About this file
This document is a Questions and Answers file for a Backflow Prevention System solicitation (FA487725QA234) for the United States Air Force. The procurement focuses on acquiring software for inventory and compliance reporting of approximately 1,200 backflow preventers located at an Air Force base. Key requirements include data migration from an existing XC2 database, customization of software to meet AFMAN 32-1067 requirements, end-user training for at least 6 persons, and on-demand live chat support during business hours (Monday-Friday, 0700-1430 Arizona time).
The government desires a 6-month implementation timeline covering system setup, data migration, customizations, and training. Specific technical requirements include supporting DoD network IT certification, interfacing with USAF SMS BUILDER and TRIRIGA systems, and enabling custom data input tracking fields for Air Force-specific functions. The current inventory of 1,193 backflow preventers is managed by 3 certified cross connection control specialists, with a desire to expand the number of specialists. The software must maintain historical compliance records and support reporting for internal and external stakeholders.

Q3. How many backflow preventers are on-site at the Air Force base?
A. The current inventory is approximately 1,193 backflow preventers.
Q4. How many service technicians inspect or monitor them.

a. Data migration of existing XC2 database with historical records, for compliance tracking, into new software that supports XC2 data structures.
b. Train the end users on basic functionality of software according to assigned role.
c. End user ability to customize data input tracking field for Air Force specific functions.
d. Customize reports for internal and external stakeholders for compliance tracking.
Q7. What is the government’s desired timeline for achieving full operational capability after award, including:
• Initial system setup and user access
• Completion of data migration from XC2 Live for the 1,200 backflow assemblies.
• Completion of customizations for data structures, input forms, and reports to meet AFMAN 32-1067 requirements.
• Completion of end-user training.
A. The desired timeline is 6 months from start to finish.
Q8. Are there specific expectations regarding the format of legacy data, the level of data cleansing required, and will current contractor remain on contract to ensure successful data transfer?
A. The legacy data format is XC2 with the requirement to update to its current format to maintain historical records for compliance tracking, and to minimize the level of effort in data migration. Once transferred and verified, contractor requirement will shift to customization, training, and support.
