QuestionAnswer
1Will you please advise if there will be an amendment to address early questions prior to the January 15th deadline for questions established at yesterday’s Pre-Proposal Conference?All questions unless stated otherwise in this document represent all questions asked.
2For Subfactor 2 for Key Personnel Qualifications, it is a requirement that all four positions identified in Table 2.2.2 of the solicitation be employees of the Prime Contractor offeror, or may they be employed by a subconsultant or partner?Employees must be an employee of the prime contractor.
3(Section L, 2.1 & SF 1442) Block 13a of the SF 1442 notes to provide the offer in one original and 3 copies of the proposal. Paragraph 2.1 of Section L of the solicitation notes to provide (1) CD and (2) Hard Copies for a total of three copies. Please clarify how many physical binders should be submitted? Should it be an ‘Original’ and three hard copies and one CD, or two hard copies and one CD?Offerors to supply one original, three copies and one CD.
4For the striping & striping removal items on this job, can you tell me how many pahases per year would be required?We would expect to have 6 to 10 phases per year.
5For example year one calls for 514,000 SF total of striping, would this all go in 1 phase?Answered above.
6Also the spec calls for the paint to be applied in less than 95 degrees, so I assume all of the striping work would be done in the spring time?Yes that is correct above 45 and less than 95 degrees F.
7To comply with the max travel time for PCC slip formed pavement spec section 32 13 11

- Will a batch plant be required/allowed on Luke AFB?

- Will a batch plant be required/allowed on Gila Bend AFAFTo comply with the max travel time for PCC slip formed pavement specs a batch plant will be allowed but not required on Luke AFB/Gila Bend AFAF
8A Petrographic analysis is required by 32 13 11. This test shall be accomplished less than 6 months before beginning of PCC placement. This would mean that testing could be required at least twice each year and yet there is no line item for it in Attachment 6._Luke_Line_Item_Pricing_Matrix. This will affect the values of each year of the contract. Will a line be added for this to Attachment 6._Luke_Line_Item_Pricing_Matrix?This will only be used for large concrete replacements. Place this cost in your line items over the course of the contract.
9Line item Airfield A076 and Base A078 description is Sand. What kind of sand is required? What is the specification for the sand? Is it sand for road base, asphalt, plaster, PCC or playground use? Please help clarify this specification.This is your basic construction/concrete sand.
10Line Item Base A065 Decomposed Granite ¾” (Madison or Palomino Gold). What is the intended use for this material? Please include a more detailed description or specification.This is landscaping rock for ground cover. You can look it up at westvalleyrock.com if you need a better description or specifications.
11Line item Airfield A085 Install Geo-textile fabric. Please give more clarification or a specification for this item.Permeable textile material used to increase soil stability, provide erosion control or aid in drainage. Please refer to 2016 revision Uniform Standard Specifications & Details for Public Works Construction MAG Section 796 Geosynthetics page 796.1 & table 796-1 for specifications.
12Line Item Airfield A013 soil sealant what is the intended end use for this material? Please include a more detailed description or specification for this item?This is a soil stabilizer used for dust control, and reduces surface erosion. Products used before Surface Loc, Envirotac (Rhino Snot).
13Line item Base A063 Clear and Grub vegetation - including trees. What is the nature of the vegetation, size and number trees per acre?This is mostly desert landscape, grass, shrubs, cactus and up to 15 trees at approximately 12” diameter per acre.
14Are we to assume FAA Specs on Airfield Pavements Line Items and MAG Specs on Base Pavements Line Items?Yes we are following Luke AFB & MAG spec’s for the Base Pavement and Luke AFB spec but the Airfield we follow the UFC, UFGS and the base specifications.
15Item A002 (Airfield Pavements) – Hauling on Base Dump Fees – Are we dumping into a stockpile or spreading material out?All material dumped on base will be stockpiled
16Item A007 (Base Pavements) – Hauling on Base Dump Fees – Same as question above.All material dumped on base will be stockpiled
17Item A003 (Airfield Pavements) – Hauling – is this the cost for trucking only? Or Loading and dumping, is this for hauling material off site?This will include all cost associated to hauling the material (loading equipment, driver, truck fees, etc).
18Item A008 (Base Pavements) – Hauling – Same as question above.This will include all cost associated to hauling the material (loading equipment, driver, truck fees, etc).
19Item A004 (Airfield Pavements) – Dump Fees Dump 101 Glendale Land Fill – is this the cost only for the dump fees? Is Hauling/Loading included in item A003?The dump fee is the cost to dump the material at Dirt 101 recycling landfill in Glendale, AZ
20Item A009 (Base Pavements) – dump fees Dump 101/Glendale – Same as Question above.The dump fee is the cost to dump the material at the 101 recycling landfill in Glendale, AZ
21Item A005 (Airfield Pavements) – Dump Fees – Same as question #6 above.The dump fee is the cost to dump the material that we cannot dump at Dump 101 recycling landfill.
22Item A010 (Base Pavements) – Dump Fees – Same as question #6 above.The dump fee is the cost to dump the material that we cannot dump at Dump 101 recycling landfill.
23Item A043 (Airfield Pavements) – Rubberized Chip Seal – does this refer to the Asphalt Rubber Stress Absorbing Membrane Interlayer (AR SAMI), Section 32 01 16.62Refer to MAG Sections 716 & 330
24Item A031 (Base Pavements) – Rubberized Asphalt 1.5” to 2” - does this refer to Terminal Blend Asphalt Rubber or Field Blend “Wet-Process”?Field Blend “Wet-Process
25Item A034 (Base Pavements) – Rubberized Chip Seal – Same as question above.Field Blend “Wet-Process
26Item A101 (Base Pavements) – Over-Excavation – Are we tabling the excavated material and placing it back in its place, or replacing it with fill or ABC?The over excavated material will be replaced with select fill or ABC.
27Airfield schedule item A028 calls for 6, but the unit is “Job”. Please clarify.The unit cost is 6 per job, what’s the price for 6 cores complete (cut out/replaced and analyzed with a report) and that will be the price for 1 job.
28Airfield schedule Item A002-A005 list several items for dump fees. Please clarify the differences or the need for the various dump fees. Same clarification is requested for Base schedule A007-A010.We have two difference fees for hauling and dumping. Hauling, we have hauling on base back and forth to the job site and the stock pile. Hauling is for off-base landfills. Dump Fees 101 is the price to use Dump 101 the recycling landfill and Dump fees would be the cost to use the regulars Glendale landfill.
29PVC conduits (A083-086) is listed by LF. Does this include trenching and backfill or just the supply and placement of the conduit? We see A080-A082 may be for the trenching and A077-A078 may be for the backfill. Please clarify.The PVC line item is for materials and placement of the conduit. Yes you can use trenching and backfilling to complete the task.
30Spec section 32-11-34 Portland Cement-Stabilized Base or Subbase – calls out for a central plant but the cost to provide one would not be conducive considering the quantities are minimal. Can we use other acceptable method as an in place mixer?Yes we would normal mix in place using some type of rotor mixer used for this purpose.
31There is no depth given for base mixture? Item A015, A049The standard depth is 6”.
32There is no width given for the Neoprene Compressive Seal? Or is this meant as a Backer Rod? A062The allowable wide for compressive seals are 5/8” to 1” wide.
33The specification for installing the UHMW Panels is quite extensive and covers removal of existing grade (Concrete or Asphalt Pavement) however the specification does not state whether the removal is to be included in the UHMW item or if the installation is for new construction? Are we to assume that removal and replacement of existing base material is paid under other line items? And that for new installation, new concrete base will be paid under 11” Concrete item or an applicable item?The price should include all the materials required to remove and replace the UHMW panels (panels, bolts/nuts, quick set concrete to set bolts). Everything else (removal/replacement of concrete, sealer, base course etc.) would added from the line items on the bid schedule.
34Preservative Seal - per square yard- What type of material? SS-1h, Css-1h, etc.? Any specifications on application rates?Please refer to MAG specification section 718 but we normally use Type A
35Seal Coat, Jet Fuel Resistant - per square yard- What type of material? Any specifications for application rates, material? This is a coal-tar emulsion sealerThe spray vehicle may be self-propelled or towed, designed and equipped to apply a uniform mixture of sealer and aggregate at rates ranging from 0.45 to 3.17 L/square meter 0.10 to 0.70 gallons/square yard.
36Master Seal - per square yard - What type of material? Any specifications for application rates, material?This is a SealMaster product called Masterseal. One gallon of MasterSeal™ Concentrate will cover approximately 100-120 square feet (11.1 to 13.3 square yards) per coat when properly mixed and applied.
37Seal Coat - Fuel Resistant - per square yard - What type of material? Any specifications for application rates, material?This is a coal-tar emulsion sealer. The spray vehicle may be self-propelled or towed, designed and equipped to apply a uniform mixture of sealer and aggregate at rates ranging from 0.45 to 3.17 L/square meter 0.10 to 0.70 gallons/square yard.
38Preservative Seal - per square yard- What type of material? SS-1h, Css-1h, etc.? Any specifications on application rates?Please refer to MAG specification section 718 but we normally use Type A
39Asphalt Seal Coat (Flex-Seal) - per square yard- Flex Seal is an old Seal Master Product. See attachment on Liquid Road material as an equal.Yes this product would be a suitable replacement for Flex Seal product.
40Fog Seal (Two Coat) - per square yard- What type of material? Any Specifications for application rates, material?Normally a CSS-1h and SS-1h product is used. The application rate would depend on the surface condition and manufactures recommendation but a rate of .05 to .18 of a gallon per square yard would be in the ball park.
41Sand Seal - per square yard-What is this? Any specifications? Is this an asphalt patch surface repair using sand seal asphalt?A sand seal is a spray application of asphalt emulsion followed with a light covering of fine aggregate, such as a clean sand or screenings.
42A002- Hauling on Base dump Fee- Is this to haul on Base and pay the Dump Fee at their dump? What is the dump fee?We have two difference fees for hauling and dumping. Hauling, we have hauling on base back and forth to the job site and the stock pile. Hauling is for off-base landfills.

45A014- Surveying- Is this the anticipated surveying for all work? If not we are to include survey for what items of work?This is to anticipate surveying for all jobs.
46A022- Runway Grooving (ACC) - Not sure what this item is? Standard Runway Grooving is per item A048A022 is for concrete and A048 is for Asphalt
47A046- Polyethelene Runway Bak- 12 Barrier Panels (UHMW) - Is this to be based upon a single 12 panel system installation per occurrence? This is only for the panel installation & excludes base removal & replacement?The price should include all the materials required to remove and replace the UHMW panels (panels, bolts/nuts, quick set concrete to set bolts). Everything else (removal/replacement of concrete, sealer, base course etc.) would added from the line items on the bid schedule.
48If not how do we know if base is existing concrete or asphalt?All of our sets are in concrete
49A054 Thru A057- PCCP- Dowel baskets will be required, what width should we use to determine L.F. of Dowel Baskets?Most of our new concrete replacement are 15’ x 18’ but the old ones are 25’ x 18.75
50A058 Dowels- Is only for the dowels & not dowel baskets?The dowel price should include the dowels basket and the installation of the dowel.
51Should Dowel Baskets be added as a line item?No
52A064 Thru A067- PCC Slabs- Will dowels be required and if so are they paid under the dowel item? Single mat, 12" O.C.?Yes dowel are normally required and you will use the separate line item A060
53A074 Remove & Replace Signs- Are these for standard non-illuminated street type signs?These are your standard illuminated Airfield sign 2’ x 4 or 2’ x 6’
54Should there be an item for Valve adjustments?This would be item A005 Adjust Valve Sleeve to Grade
55A031 Rubberized Asphalt- Asphalt plants have a minimum production of 250 Tons per day. Will work orders be issued to cover minimum required quantity?Price for the 250 minimum tons per day and we can work out any differences for a short load.
56A092 Welder- Is the welder to include welding equipment? If so what type?This would the price for you to hire a welder to cut metal maybe rebar, piping.
57What welding certification is required?This would be based on the work being done but they should be at less AWS certified welder that can use a Oxyfuel gas cutting, Air carbon Arc cutting and maybe Plasma arc cutting.
58Will the fuel /asphalt binder/Portland cement be indexed. Will this be similar to DOT.No we are not indexing prices, contract is firm-fixed price.
59Wage Scale, Will this be adjusted in years 6 and 7?Yes this will be addressed in Amendment #2.
60Can we get historical pricing on last contract and typical work volume ?5 year contract, $46M worth of work was completed.
61Can an additional pay item be added for mobilizations ?Cost of each mobilization needs to be built into the line item pricing.
62What is the Bid Date?This will be addressed in Amendment #2.
