1. Does the unit have to be Trane brand? TRANE IS PREFERRED BRAND
2. Please Clarify the efficiency of the new unit Standard or High efficiency. HIGH EFFICIENCY Please Confirm unit will be all-electric ALL ELECTRIC
3. Is a cer�fied test and balance required? 1.1 says “Balance system best as possible” Sec�on 7.3
States NEBB or AABC. BALANCE SYSTEM
4. Can you clarify if a heat load is required to be performed to size the unit per paragraph 2.6.1 and sec�on 7.1.1 of the 01011 or are we installing a 15-ton unit? SIZE THE UNIT
5. Is it required for fresh air intake to be 10’ above grade? YES
6. Is an economizer required? Appears all other units just have minimal fresh air. NO, PER UFC.
NOT ALLOWED
7. Is a screen wall required around the unit per the DMAFB design guide? NO
8. It appears the new unit will barely fit on the pad, do we need to have 8” of concrete on all sides of the unit per DM Design Guide? NO IF UNIT FITS COMPLETELY ON PAD
9. Can the outdoor duct be lined with a 2” duct liner or does it need to be wrapped and covered with the metal jacket? LINED
10. Please clarify how the return will get from the separate room back to the common return area.
Will a new hole be needed in the block wall? Door grill? DOOR GRILL
11. Will concrete pads be required under R/A duct supports? YES
12. Will this unit be connected to the DMAFB EMCS controls system? YES
13. Is this building Bacnet or Lon? BACNET MS/TP BASIC BACNET POINT & ROOM TEMPERATURE
14. Will this project require a panel load test on electrical panels? YES
15. Is it the intent of the government to reuse the exis�ng interior ductwork for air distribu�on? If so, is it an�cipated that the exis�ng ductwork is sufficient to carry the new required CFM volume? YES
16. Is the new exterior duct to be lined? YES
17. Will concrete bases be required to be installed under new exterior duct supports? YES
18. Are the exis�ng fan openings sufficient for properly sized duct to be installed on building exterior or will the awarded contractor need to modify building openings? MODIFY AS

19. Will temp cooling/hea�ng be required to be furnished by the awarded contractor while performing the equipment replacement? NO
20. Will alternate equipment be considered? If so, will the government require a price submission for “basis of design” with an alternate price for any cost savings that can be alloted to the government through alternate equipment usage? YES
21. Does this new mechanical equipment get �ed into base HVAC or other controls systems? If so, who is the current controls vendor serving the facility? CONTROL ENGINEERING/SIEMANS
22. Who currently handles the bases fire-alarm needs? Please provide point of contact for current vendor. JOE PETTY AT ALARM SHOP
23. Are fire dampers required at building exterior penetra�ons where new supply / return duct is to be installed? NO
24. Is it an�cipated that the awarded contractor would require working weekends or “off hours” to accommodate base staff opera�ons? NO, THE BUILDING IS OPERATED 24/7. OCCUPENTS SAID
THAT THEY WILL WORK WITH CONTRACTOR.
25. Will a structural design need to be engineered as part of this solicita�on for the exterior duct supports including wind load calcs or other? NO, BUT MECHANICAL ENGINEER AT LEAST
26. Will a new gas regulator be required to be installed on the gas service to the new unit? NO GAS!

27. What pain�ng scope is an�cipated by the government on the building’s interior? MINIMAL
28. Can the current fan opening dimensions in the building’s exterior be provided? 41” X 39”
29. Are modifica�ons to the exis�ng outdoor concrete equipment pad an�cipated as part of this project? NO. 11’ X 22’
30. Does the government expect the awarded contractor to provide formal system commissioning at the end of this project? If so, what are the expecta�ons of the government for this scope? YES
31. Will a third-party commissioning agent need to be engaged by the awarded contractor? BASIC

32. Will the new 15-ton unit require a fire alarm shutdown circuit and relay in the event of a fire?
YES
33. What is the bid bond percentage and the liquidated damages? The amount of the bid guarantee shall be 20 percent of the bid price or $3M, whichever is less. No LD’s.
34. Will the government require a technical narra�ve regarding this project scope from the bidding contractors at �me of bid submission? Yes, although the main evalua�on factors are Price and Past Performance, see sec�on L5.1 in the solicita�on: “Offeror's are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those items identified as evaluation factors. Offeror's must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements, but rather, shall provide convincing rationale to address how the offeror intends to meet these requirements.”
