01011-7
• To specify a single manufacturer and not allow submittal of proposed "equals," provide a brief written statement to the Air Force, separate from the specification, explaining the need for a single, specific product.
2.8.6. If tests are necessary, the specifications shall define the required criteria, number and type of tests to be made, and licensing or certifying requirements of the testing agency. All necessary testing shall be included in the contract specifications and shall be specified as being performed by and paid for by the construction Contractor. 2.9.2. For completed construction cost estimates, mark “FOR OFFICIAL USE ONLY” and the page number at the bottom of each estimate page.
2.9.3. On the first page, provide the summary information, date and signature as required by the template which may be furnished. The Air Force prefers the use of 15% overhead, 10% profit, 2% bond and 3.25% (5% of 65%) tax planning factors, cumulatively applied in accordance with the template which may be furnished.
2.9.4. The Air Force discourages the use of contingency factors. Prepare the Construction Cost Estimate in line item format broken out by CSI Division with sub-catatogires as appropriate with separate material and labor costs with sufficient detail to provide accurate figures.
2.9.5. If the Construction Cost Estimate exceeds the Air Force’s estimated construction cost in this RFP, the designer shall, without additional fee:
• Reduce estimated project costs by identifying less costly materials, techniques, or design features. The project design must still provide a fully complete and usable facility.
• Provide a list of additive bid items, the inclusion of which would bring the project back up to the original project funding limitation. The basic project design must still provide a fully complete and usable facility in the event that any or all of the additive bid items are not included in the project.
• Cost estimates for additive bid options, if any, must be identified as such and compiled separately from, but in the same format as, the Construction Cost Estimate.
2.9.6. If a complete and usable facility cannot be provided within the project funding limitation, notify the base Project Manager through the Contract Administrator in writing immediately. The Air Force shall either arrange additional funds, reduce the scope, or cancel the project.
• If additional funds are arranged or if the project scope is reduced, the base Project Manager will notify the designer in writing through the Contract Administrator. The Air Force will not renegotiate the designer's contract unless a major change in scope is necessary.
• If the project is canceled, the base Project Manager will notify the designer in writing through the Contract Administrator. The Air Force will pay the designer for all services provided on the project prior to receipt of such notification.
2.9.7. For this project, the Contractor shall separately identify categories of work including but not limited to new construction, maintenance, and repair. The Contractor shall prepare the Construction Cost Estimate to enable each category of work to be bid separately. See Section 1.6.1.
Contractor shall verify prior to start of work and shall consider all costs prior to submitting a bid. Submitt to Contracting Squadron the breakdown by each electrical items cost include all electrical components (include all areas adjacent to each existing poles) and with specific picture/photo/drawing (as part of the field investigation report with all electrical narrative in details). All documents shall be legible and can be read.

4.1 General Requirements.
4.1.1. General Requirements. The Contractor shall visit the site to verify all electrical site conditions and shall consider all existing site conditions in all proposal, design, and construction efforts. The Contractor shall become familiar with all electrical requirements of this project prior to bidding. The Contractor shall demolish and remove off-base all existing materials and objects which conflict with the new/repaired construction; and shall provide all labor and materials and equipment to provide a new/repaired facility.
4.1.2. General Scope. The Contractor shall design and provide replacement systems for all electrical systems and utilities, including but not limited to telephone/data, for this project. The Contractor shall coordinate with the local CATV company, local telephone company, and the Davis-Monthan AFB electric shop to demolish and remove the existing overhead CATV, street lighting, telephone/communication, and existing related power-apparatus equipment, and devices, etc., in this project site; and install new OH, CATV, power, telephone/communication, as required in this
RFP.
4.1.3. Commercial Codes and Design Manuals. All design and installation work shall conform to the latest editions of the references listed in Section 2.13.8, unless otherwise indicated herein.
4.1.4. NEC Covered vs. Non-Covered. All electrical systems and equipment, both interior and exterior, installed under this project shall, for the purposes of NEC application and compliance, be considered as "Covered" and shall be installed per the requirements given in the NEC. None of the systems or equipment installed shall be considered as "electric utility" systems or equipment. However, the power cables going from the exterior transformers to the buildings shall be considered as the "service" or as "service conductors" and shall be installed per the requirements given below and in accordance with NEC applicable articles.
4.1.5. Coordination. Electrical work shall be coordinated through the Contracting Officer. The order of construction shall be as directed under "phasing", in other parts of this RFP.
4.1.6. Digging Permits. Digging permits shall be obtained in accordance with the procedures outlined in paragraph 2.2c., Utility Outages, Road Closures, and Digging Permits –“Base Outages and Digging Permits (AF Form 103, BCE Work Clearance Request)” of Section 01010, Summary of Work.
4.1.7. Specifications. Specifications shall be provided as part of the contract documents for this project.
