About this file
This Performance Work Statement (PWS) details an audiovisual upgrade for the Wing Operations Center (WOC) and Crisis Action Team (CAT) at Davis-Monthan Air Force Base in Arizona. The project involves installing a comprehensive AV system with Crestron control processors, Cisco video codecs, Vaddio cameras, Biamp digital signal processors, and 12 government-furnished Philips 65" displays. The system will support video conferencing, web conferencing, and secure video teleconferencing capabilities, with 63 Crestron NVX encoders/decoders, multiple touch screens, microphones, speakers, and USB wall plates to enable content sharing across NIPR and SIPR networks.
Key installation requirements include working between 7:30 a.m. and 4:30 p.m. Monday through Friday, completing the project within 28 calendar days, and adhering to strict base security protocols. Contractor personnel may require a Secret clearance if installation extends into December. The contractor must provide articulating wall mounts for displays, install fiber optic cabling, set up equipment racks, integrate existing ceiling speakers, and ensure compatibility with mission-critical communication systems. The project emphasizes security, with restrictions on base access, vehicle movement, information handling, and employee conduct throughout the installation process.

1.2 System Specifications and Installation
The CAT and Command Post will receive a new audio/visual system centered around a new Crestron control and audio/visual-over-IP video switching system. Contractor shall not drill into or modify the marble-top V-shaped table under any circumstances. The Crestron system will be managed by a new CP4 control processor to manage all devices throughout the room, provide audio control, and manage sources being sent to all the displays throughout the room.
Crestron video switching will be provided through a new Crestron NVX audio/visual-over-IP video switching system designed with the proper number of encoder and decoder devices to support all source and display devices in the CAT and Command Post rooms. Video switching between encoder and decoder devices will be managed through a new Netgear AV network switch that will be configured as a standalone video network in the room and will not be connected to any customer network to maintain network and system security. The entire system will be controlled from the new Crestron TS-1070 touch panels as the user interfaces. Two Crestron touch panels shall be installed: one within the equipment room, and one within the CAT at a location determined by the contractor to ensure optimal accessibility and operational efficiency, subject to government approval.
All displays in both the CAT and Command Post rooms will be provided by the Government and installed by the contractor. All 12 displays will be 65" displays to be mounted throughout the spaces. While the Government will furnish the televisions, the contractor shall provide articulating wall mounts for all 12 displays to support flexible viewing angles and proper installation. Displays will be located as follows:
CAT
• Qty. 2 – 65" Government-provided displays will be mounted in the front of the room as the primary displays
• Qty. 5 – 65" Government-provided displays will be mounted on either side of the room as secondary displays
Command Post
Qty. 5 – 65" Government-provided displays will be mounted throughout the room, with one display being mounted above filing cabinets
Content input sources will be provided from both NIPR and SIPR PCs in both the CAT and Command Post areas. A total of 15 NIPR and 15 SIPR PCs in the CAT will have the ability to be displayed on any of the displays in the CAT or Command Post. Additionally, Qty. 4 NIPR and 4 SIPR PCs in the Command Post room will have the ability to be displayed on any display in either room. There will be a NIPR and a SIPR USB connection with the content inputs at the head of the table only in the CAT to support the ability to connect to the audio/visual system in the room for use during web conferencing meetings using solutions such as MS Teams.
Fiber optic cabling from the equipment room to the room user workstation locations in both the CAT and Command Post rooms will be provided and installed by the contractor. (The contractor will provide the fiber optic cabling type and quantities to the Government if needed.) The contractor will provide all new PCs and equipment racks to house PCs in the adjacent equipment room next to the CAT.
Two world clocks will be installed as part of the audiovisual system. One clock will be located in the Command Post room above the Crestron workstations. The second clock will be located in the CAT/WOC room above the television displays. Both clocks will be visible to personnel and integrated into the final installation scope.
Video conferencing and web conferencing capabilities will be supported using a new Cisco Room Kit EQ video codec. The codec will be paired with a single Vaddio RoboSHOT 12E 4K PTZ camera for video capture in the CAT room only. The Vaddio camera will also support the ability for users to connect to it via USB for usage of the camera system during web conferencing sessions using services such as Microsoft Teams. The overall setup shall support
Secure Video Teleconferencing (SVTC) capabilities in accordance with mission requirements.
“The system shall support Secure Video Teleconferencing (SVTC) and secure audio conferencing functionality, utilizing in-ceiling speakers and microphones. Connectivity shall be compatible with either VoIP or POTS protocols, as required.
The CAT/WOC room will require two ceiling microphones to support audio capture for conferencing and communication. Contractor shall install two ceiling-mounted microphones positioned above the V-shaped conference table to ensure optimal audio capture and integration with the AV system. Ceiling speakers are already installed and must be integrated into the new audiovisual system for full functionality.
Audio in the spaces will be managed using a new BiAmp TesiraFORTE X800 audio Digital Signal Processor (DSP) to support audio mixing and echo cancellation capabilities. The DSP will be paired with Qty. 4 – BiAmp TCM-X ceiling microphones (3 in the CAT and 1 in the Command Post) to support audio capture in both spaces. Qty. 10 – BiAmp C-IC6 ceiling speakers (Qty. 6 in the CAT and Qty. 4 in the Command Post) will be provided and installed by the contractor to support audio playback throughout the rooms.
Equipment will be housed in Qty. 2 new Middle Atlantic BGR 38 RU equipment racks mounted in the equipment room, with existing customer racks housing newly provided SIPR and NIPR PCs for both rooms. The contractor shall submit labeled shop drawings indicating locations of critical system components upon contract completion.
1.1.1. Schedule. Upon contract award, and prior to commencing work, the contractor shall submit a schedule of each phase of the work to the Contracting Officer and the 355 WG/A33 point of contact (POC) at 520-228-0608. The contractor shall submit an updated schedule when changes occur. The project shall be completed within 28 calendar days upon receipt of all required materials and parts necessary to execute the job.
1.1.2. Working Hours. The contractor shall perform WOC AV upgrade services between 7:30 a.m. and 4:30 p.m., Monday through Friday, excluding Federal Holidays. The contractor shall coordinate with the 355 WG/A33 POC’s at 520-228-0608 to schedule specific days and times to perform services. If the contractor desires to work after 4:30 p.m., weekends, or during Federal Holidays, the contractor must submit the request to the Contracting Officer. Each request will be considered on a case-by-case basis.
1.1.2.1. Restricted Areas/Government Escort. The CP/WOC area in Building 2300 is in a restricted area. All contractor personnel shall receive base-specific security training from the 355 WG/CP Security Manager for restricted access areas prior to being granted access to restricted areas and controlled areas.
1.1.3. Worksite Evacuation. There may be occasions, due to 355 WG/A33 mission requirements, when the contractor personnel are not allowed at the worksite or must discontinue work and vacate the worksite immediately. The 355 WG/A33 POC will inform the contractor when they may resume work. The 355 WG/A33 POC will make every effort to provide the contractor with a forecast of time spans where access to the worksite will not be permitted.
1.1.4. Training. The contractor shall provide start-up and operational training and provide at least 2 copies of the manufacturer’s user’s manuals for the 355 WG/A33 POC.
