FA487720R0018 – Project FBNV071475 – Bldg 136

RFI’s After reviewing the answers to the RFI’s, there are a couple of questions/issues that arose from the answers. Please see the following for these:

1. There is a conflict between the Governments answers to RFIs and the revised design requirements that were included in amendment 3. Answers to pre-bid RFIs 14, 15, 16, and 26 states, “Paragraph 1.11.3.5 is to be removed from the design requirements. There is no HVAC scope of work for the hangar bay in this project”. The revised design requirement included in Amendment 3 calls to provide heating and cooling in the hangar bay. Please advise if HVAC is required in the hangar.

A. There shall be no scope of work for HVAC (heating or cooling in the Hangar Bay. The RFI responses and the revised Design Requirements indicate that there is no scope of work for HVAC (Heating or cooling) in the hangar bay itself.

2. Question/answer #5 specifies that “The required height and width of the buildings hangar door opening shall be determined by the Contractor’s/Design Team during the design process and in accordance with clear distances indicated by the UFC requirement for hangars”. The tail on an EC-37B is approximately 35’-2” and, per the UFC, there needs to be a 10’ clearance on each side of the tail. This would create an minimum opening of 55’-2” (approximately 56’). This opening would eliminate too much of the top track of the existing hangar doors, therefore creating quite a large structural issue. We understand that this is a design concern, however, it should be mentioned to all that this could potentially add a great deal more to the SOW and creating an unbalanced proposal to the Government and/or a much higher proposal from a potential bidder, thus putting them out of the running.

A. With regard to the question about the hangar bay door and the clear space for the EC-37B T- Tail. I do not believe the tail clearance requirement was interpreted correctly. The 10’ clearance they reference around the plane is what is required once it is in the hangar and parked. The clear distance required as the plane moves thru the door is allowed to be less. I am not sure of that number (maybe 3’)-thus the diagram they provided shows a door that is too wide and tall. The new door should fit within the existing hangar bay structure. There may need to be some additional structural supports, and that is indicated in the Design Requirements scope of work.
