level checks. The TES features an automatic feed system located in the basement. Water sampling and treatment access is located at Building 547. Projected annual hours are unknown due to multiple operational variables, with the current contractor potentially possessing historical data.

Questions/Clarifications for Luke Air Force Base

1. Chemical Treatment for System Loops Since we only visited 3 system locations, please confirm:

• What chemical are you using to treat the chilled water loops

• What chemical are you using to treat the hot water loops?

• What chemical are you using to treat the Thermal Energy System (TES)?

• 2. Bypass Feeders on Closed Loops Do all closed hot and cold loops have bypass feeders installed? All should have bypass feeders (pot feeders). Luke AFB HVAC shop isn’t aware of any missing.

3. Thermal Energy System (TES) Feed System and Treatment

• Does the Thermal Energy System (TES) have an automatic feed system? Yes, Located in the basement.

Per PWS:

1.1.1. The 500,000 gallon cold water thermal storage tank will need to be tested annually and treated as required. Testing to be performed within the first 90 days after contract award. Testing results to be submitted to 56 CES/CEOIH, COR and CO as soon as available. SEE ATTACMENT J for Water sampling and treatment access located at Bldg. 547.

4. Critical Cooling Towers Confirmation and Priority Listing Regarding Attachment B, which shows 11 buildings containing between 1 and 4 cooling towers each:

• Please confirm that there are 21 Critical Cooling Towers requiring daily service Monday through Friday. Yes, 21 Critical cooling Towers.

Per PWS:

• Is all cooling towers serviced Monday through Friday, regardless of whether they are Priority #1 or Priority #9?

Yes, all Cooling towers should be serviced Mon-Friday.

2.0 HOURS OF OPERATION

2.1. The contractor shall establish a work schedule which requires work to be performed during normal duty hours 7:00 AM to 4:30 PM, Monday through Friday. These hours are concurrent with the local Base Civil Engineer maintenance shops. The Contractor shall notify the CO in writing three (3) days in advance of his intention to work during non-normal hours, except for emergency calls.

• What is the purpose of the Priority Listing if all towers receive the same service schedule?

Priority Listing identifies which facilities will need DAILY checks for proper chemical levels and operation.

1.3.3 All critical systems (identified in Attachment B) will be checked for proper inhibitor levels and conductivity daily. Non-critical systems (identified in Attachment A) will be tested a minimum of three times each week. Some testing can be reduced if it is being performed by new technology. The basic testing requirements are detailed below. See Attachment D - G for control ranges.

. Conductivity of tower water vs Make Up (Cycles)

. Scale inhibitor levels

. Calcium Balance

. Biocide levels (weekly)

5. Hours Projected to perform the annual contract? Unknown, as there are too many variables that could affect total hours ( Work force available, experience of work force, type of work performed, etc.) Current contractor might have this information.

• What chemical are you using to treat the chilled water loops? CS1000/CS1010

• What chemical are you using to treat the hot water loops? CS1000

• What chemical are you using to treat the Thermal Energy System (TES)? Molybdate and Azole (as needed)
