RFI - 0001
Is the contractor need to add cross arms for all poles, or just match the existing pole? and what type of cross arm should supply?
See 1.6.10.2.5 and 1.6.10.2.6 for replacments locations. 1.6.10.2.12 lists what to be replaced on poles and type of cross arms Add Class 2 to 1.6.10.2.12
RFI - 0002 Where the poles be energized or dead when work is done? See 1.6.10.2.16. Existing poles are energized. Outage needs to be planned and coordinated with the base to minimize impact to mission.
RFI - 0003
In the SOW section 1.6.10.2.2 it states to replace overhead lines to pole 850 and on to pole 851. These poles are not identified on the provided drawings. Please indicate where these poles are located or if Pole ID’s 850 & 851 are incorrect and are actually supposed to be a different pole ID number?
850 and 851 were included in original image prepared, and are the poles located near bldg 4870.
RFI - 0004
Please identify the pole location from SOW 1.6.10.2.3 (pole 237, 238, 640, 645, 649, 650, 661, 851)? It is not shown as referenced.

RFI - 0005
Please clarify from SOW 1.6.10.2.5 Replace existing poles, (poles 237, 274, 638, 654, 658 & 849). These are marked as existing to remain in place and not “red” doted for replacement on the drawings. Can the gov. please clarify replacements and proper pole ID’s with both the SOW and drawing?
Updated drawing
RFI - 0006
In SOW 1.6.10.2.6 in indicates to replace existing switch poles. The current air switch is on pole 671.5 now, NOT pole
671. Drawing references to put it on pole 671 on the new install. Is this correct??
Install on Pole 671.5 Updated drawing to show installed on 671.5
RFI - 0007
What minimum KV rating does the government require for the overhead hardware? Example, combo fused cutouts KV rating? Arrestor’s KV minimum rating?
See 1.6.10.2.11 18kV lighning arrestors are called out. Contractor responsible for sizing per 1.6.10.1.
RFI - 0008
Will any existing overhead Fusing be replaced with new equal Amperage sized fusing as to what is installed currently?
Any pole being replaced, that has fuses installed will need to be replaced with new equal sizing fuses.
Added fuse details 1.6.10.2.12
RFI - 0009
In SOW 1.6.10.2.6 pole 646 is indicated to get a new air switch. The pole currently has a lower line crossing that is tapped off the upper line crossing. How does the government want the switch configuration to be installed when it comes to the upper and lower lines being considered?
remove switch replacement of 646 from SOW and taken off drawing
RFI - 0010
Please confirm SOW line item 1.6.10.2.10. Install 600amp disconnect. Is this just a 600amp knife blade switch with no lower operator control mechanism?
See 1.6.10.2.13
RFI - 0011
Please confirm SOW line item 1.6.10.2.10. Install 600amp disconnects on pole 643. Will the knife blades be installed on the Mainline paralleling Herky street or installed on the installed on the tap going North East across Herky street?
Main Line. If a buidling feed comes off pole, connect to down stream side of disconnect.
Updated drawing and SOW to show this as being on pole 652 not 643
RFI - 0012
There are poles indicated on the drawing with “red dots” to be replaced that are not matching up with what the SOW pole replacements is saying for pole numbers. Can the government please revisit the SOW and Drawing in regards to the pole ID’s as it seems there is a lot of confusion between the them on proper pole ID for the work being done and where?
Updated drawing
RFI - 0013
SOW section 1.6.2.1 States to disconnect and remove existing all associated electrical circuits, cables, devices, insulators, raceways and risers etc. to their source “FROM” the overhead distribution.
Recycle and provide credit to gov. The way this is written it seems that the intent is to replace all existing medium voltage cable or wiring that taps off the overhead to each tapped facilities service whether it be secondary power or medium voltage power cable. Is the intent to replace all tapped feeder conductors to each facility’s service? If not where is the cut off for bid purposes for this line item? Please explain intent of line item 1.6.2.1 in further detail?
Updated 1.6.2.1 and 1.6.10.2.14 to resuse existing risers
RFI - 0014
Should each pole on the map be checked using Resistograph Bore procedure?
a. This will ensure wood poles are either good or bad.
The contractor is required to inspect all poles affected by this project, regardless if it is called out as being replaced. That is the intent of the allowance for additional poles to be replaced if needed, see 1.6.10.2.11
RFI - 0015 Are the poles being remarked by the contractor with the numbers shown on the site map?
Contractor to mark all poles per drawing.
Added section 1.6.10.2.21 for tag details
RFI - 0016 As new 4/0 ACSR will be installed, should the existing neutral be replaced to support the ACSR size increase?
System is an ungrounded Delta. There is no neutral. Ground wire sizing to be confirmed by contractor as part of their design. See 1.6.10.1.
Added to section 1.6.10.2.13 10' 4/0 copper ground rod at any location a switch is being installed or replaced. Ensure ground rod extend 6" above grade after installation. To be used for Personal Protective grounding
RFI - 0017
As per job description we are to reconductprimary phases to 4/0 ACSR, We are assuming a reconduct of the neutral conductor. Please provide the size. Common practice is running a reduced neutral, 1/0 ACSR would be sufficient.
same as RFI 16
RFI - 0018
Section 01011, Paragraph 1.6.10.2.14 states to remove and replace riser conductors and conduit. We cannot replace riser conductors without pulling in a whole new run of primary underground or installing a new sectionalizing cabinet and installing new cable from there to the new pole and riser. Also, the riser conduit looked in good working order. Our pole changeout process would allow us to safely go back in the old pole hole without affecting the riser conduit or riser conductor. Is replacement required?
same as RFI 13
RFI - 0019
Section 01011, Paragraph 1.6.10.2.18 states to provide and install all new cable conduit as necessary from new switches to existing electrical distribution. Provide wiring, connection, and all accessories. What conduit is being referenced from the switches to electrical distribution? Please provide clarification.
1.6.10.2.18 change to say "conductor and conduit as necessary"
