1. PROJECT DESCRIPTION.
1.1. General. The Contractor shall perform all design and
construction services for project, Repair hangar 136 to accommodate EC-37B. Work will include hangar door modification to accommodate the unique tail configuration of the new aircraft, minimum fire protection compliance upgrade, and HVAC upgrade as well as any necessary work associated to the upgrade (i.e. Electrical) and bring the facility into compliance with current standards. All work shall comply with the current Base Design Compatibility Guidelines (DCG), and bring all facility systems up to current codes.

The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. Gathering information during design shall be coordinated through the Contracting Officer. Any survey required providing utility locations, manhole inverts, and verification of existing features shall be the responsibility of the Contractor and shall tie into the project datum.
1.8. Site Visits. The contractor shall make periodic visits to the project site during the investigative and design phases.
1.9. Design and Construction Schedule. The Contractor shall provide as part of their proposal preliminary design and construction completion schedules for the Government’s review and approval. The Government will evaluate Contractor-proposed calendar days based on the best interests of the project execution and the Government’s requirements. The performance period for the entire project may not exceed 179 calendar days. All days listed will be calendar days and include all Contractor actions such as design, construction, travel, mobilization, drawing and construction material submittal periods, etc. Contractor shall submit an AF Form 66, Schedule of Material Submittals. Contractor shall be given the construction NTP, at the Contracting Officer’s discretion, at the time of the 95% design approval to begin mobilization, site work, and demolition concurrently with the completion of the remainder of the design package.
1.9.1. Following contract award, the Contractor shall finalize their proposed design and construction completion schedules. The Contractor shall prepare the schedules using the AF Form 3064, Contract Progress Schedule. The Contractor shall submit for government review and approval the AF Form 3064 no later than ten (10) calendar days following issuance of the Notice to Proceed.
1.10. Permits. The Contractor is responsible for obtaining all necessary Federal, state, county, and local permits required to complete the construction of this project. The Contractor is responsible for paying all fees associated with obtaining the permits and performing all work as required within the permits at no extra cost to the Government.
1.11. Project Specific Design and Construction Requirements. The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP. The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP; and are the minimum requirements that ultimately satisfy the User’s needs and wants. The Contractor shall provide a complete and usable facility based around the User’s needs and wants, and constructed in accordance and in compliance with commercial and industry standards.
1.11.1. General Requirements.
1.11.1.1 Provide the Design and Construction to Repair Hangar 136 to accommodate the new EC-37B aircraft mission. The EC-37B will be replacing the EC-130 as the aerial platform for Compass Call operations. The first EC-37B is expected to arrive in FY21. This is the only facility on base that can house the EC-37B during the overlap of 4 years of interim operation. The height of the existing hangar door cannot accommodate the unique tail configuration of the EC-37B. The main door opening currently has a height of 24 ft; the EC-37B has a tail height of 27 ft, 4 in. Although the building does have a 40 ft high tail slot, it is not wide enough for the EC-37B to utilize because of the aircraft’s “T-Tail” configuration. The required height and width of the buildings hangar door opening shall be determined by the Contractor’s/Design Team during the design process and in accordance with clear distances indicated by the UFC requirements for hangars/doors-Refer to the attached EC-37B General Dimensions Document for further information.
1.11.1.2. All construction work shall be accomplished between the hours of 0630—1700, Monday through Friday, unless otherwise approved in writing by the Contracting Officer (CO.
1.11.1.3. Davis Monthan AFB is a controlled area and will require the Contractor and subcontractors to have the required badging and identification to access the base. The Contractor shall consider in their proposal the reasonable costs and effects of daily, short delays in accessing the project sites, as required by the restrictive access requirements or by local alert conditions. Government will not provide escorts for base access.
01011-5
The Contractor's access/haul route shall be exclusively through the Swan Gate at the northwest entrance of the Base. Hauling or receiving materials through other gates shall not be permitted.
1.11.1.4. This project will require fenced screening around the construction site. A temporary fence shall be provided by the Contractor in accordance with paragraph 2.9, Fenced Storage Yard of Section 01010, The requested size of the Contractor's storage and staging area shall be proposed as part of the design.
1.11.1.5. Unless noted otherwise, it is assumed that the capacity of the existing building electrical service will be sufficient to accommodate the requirements of this project. However, it shall be the Contractor’s responsibility to determine the adequacy of the electrical service and in the case that the service is not adequate, submit a written report within 30 days of Project Design Start (Notice to Proceed) indicating the deficiency, along with the recommended size/capacity required to the Contracting Officer.
1.11.1.6. Field Information. Base utility information, which may be provided for this RFP, is the best information available and may be provided to assist the Contractor during the design of this project. The Contractor is solely responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and construct the project. Information gathering during the design shall be coordinated through the Contracting Officer. Any field surveying required to identify/verify utility locations, manhole inverts, existing grades and features, etc., shall be the responsibility of the Contractor and shall be tied into the base-surveying datum.
1.11.1.7. The contractor shall verify the presence or absence of asbestos-containing materials (ACM) by conducting an asbestos study of the facility. Contractor conducted tests shall be facility-wide and shall be comprehensive for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project. For example, particular care shall be exercised to test the composite of all existing construction materials, such as carpet/adhesive over one or more layers of resilient tile/adhesive, which may be found in the existing floor finishes. Include the resultant report and recommendations in the Investigation Report.
Additionally, forward one (1) copy of the final approved report and recommendations to the base Project Manager and 355 CES Environmental Element (355 CES/CEIE). Any required abatement identified from this report shall be addressed as a contract modification at the government’s discretion.
1.11.1.8. The contractor shall verify the presence or absence of lead-based paint or other lead-containing coating.
Design for and conduct lead-based paint and/or lead-containing coating removal in all construction areas found to contain such material. Contractor conducted tests shall be facility-wide and shall be comprehensive for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project. Include the resultant report and recommendations in the 100% Title 1-A Investigation Report. Additionally, forward one (1) copy of the final approved report and recommendations to the base Project Manager and 355 CES Environmental Element (355 CES/CEIE).
1.11.2. Demolition Requirements.
1.11.2.1. Demolition shall be accomplished as required per the design specifications indicated in this Section 01011.
1.11.2.2. Existing construction scheduled to be removed shall be inspected and evaluated for recycling or reuse.

Materials shall be designated for reuse on site whenever possible. Government reserves the right to salvage material not being reused.
1.11.2.3. Where removals leave holes and damaged surfaces exposed in the finished work, patch and repair these holes and damaged surfaces to match adjacent finished surfaces, using on-site materials when available. Where new work is to be applied to existing surfaces, perform removals and patching in a manner to produce surfaces suitable for receiving new work. Finished surfaces of patched area shall be flush with the adjacent existing surface and shall match the existing adjacent surface as closely as possible as to texture and finish.
