2. Do we combine the totals for each year of work from both the Airfield & Base paving in the Bid Schedule in the actual solicitation?
Answer: Yes, you combine the total amounts in form 1442.
3. Are we required to submit the Price Schedules for the Airfield & Base work along with the solicitation? Answer: Yes, the price schedules have to be submitted with the solicitation.
4. What are the liquidated damages per day, if any?
Answer: Liquidated damages are to be determined per Task order.
5. For the Base Paving is there a breakdown of what the work consists of i.e. parking lots or roads.
Answer: All paving requirements on base including roads and parking lots.
6. For the Airfield Paving is there a breakdown of the work i.e. how much will be for runways, taxi ways, etc.?
Answer: There is no break down. Airfield refers to all airfield paving needs.
7. Is Traffic control incidental on both the Airfield and the Base portions?
Answer: Traffic control is part of the responsibility of the contractor and it’s coordinated at the time of the Task Order.
8. For the Past Performance Questionnaire element of the proposal, may the respondent email you the completed questionnaire, or is it to be sent via fax only?
Answer: Please follow the instructions on the Past Performance Questionnaire. This states that it needs to be faxed.
9. Is the above subject solicitation the first Paving IDIQ at Luke? If not, can you provide the historical task order data?
Answer: This is the first combined airfield and base paving contract that is being solicited. For Base paving, please go to Fedbizopps; search under archives for FA4887-09-D-0003. For Airfield paving a formal FOIA request needs to be submitted.
10. On Section M, Page 59, #3 Joint Venture/Teaming Arrangement Past Performance Evaluation: Those offerors that DO NOT provide a combination of at least three (3), but no more than five (5) Joint Venture or 8(a) Past Performance contracts, will not be eligible to be considered to have a SUBSTANTIAL CONFIDENCE past performance rating. Q. Does this mean I must have been awarded at a minimum three 8(a) or Joint Venture contracts, if not then I am automatically ruled out to propose on this solicitation? If I have other federal government contracts SBE ect., these awarded contracts do not count towards my past performance? Or, if I have no federal government contract but I am a certified 8(a) teaming with a well qualified pavement sub, we then do not qualify to propose?
Answer: The paragraph that is being quoted is for Joint Venture/teaming arrangement proposals evaluation. It does not state that if you don't have 3), but no more than five (5) Joint Venture or 8(a) Past Performance contracts your proposal would be ruled out. It means that it would not be eligible to have a SUBSTANTIAL CONFIDENCE past performance rating. Ratings are listed on table 2 Substantial confidence being the highest. Please read section L and M in its entirety to determine how your companies past performance will be rated.
11. Section 010110 Part 1.03A .4 States that 50% of all removals will be salvaged and reused, Part 2 2.01 states that salvaged material will not be incorporated into the new work, which specification will apply to this project? Clarification: The question is coming from the Statement of Work from Airfield and Base paving. #4 Executive Order 13514; Federal Leadership in Environmental, Energy and Economic Performance. ETL 08-13; Incorporating Sustainable Design and Development (SDD) Construction Policy. Contractor shall divert waste, at a minimum, 50% from landfill. Recycle or salvage 50% construction demolition and land clearance waste. Recycled materials for use in construction shall be 5-15% as required. The government reserves the right to approve or reject recycled products for new construction. 2.01SALVAGED MATERIALS: A. Do not incorporate salvaged or used material in new construction except as indicated or with approval of Contracting Officer.
Answer: Contract construction must follow the new guidelines and standards set forth in the executive order and ETL stated above. Per the contract specification and ETL verbiage, at a minimum, divert 50% from landfill. In doing so, recycling construction debris can be achieved or is encouraged. No dumping on base is authorized. Use of recycled materials for new construction shall be limited to 5-15% but; the government reserves the right to approve or reject recycled products. Therefore, use of recycled products or materials must be submitted to the government and approved by the contracting officer prior to use.
12. What is the duration of the warranty period, and will the warranty period be specific to each task order.
Answer: The contract shall have individual task orders assigned for each construction project. Each task order assigned to projects shall have a 1-year warranty period from the construction/contract completion date.
